'ond Monday in January next, to show cause beforr
that tribunal, why two several judgments should not |
be set aside, which nave been lately rendered in the ~
Superior Court of the county ot Gwinnett, against
Samuel A. Worcester and Blizur Butler, for a viola c
tion of an existing law of the State, committed with c
in its jurisdictional limits. Also, a copy of a notice k
purporting to be signed by William Wirt and John it
Sergeant, as counsel for Samuel A. Worcester and ~
Blizur Butler, informing me of an intended applica (
tion to the Supreme. Court, for a hearing on writs of
error filed by those persons. v
The obvious object of the proceedings to which '
this notice and those citations relate, is to call in is
question, and attempt to overthrow, that essential W
jurisdiction of the State, in criminal cases, which lias i
been vested by our constitution, in the Superior £
Courts of the severs.l counties of the State.
My respect for the Supreme Court of the United
Stales at a fundamental department of the Federal ’
Government, induces me to indulge the earnest S
hope, that no mandate will ever proceed from that l
court, attemr> ,, ~s 7* imtnJing to control one of the i
sovereign States of this Union, in the fre« (|
of its constitutional, criminal, or civil jurisdiction.
“‘.The powers not delegated by the Cons itution to J
the United States, nor prohibited by it to the S'ates, ' r
are reserved to the States respectively." Such a (
control over our criminal jurisdiction, as these pro- f
ceedings indicate, it is believed, has nut been dele- v
Sated to the United States, and consequently cannot
e acquiesced in or submitted to. [’
Any attempt to infringe the evident right of a v
State to govern the entire population within its terr’s■ <
tonal limits, and to punish all offences committed n
against its laws, within those limits (due regard be- j
ing bad to the cases expresdv excepted by the
Constitution of the United Slates,) would be die .

Mr. Mason—To revise and 10 equalise Ihe taxes
of this State on the advalorem principle.
[This bill provides that the tax on each citizen nf
fthis State shall be HO cents upon every MOO of the
aett cash value of the property which such citizens
iroay hold and possess, whether in his own right or
5J»e right of any odier person whatever.
A return required on oath of the cash value of the
property he may have, or hold in his po session, in
his own right, or in his representative capacity, so
far as inch property consists of, lands in this Slate,
houses and lots in cities, towns and villages in this
Slate, neat cattle above 20 in number, horses, ,
mules, boats for the transportation of produce, print
img presses, pleasure carriages, negroes, bank stock,
stock in trade, cash, bonds, notes, judgments, exe
cutions, mortgages, open accounts, or any other evi- 1
dsnee of debt whatever.]
The Senate of Georgia lias unanimously adopted
Resolutions approving of Gen. Jackson’s admlnistra ,
lion, and nominating him for re-election—and disap
proving of Mr. Calhoun’s pretensions to either the
Freiidsnoy or Vice Presidency. : 1
Our Senators in Congress are both on their way to
Washington—as, we believe, are most of our mem
bers.

Presentments of the Grand Jury.
The Grand Jury res ets (he necessity

county in (lie Slate where the roads can be j’
tept in.good order with 90 little labour as
u ours, and the unimproved stale of them,
s evidence of want ol attention on the part
•f the Commissioner# to a matter of such j
vital importance, the road leading limn
Waynesboro’ to Augusta and Savannah,
is not in that improved sine it should be, ■
when it is considered that it is the chief
road of the county and that which the Mad
Stage passes over twice eveiy day.
Some of the bridges on the causeway at
Walkers’ Bridge over Brier Creek, are sn
So bid a s ate as to subject persons pacing,
1 hem (particularly wi n heavy vehicles) to'
inconvenience uml delay ; the great neglect
ol contractors for keeping them in repair
calls for correction. We would therefore
recommend to the Jusiicea of, the Interior 1
Court to sue their bonds or see that the de- 1
fee iw budges are repaired forth with, while
we exercise the right of censuring those,
whose conduct calls for it, we feei it a du y;
we owe to those who perform their pub ic
duty fas hfully, to award to them the meed
of praise, rVtwt Commissioners if the L »u
--isvide Si ad from Rocky Creek *o Forow’s
old field, and of the Ogeechee li md from
Bockhead to the Canker old place, claims
our highest praise tin the fine order in which
they are always kept.
We are of opinion that the numerous foot

non, and would therefore recommend to
our Legislature to pus a L.w taxing them
so high as elf dually to put a si p to their
trading amongs us.— I is believed that the
Panm Laws are not sufficiently.enforced,
and we would urge the J usiices of the peace
to more vigilance iu the U’scharge of that
part of their duty.
We recommend to the proper authorities
the enforcement of (lie laws tor the govern
ment of free persons of colour 5 and we
view the p>acnce ol owners of slaves hir
ing to them their time, dangerous »o our iu
jtei'esfs and safely, and call for a remedy,
i Ihe offices of the Superior and interior
Couns, and the records of those offices—

recorus, ihe county Treasurers’ bocks and
iccounts have been examined by Commit
tees from our body, wh have repot'ed that
so far as they were enabled 10 judge from
heir exaininutiou of them, no just cause ap

As there is frequently a larg-* amount of
money in the county Treasuiy, more than
sufficient for county purposes, we would re
commend to our Members of the Legisla
