mirers of Dewitt Clinton. He has been to i
all human appearance, during the greater j
part of his career as much an intriguer, and |
as little a religionist as any of his brother (
politicians, and must consequently disgust
every delicate mind, by his cant of pro- (
found reverence for Heaven and the Peo- (
pie. But fortunately both for himself and
the public, he has rendered fashionable a g
new criterion of popular preference. Whe-I
ther he was the author or only the chief pat-
ron of the New-York Canals, he has per
formed a glorious service for his own state,

determined to ascertain by scientific sur
veys what advantages the country presents
for artificial communications by water ; hut
it must be obvious that the less expensive
and less hazardous improvement of pub
lic roads, is the first object of this na
ture which should engage their attention.
How many thousands are annually tost bv
the miserable condition of our highways—
thousands which might be so easily saved !

jLet us offer a premium in politics, by deter
mining that he shall for ten years at least
be considered our first statesman, who con
trives to transport a bale of cotton to mar
ket at half the present expence in tiipe, la
bour, and destruction of horses and vehicles.
No! we beg pardon. There is another
I- eharacter who should stand highest for ten
hundred years—it is he who by a judicious
application of the public resources, shall
bring the streams of knowledge to every
town, village, and cottage in the I md; who
shall thus become the happy instrument of
conferring on human nature, the greatest
benefit which it is capable of receiving.—
Politicians and philanthropists, here is an
object worthy of your zeal. Ambition and
benevolence can afford no fairer field for
your talents and virtue.
Since the late frosts, (snys the Georgia
Journal) we have heard from almost all parts
of the state. No injury has been sustained
from them. Great apprehensions were en
tertained for tiie wheat crop, as it was just
in a condition to be cut*uff. It has escaped
Unhurt.

One of the gang of villains who have fol
lowed close in Gen. Lafayette’s rear, pick
ing-pockets wherever an opportunity ottered,
was apprehended a few days ago on the bor
ders of Alabama and brought back for trial I
He is an Englishman, who calls himself!
William Williams, and acknowledges he
was an accomplice in purloining Maj.Smitli’sj
pocket-book in this place, containing 84,500
—a part of the money has been recovered!
from him. The Superior Court for this coun |
ty being in session, the culprit had no cause
to complain of a delay of justice. He lias
jbeen tried, convicted and sentenced to lire
Penitentiary for four years.

> Agricultural. —We understand (nays
the Savannah Georgian) that the “ Georgia!
Agricultural Society of Savannah,” at itsi
meeting yesterday, appointed a committee'
to draft a scheme of premiums for the most
successful culture of Black Seed Cotton,
Green Seed Cotton, Rice and Indian Corn.i
As soon as the committee have made their I
report, it will be published. This e rly in
timation of the intention of the Society, is
given with the view of affording to the plan
ters generally, an opportunity of preparing
for the competition. ,
A large amount of notes of the Darien
Bank, (880,000,) has been held under pro
test by the Planters’ Bank of this city, for
some time past. We understand that the
former institution has recently redeemed tin
whole of this amount. This mea-uie, we
pn sume, has been adopted, in consequence ;
of the depreciation of the notes of that Bank. !
.Os the solvency of the Bank, we believe no ,
aloubt i* entertained, but the credit of their
notes, we are of opinion, will not be entirely ■
ecovered, unless like the other banks, they i
>ay evety demand upon them promptly— >
and unless their notes are received irt deposit t
and payment by the United States Bank, <

Speculation continues to run high, not only
in Cotton, but in other merchandize. We
are informed that Coftee and Sugar, in 1
Charleston, have been bought up extensive- f
ly, by orders from Boston. The price has '
of course advanced. ’
We understand that on Saturday, a sale
of Cotton-Bagging was made as high as 27 \
cents, in this city. [/bid. |
The quantity of Cotton arrived this sea- *
son up to the Ist of April, is 120,000 bags
—this exceeds I lie whole quantity of the f
last season by 15(10 bags. 1

