Such a scheme in G'orgia would indeed be novel, but even from its novelty, inigli* be d.nvn an argument in its support.” hi a Report upon public education there was reason jo expect clearness of thought and purity of expression. In the foregoing passage there is an ambition of ornament, an affectation of sublimity and a straining alter metaphor winch would not we should hope, uc tolerated ui the essays of the scho lars, eitiiei male or female, of the Semina ries now inexistence or about to be estab lished. The last auvices from Mil|edgev|lle in form us that the Congressional District bill had not been acted upon, and there was some douot of its passage. If it should pass the State will lose its weight and im portnice in the councils of the nation. \Ve have not yet learned what has been the de cision n relation to the Darien Bank, Ma ny opinions prevailed upon the subject, and the restlt could not with any certainty be foretold. A bill will probably pass for the organization of a Board of Public Works. A proposition was before the House, to au thorise the Governor at Ins discretion to make deposits in the Banks of the State.— A law will probably pass authorising limited partnerships. What will be the effect ot the efforts making to remove the seat of Government to Macon, and to abolish the Penitentiary, we have not been informed, we trust that neither will succeed. A Bill ha. been reported jn the House of Representatives for the establishment of a new Market-House in this City. LEGISLATIVE PROCEEDINGS. The Report upon the Darien Bank was called upon the 28th ult. and again yester day, when a number of amendments and substitutes were offered, and considerable discussion took place, bat the House ad journed without coming to any definitive conclusion on the subject of it. Bills have passed both branches forming three new coutitles, to be taken from Monroe, Henry, Early, Appling & Irwin, named Lowndes, Thomas and Hiker. A bill is also oe lore the House, which has been read the first time, providing lor the removal of the Seat ot G werument from Milledgevtlle to Macon. The Governor is authorised by this bill to appoint Commissioners and have the necessary bull lings forthwith erected for that purpose. The bill dividing the State into Congressional Districts is still before the House, and made the order of the day for Thursday. [ Recorder . I‘AV OF THE MEMOEIIS OF CONGRESS. From the first Congress, in 1780, inchi sive, until the 4th of March, 1795, Sena "tors and Representatives received each six dollars per diem, and dollars for every 20 miles tiavel. From the 4th of Match', 1795, to the 4th of March, 1796, Sena tors received 87 per diem and 87 for every 20 miles travel, anti Representatives only 8(3. From the 4th March, 1790, until the 4th December, 1815, the perdiem was 86, and the mileage 8(5 to Senators and Repre sentatives. From the 4th of December, 1815 until the 4th March, 1817, each Senator and Representative received £ISOO per an num, with a proportional deduction, for abscence trom any cause but sicknes. The President if the Senate pro tempore, and Speaker ot tlie House, 83000 per annum each. From the 4tlt March, 1817, the compensation to members of both branches id Congress has been 88 per diem and 88 for every 20 miles travel. The Legislature have elected Col. James C; Watson, Major General of the third Division of Georgia Militia, to supply the vacancy occasioned by the resignation of Maj or General Ncwnan. i The President has appointed Payton Gay. of Massachusetts, to be Consul of the Uni ted States for the Island of Teneriffe, in place of John O’Sullivan, deceased. —aOS — At a meeting of the City-Council yester day, Dr. J. P Screven, was re-elected Health Officer, and John W. Stirk, E n Harbor Master, of the Port of Sava uiah lur the ensuing year, without opposition. [.Georgian, 'the Legislature against the People. — I he people in the late election for Governor, manifested their approbation of Governor iroup. Al ul the measures he had pursued by re-v ei ting him. The majority of this Lcgislaure, who do not agree with hint in political opinions, and who have violently opposed Ins elevation, were clamorous to £ive that election to the People, under a pre tended anxiety for the rights of the People, but ~i reality from a hope that they might be enabled to place their favorite (General C ark) in the Chief Magistracy.—Disap po'nteil in this, they have determined to ob ta*n full satisfaction, by turning out of oflke £ v erv man, (whose election d V| 'ended on the Legislature) who dare^ o vote- for, or advocate the election of tyerum Troup. From whom then is this sa s ( a ctur ' to be obtained, or rather on whom iu they to wreak their vengeance ? On the People— for the people, and not die few officers, who have met their disastrous fate before this honest and upright Legislature, have placed G. M. Troup in the office. Before the members can take their seats, they arc by the Constitution compelled to take an oath, and in that they must swear “ that on all questions and measures which may come be fore them, they will give their votes and so conduct themselves as may, in their judg ment, appear most conducive to the interest and prosperity of this State Without calling the attention of our rea ders to the other elections, we would refer them to that of the Treasurer, George R. Clayton, Esq has filled that office for 18 or 20 years pgst. with such “ correctness and ability,” that his name has almost become proverbial for correctness in keeping ac counts. On the same day the election came . on, the resolution reported by the joint com mittee on Finance, passed unanimously in i both branches, and before the ink was dry ! with which it was recorded on the Journals, this officer was turned out by a majority of . 19 votes, and tire only offence which could , be charged against him, was his voting for . Gov. Troup. Let the People look to this— They have offended these men, now “ dres . sed with a little brief authority,” and on . them will their vengeance fall, when they , dare to exercise it. —Southern Recorder. ->•—**- » Death of Gen.
