Editors Telegraph : Thursday last I took _
trip into Calhonn county, paid particular atten
tion to the crops along the route, and am pleas
ed to report them in as good condition and look-
ing aa well generally as I erer saw them at this
time of the year.
I attended the Masonic celebration at Morgan,
which was a complete success. About five hun
dred persons were present, the order being well
represented. Marched in procession from the
Court-home to the Methodist church,where Dr.
H. delivered a long and eloquent address; after
whKh all returned to tho Court-house, in front
of which a long table had been erected, which
was literally covered with the best the country
affords. The citizens took a lively interest and
saw that all guests and visitors shared in the
good things of the occasion. As for myself, I
must admit that immediately after dinner I was
Jr “ too full for utterance.”
Had the pleasure of meeting some of the pret
tiest and most agreeable young ladies in Cal
honn or any other county. About 2 o’clock p
*• we adjourned to Judge C.’s and danced till
5. when all went home well pleased with the
pleasures of the day.
The crops in Ten-oil, like those of Calhoun,
nre in fine condition, and the prospects very
good for an abundance of cotton, com, peas, po
tatoes, sugar cane, rice, etc. Oats havo turned
out better than was at first expected. Eipe
water melons are coming in daily. There will
not be as many peaches and apples this year as
lost, but they will be much larger. Gardens are
looking well.
All fertilizers used are doing well, and all who
havo used them are well pleased with the re
sults and think of using them much more exten
sively next year. Tho freedmen are working
well and are becoming more steady and regular
in their habits. Bain comes wherever and when
ever needed. No one has cause to complain of
too little or too much. Planters seem to have
nothing to complain of except the high prices
of provisions, and they justly censure them
selves for that, and think, and hope it will not
lw Komany years longer. They seem determined
to raise their own provisions and bo indepen
dent to all the world.
Dawson is still improving and business is very
^ good for this time of the year.

hibition camo off Thursday and Friday last.—
The young ladies read their compositions Thurs
day night They wore original; written on ap
propriate subjects—well written and well read.
The exhibition on Friday night was almost
equal to any Northern theatre, and was attend
ed by a large and appreciative audience.
The health of the place was never better than

Editors Telegraph : In view of the importance
of the State Road as a source of revenue, if well
managed, and otherwise ns s harden supported
for the benefit of politicians, the concern of the
publio and especially tho taxpayers, ia legiti
mately directed to that management; and the
oomplaints and enquiries made about it demand
tho attention of the Superintendent. "
It iB said that the Hoad now, with doable tho
- business it had during previous administrations,

difference presents a just cause for oomplaints
and reasons for enquiries, devolving on tho Su
perintendent the necessity to satisfy them.
The Finance Committee oi tho House of Rep
resentatives should have had this subject before
them, and the fact is, that a special oomtnittee
was appointed for this very work; bnt it seems
they have said nothing about it.
One of the Finance Committee, in a letter
published, nays that in a private way he has ap
plied to the Superintendent for all the informa
tion on the subject^ seemingly with the view of
conaidering the advantage of patting tho road
under tho control of a Board of Directors, elect
ed by the Legislature, or to lease it out to re
sponsible parties—for a term of years—disposed
to pay $40,000 a month, which ia sixty per cent,
over the present income. In response to those
data before the Superintendent, wo have his
very business-like letter, stating that, aa re
quired by law, ho will make his report “upon
the management of this great interest,” and he
expects to show to the satisfaction of all (hat it
has been so managed as to promote the interests
of the people, and especially the development of
the State resourcesand, as regards the lcaa-
h>g of the road, if that can be dono for $40,000,
as Btated, he reoommends the proposition, and
the speedy closing of the oontract, with certain
provisions.
Every business man will recognize in the Su
perintendent's letter tho stamp of a business
mind. To expect him to proceed at any mo
ment to make a report of works of such magni-
tjgle as tho Western and Atlantic Railway's is
to suppose the business of keeping accounts is
a mere bagatelle. Any one experienced in com
mercial affairs can appreciate the importance of
yearly making a balanco-sheet from which is
drawn deductions of tho condition of on estab
lishment, and how reliable is any ^Bess-work of
that kind made between the periods when it is
usual to make that infallible statement.
As regards patting the road nnder a board of
directors, and expect to get “three good, judi
cious business nun elected by tho legislator,,”,
instead of threo influential politicians, it is as
.probable to shoot three robins in January; or
Jreo expect to run tho road in such a manner as
“to promote the interest of the wholo commu
nity, ’ and not that of tho party which may be
in power, is aa possible as to catch dolphins in
the Chattahoochee.
Under the present circumstances it would be
a political blessing to the Stato of Georgia to
lease ont the State Road for ten years; aye, for
twenty, to responsible men who will pay thirty
or forty thousand dollars per month, guarantee
ing, beyond all peradventure to the State, a
faithful compliance of the contract and no back
ing out; then the conditions of the Superinten
dent should no a sine qua non ; for otherwise,
who could conjecture what the impositions of
such a monopoly might result in on tho people
by the raising of the tariff of freights on the
necessaries of life, and on the materials used in
agriculture, mining and the arts.

