CONSTITUTIONALIST. *
AUGUSTA: v
FRIDAY, DECEMBER 16, 1861. J
ludge Bc.iu.ky succeeded in this county over | n
Judge C !.a xton by a majority of 89 votes ;we \
lave heard from but few counties, and the result >
. oust remain uncertain for some time to come. j 1
—"' • - .
The Hill providing for the alternation of the
Judges has been virtually rejected in the Senate—
where it is supposed the Convention Bill which has :i
passed the House, will meet a like fate. The Con- 1
venlion Bdl as it passed the popular branch of the 1
Legislature is very objectionable, and after all we
should not be surprized if the people were obliged
io take matters into their own hands.
We find that Mr. Fobsith belongs to the Com-!*
autlee of foreign relations, and is the Chairman of
the Committee of Commerce, and Gov. Troup be- -
longs to the Committees on Military Allairs and In- j
than Affairs. Time, is Georgia distinguished in the i
Seim'e of the United Stales. (
Those who read the President’s Message with 1
tlie expectation of finding any of that pungency ,
with which the morbid lime of the times is so muchj
gratified—will be sadly disappointed. There is
not the remotest allusion to the favorite phantoms
of Messrs. Green and Branch “ the malign influ
ence” and “ the circumstances of I*s29”—there is
BO biller taunt flung at his enemies—no hit at the
Vice-President and Nullification—no gathering up
of energies to strike a deadly blow at the United ,
States Bank, i the message is an admirable and a I
business paper, pervaded by a happy temper and,
an elevated lone, and eminently distinguished for;
the clearness with which it invests every subject j
upon which it treats. When before have we ever |
had such an account of our foreign affairs ? Is it i
not manifest that die character of our President has
mingled with the diplomacy ot the country exact- |
Mlg lilt: I cos for».}jn nutitm. |
exalting in their eyes even our national reputation!
—and easily obtaining the objects of our wishes
because of the conviction that those wishes are rea
sonable and just.
If we look it our internal concerns, the same
cheering proipeet appears—the states stand erect
in their strength and no longer look with jealousy
snd apprehension at the Federal Head—the United
Slates are themselves stronger from the feeling, of
security and sovereignty that animates each mem
ber—the Union i« free from debt—is shaking off that
Incubus the Tariff— is unembarrassed by extrava
gant expenditures for Internal Improvements or
other such objects never contemplated by the Con
stitution- in a word, peaceful and free and pros
porous beyond Hie example of any other nation,
have wo not every reason to be thankful to Heaven
while we indulge the most kindly feelings for Him
whose agency under providence has aided so much
in sustaining us in the enjoyment of such signal
blessings (
That part of the Message relating to the Chero
kees must meet the approbation of every Georgian
—we would add of every impartial mind- The
President is busily engaged in the work of their re- •
moval— and adds, «• Those who prefer remaining ,
at their present homes will hereafter be governed ;
by the laws of Georgia, as all her citizens are, and
seo.se to be Hie objects of peculiar care on the part
of the General Government.” We think this
should he plain and strong enough to bring the Su
preme Court—if not Messrs. Wirt and Sargeant—
to their senses. Hoes not the sentence we have
quoted sound like a Veto in the cars of those who
would endanger the existence of Slates, by special
pleading, and whose reckless folly or ignorance
would bring to jeopardy the sacred Union itself >
Nor is the President’s view of the Missionary ef
forts among the Indians wanting in wisdom and hu
manity t certainly, the Missionary ground beyond
the Mississippi should be preferred to that within ,
our limits. There the holy men cannot come into
collision with State authorities—there they may
not encounter the vices that infest the confines of 1
aiviUzed and savage fife. If they be sincere in the |
desire to reclaim the heathen—they may safely c
rect the cross in the wilderness and plant beneath
ila shadow the rose of Sharon and the Lily of the
valley—they will assuredly yield fruits of Grace—
,f the chosen workers be guided by a proper spir
it and skdl- but neither there nor here, may the
blessed influences of civilization and Christianity be
fell when fanaticism and political rancour usurp
the dominion of piety and justice.
The Legislature of New Jersey has been dissolv
ed— by Influenza. ,
W« have received a Pamphlet entitled •* l)e-!|
fence of a liberal construction of the powers of
Congress, &c.” by Geo. McDuffie, Esq.—written
in 1821, and accompanied by Gov. Hamilton’s pre
set to the numbers of one of the People. The *
work is printed in Philadelphia, by Matthew Carey, 1
and intended as a hil at the changes of these South
ern statesmen.
Xus Survey and Occupation Bill has passed the a
House by a large majority, and it is said the Pent- t
tenliary will probably be abolished.— Is there a
l\oup majority in the Legislature * ‘

Specie. --The large amount of specie which has ,
been within the last lew months, shipped to E igland
and France, lias produced some panic in Wall street,
and been the principal cause of the pressure in the
money market. The advices from England by the
York are well calculated to allay this excitement, 1
and restore commercial transactions to their usual
healthful s'ale. We learn from a good source, lhat
letters were received by the York, addressed to
some ot our most respectable Houses, informing
them that their last shipments of specie could not •
be disposed of to advantage, and if they shipped
any more, they would be compelled to return it. :
I bis stale of things will of course prevent any fur-;
tli-r demand for specie (or exportation.