We regret to learn that on Sunday even- j
ing tiie 3d inst. the Carriage House and
Stable of Col. Thomas Pinckney, at his
plantation in St. James Santee, were con
sumed by fire, and with them two Carriages I
and two pair of carriage Horses, and one
riding Horse. The loss is estimated at
three thousand dollars. City Gaz.
Georgetown, April 5.
W« understand that Mr. Neusam has late
ly lost his contract for carrying the mail
from Pee Dee to Fayetteville. It is believ
ed there lias been more fai|ureson that route
than any other between thij and Washing
ton.
This afternoon three Northern Mails ar
rived here, bringing bac k papers and letters
directed to Williamsburg, Avant’s Fern,
and China Grove, together with those for
other Post Offices in Williamsburg and
Sumpter Districts. There will be some con
, fusion of the mails for some time, in conse
quence of the late resignations of Capt.
Dozier at China Grove, and John. W. Jean
erett, Esq. at Avant’s Ferry.
Charleston, April 11.
From a Gentlemi.n, passenger in the sch’r.
Ranger, from Matanzas, we have obtained
the following information :
Capt. M’lver, of the U, S. steam galliot,
Sea Gull, received information that a nest
of pirates was at a place called Justias Gatla,
to the windvvard of Mamnzas ; he supplied
himself with a Pilot and proceeded to the
spot, where he fell in with 11. B. Majesty V
schooner Lyon ; they attacked the pi at s,
and captured a schooner and boat, kdled 8,
and took 19 prisoners, who were put on board
the Lyon, to be carried to Jamaica I lie
figure head of a ship, supposed to be the
Balize, of Philadelphia, was found on board
the piratical vessel, and on shore were found
the skeletons of 13 men, tied to trees ; no
doubt the crew of the Balize.
By the British ship Commerce, from
Greenock, papers have been received to the
- 25tli February, inclusive. Advices, by let
ters from Liverpool, of the 2411i0f February
' have also been received, whicji is one day
later than former accounts. They state a
; continuance of the improvement in the Cot
. ton market. We have been favored with
| the following extract of a''letter ;

1 have just reci ived a letter of the 24th
' from Messrs. , at Liverpool, stating
they have , per the Cortes. They

: most wonderful rate, an advance of id. pcl
lb. having been established on Uplands since
yesterday morning; they now rule from
■ KJ-jd. to 13, prime Cottons, and the market
:is quite wild. These accounts must render
ihem equally so in America, and we should
think it not prudent to order Cotton at pres
ent, though we are fully persuaded, if (|, e
American. Crop does not exceed last y ear’s
that we shall have still higher prices when
. that fact is ascertained ; but we may fairly
calculate now, that every advance here, will
toe completely anticipated on the other side.

Desha, says the Louisville Advertiser, com
menced at Cynihiana, on the 14th ultimo.
1 Court oj Appeals. —Judge Shannon has
decided in Uie Madison Circuit Court, that!
licenses granted to attorneys by the Ex
court of Appeals, were null and void.
Judge Uavidge in the Henry Circuit
Court lias refused to admit to record, an
opinion of the new Court of Appeals, which
was authenticated by F. P, Blair as Clerk,
lie h..s decided that the old court is the
true court of Appeals, [Guz.

. Pensacola, March 12.
We learn with much satisfaction, that
the military road, from this City to St, Au
gustine has been completed as far as the
Cow-ford on the Choctawliatchie and that
a ferry has been established over tha river,
liavellcrs to the Eastward can now passj
/
without any difficulty, ami as there is a
number of good traces leading into Geor
gia and Alabama from the main road, on
both sides of the river, a very extensive
communication is opened between Pensa
cola and the Interior.
We are informed that a road has lately
been explored from Yellow Water Bay to
the above mentioned road, and no obstruc
tions were found in the \vay, excepting one
small creek. The road has completely
withstood the extraordinary rains of this
season ; none of the cause-ways or bridges .
have sustained the slightest injury. It is, f
we understand, the intention of Captain E
Birch on his return, to make some altera- * ll
tions In the cause-ways, in order to give
them nearer permanence.
Col. George Walton, Secretary and
acting Governor of this Territory, arrived _
in this city on Monday last from 'Tallahas
see ; accompanied by Capt. Daniel E.
Birch, United States’ Quarter Master and;r.

Call, declines being a candidate for the -
office of Delegate to Congress ; and that
he has been appointed Receiver in the Land
Office of this Territory.

Duty on Bice imported into Spain. —The
following Royal Order vyas addressed to the
General Superintendency of Revenue, un
der date of the 3d of December, 1824, by
the Secretary of the Treasury of Spain, f]
admitting Rice as an article of importation, | 0
and imposing the duties theieon.
“ His Majesty declared by a Royal Or- 1
tier of the 2d of October last, tiiat Rice
should not be embraced by the law upon
grain, but that it should be an article of im
portation ; the Junta therefore thought
proper, foi the present, to impose on this ar- |
tide the duty of 212 maravedies £33-|cis 3
tor every arroba. Prom this isAo be deduct- t
ed the duties of nivelacion, subvencioit, and '
consulado, as established by Royal Order ot
November 20, 1819. The duty of 112 mrs.
is to be collected entirely from the impor
ter, and the deduction of (he duties afore
said is to be made therefrom, and applied
to their ./roper objects.”

Captain Ohey, arrived at Newbern last
, week, from St. Thomas, informs, that two