Tho legislative Negroes.
The Augusta Constitutionalist is taking the
absurd position, that the decision of the Su
preme Court will not reinstate the expelled col-
ored members of the Legislature. It says that
“question was settled by the only court having
jurisdiction of it—that is, by each House of the
General Assembly," and that “their decision
when rendered was a jndicial decision, which
cannot now be reversed by themselves.” Well,
that argument is a little ahead of anything we
have heard in a long time. From whence does
the Legislature derive judicial powers ? We
have been of the impression, that each branch
of the government was separate and distinct—
the ingislative, Executive and Judicial. How
cornea it* that the Legislative can assume the
powers and duties of the Judicial deportment ?
If the past career of the presen Legislature of
Georgia is a fair sample of its ability, we do not
think it has any brain to spare on Jndicial labors.
The fact is the decision of the Supreme Court
is as applicable to the expelled members as it is
to White, the party directly interested in the re
cent suit, AH the expelled members will be re
seated, and the whites, who have been filling
%eir places, be invited to vacate—and perhaps
refund that “nine dollars" per day—which they

from the Old Dominion; while in the Georgia
University 92 per cent, of the young men are
gathered from the hills and valleys of our glori
ous commonwealth. This is a most gratify'
exhibit, in view of tho attempt of a Fedffli
satrap to crush this"ancient seat of learning, and
the vandal outrages which left chapel, hallu and
college buildings dismantled and sadly defaced.
.Faculty, embraces nineteen learned
distinguished professors, who are themselves la
borious students, and keep fully abreast of all
the modem improvements in the arts and sci
ences.
Much of the instruction is imparted through
lectures, which cover the fields of jurispru
dence, agriculture, the natural sciences, politic,
cal economy, etc. These are deeply interest
ing, and of great practical utility.
Three libraries, viz : the University, (lately
enriched by the addition of the Gilmer collec
tion,) the Phikajypa, and the Demosthenian,
embracing a multitude of rare standard works,
afford every facility for information to the in
quiring student The whole number of volumes
amounts to about twenty-five thousand dollars. |
The new library building is commodious and
well arranged.
Elegant private residences have been erected
for tho professors, and the grounds of the camp-
are beantifnlly kept.
HThe apparatus selected in Enrope is varied
and complete in all thA departments of science
The lecture rooms of the professors of tfe
natural sciences are elegantly finished and free-
J coed, tho walla containing paintings of many sub
jects which are objects of inquiry and illustra-
tion.
Bat the most remarkable feature of the Uni
versity, ia its admirable system of discipline and
government. The old method of espionage
and punishments in vogue twenty-five yean ago,
when we belonged to the college, together vnth
the pamphlet of roles and regulations, as rigid
as in the walls of a penitentiary, have all been
abolished and done away with.
In those days the hated tutor resided in each
college, and at all boon of the day and night in
vaded the privacy of the yonng men. If absent,
a mark and report was the result, and a refusal
to admit an officer was followed by the breaking
down of the door.
Hence these officials literally ran the gnantlet
in making their nightly rounds, and were sub
jected to every indignity that the mad-cap youths
could devise.
Now, a gentle lady resides in each vast college
bnilding, and her silent influence and feminine
tact are sufficient to keep in perfect order tho
hundreds of young men who occupy the dormi
tories. These fair janitors nurse tho students
when sick, and watch over their personal com
fort like their absent mothers.
They are venerated and respected and any
brcachof etiquette or propriety would meet with
a prompt rebuke from the students tliemselves.
In short, the young men are regarded and treat
ed as gentlemen, and true to their Southern ori
gin and instincts conduct themselves aa such.
The chapel exercises once noisy and disorder
ly, ate now conducted with solemnity, ^d in
perfect silence. Each Sabbath witnesses the
entire body of students, a congregation them
selves, assembled in their spacious chapel,
