That a proper understanding may be bad ofyonr present political condition, and our status under the several acts oi Congress, which have, from time . to. time, been adopted lor tL ■ purpose of eecuring the establishment of State Governments, re publican in form, in tbls and other of the late rebel States, It Is Important to review those sets, snd to carefully consider wbat has been done by ourselves towards a com' pliance with their provisions. .i Such a review will establish tho fact that the present legislative organization, if ac cepted and ratified by Congress, is the first and only legal organisation ds jure of this legislature, and of tho State Government, established by the votes of the people, un der tbe reconstruction acts; and that Ibis organization Is based exclusively upon the election hold under the order ol the Dis trict Commander, on the20th, 21st, 22d and 23<l days of April, 1868. By an act of Congress, which became « law March 2.1867, It Is provided that— Whereas. No legal State Governments or adequate protection for lire or property now exist in tho rebel States of Virginia, North Carolina, South Carolina, Georgia Alabama, Mississippi, Louisiana, Florida, Texas and Arkansas; and Whereas, It Is necessary that pence and good order should be enforced in said States until loyal and Republican State Govern ments can be legally established; there fore, He U enacted etc„ That sMd Rebel States shall be divided into Military Districts, and made subject to the military authority of tbe United State, as hereinafter men tioned; and for that purpose Virginia shall constitute the First District; North Caro lina and South Carolina tbe Second Dis trict; Georgia, Alabama and Florida the Third District; Mississippi and Arkansas the Fourth District; ana Louisiana autl Texas tbe Fifth District. Sec. 2. That it shall be the doty of the President to assign to the command of each of said Districts an officer Of the army not below the rank of Brigadier General, and to detail a sufficient military force to en able snch officer to perform Ids duties, and enforce Ids authority within the District to which he Is assigned. That until tha people of the said Rebel States shall by law be admitted.to representation to tbe Congresaof tbe United States, tbe civil Governments that may ex ist therein rbaU be deemed provisional only, and shall be in all respects subject to the paramount authority of. the United States at any time to abolish, modify, oon- trol and supersede the same, and in all elections to any office under, such Provi sional Government all persons shall be en titled to vote, and none others, who are en titled to vote under the provision of the 5th section of this act.'