where divine services are held by their venera
ted President.
The Sabbath school, bible class and weekly
prayer meeting, aro all regularly maintained
also, and the oollege is a miniature Stato, indo-
pendont in itself, and enjoying all the privil
eges, immunities and blessings incident to a
well regulated community.
Let.ns hope that this time honored seat of
learning, the almamater of hundreds of Geor
gia's most distinguished sons, will continue its
onward march, until it becomes a beacon light
of science to the entire world.
Our State University—Liberal Action
of the Trustees.
From a circular received from Professor Wad
dell, Corresponding Secretary of the Faculty of
the University of Georgia, at Athens, we learn
that the Trustees of the University have au
thorized the faculty to admit, without payment
of tuition fees, meritorious young men of lim
ited means. They propose to increase the
number of beneficiaries to fifty. There are now,
as snch, in attendance at the University, nnder
appointment of tho Faculty, twenty-seven stu
dents. There appointments aro intended to be
limited to the residents of tho State, who aro
not themselves, and whose parents are not, in a
situation to incar the expense of their educa
tion at the University, without aid.
Students thus appointed stand, in all respects
:copt expense, as others, enjoying oqnal priv
ileges and subjected to tho same laws. As a re
muneration to the State, they will be expected
to engage in teaching in a publio or a private
in Georgia, tor a term of years equal to
tho time they may havo enjoyed tho advantages
of instruction at the University. The term of
the appointment expires at tho close of tho
Collegiate year with thoeo who fail to exhibit
due diligence, but those who giro evidence of
capacity and industry will be permitted to re
main until the regular course is completed.
The applicant for an appointment should for
ward testimonials of good moral character, and
of capacity to profit by the instructions of the
University; stating his age (which must be at
least sixteen) and residence, with a full report
of the subjects which havo been studied by him.
It must also be shown that neither he nor his
parents aro able, without aid, to incur the ex
pense of his education.
Next session there will be forty vacancies,
which the Faculty will fill, by appointment on.
the 0th of August. Only one will bo appoint-
from a county. There axe. no vacancies in the
following counties: Bibb, Clarke, Cobb, Ful
ton, Jefferson, Monroe, Rabun, Richmond,
Union.
Applications should be addressed to tho Cor
responding Secretary, and forwarded prior to
August 6 th.
Young men who design to enter the ministry,
of any denomination whatsoever, are admitted
to the University without the payment of tuition
fees, upon presenting proper letters from tho
authorities of the church to which they are at
tached ; provided they are in need of this aid to
complete their education.
Business of the Atlantic Cable.
The striking exhibit of the business on the
Atlantic Cable will attract attention, specially
in consequence of the revelations it makes con
cerning the infinite advantage to business of
judicious cheapness, that seems at first to
nore the question of profits. "When the cal
was opened, £20 were charged for each message
of ten words, and nnder that tariff an average
daily business of £505 was transacted. After
three months’ trial the rates were reduced pre
cisely ode-half. The cable was still able to do
all the business that offered, and at the reduced
price the daily receipts rose to £577. After a
years* trial another redaction of almost one-
half the original amount was make, and a mes
sage of ten words was transmitted for £5 5s.—
With charges thus only one-fourth of what they
were at the outset the daily receipts still rose,
now averaging iG35. On the first of September
last the charges were reduced to £3 7s. Gd.;
about one-sixth of the original tariff, and under
this rate the receipts rose to an average of £150
more than at the price charged when the cable
began operations. Ten days ago the company
made one more reduction." For what, at the
outset, they charged £20, they now charge £2.
At one-tenth the original rates the figures fully
warrant the prediction that their receipts and
profits will rise at least ten per cent, above the
average of any previous year or month.

by such a doctor, ‘ ‘what is to prevent the woman
