The naval stoics trade has been complete ly unsettled daring the past week, but doeed with some signs of recovery. The present anomalous condition of this trade grows out ot large speculations, beginning last summer, and^planned to control the entire production of 1871. The necessities ot thu foreign markets were allurements fo: the combina tion or ring in naval stores. The Franco- German war has stopped the production in the forest of North France, where the bulk of the continental supplies have been le aned, and np to the time for the sap to ran, but little concentrated effort waa known to have been made to resume operations In this section. Hence, in June and July last, foreign capital entered laigtly to operate upon the American market. It via reported that the supplies from Wilmington and Charleston would average about the same aa tbe previous year. Upon this assumption an advance in price vraa established about the middle of July, over the corresponding time Of 1870. of 15 per cent. The scarcity of ocean freights led to the accumulation of stocks, both here and at Wilmington. An effort was made to relieve the latter port, but the vessel was wrecked and the news of her loss broke the market and prices were de pressed, at once, 12 per cent Since then values in naval stores have been nnftttled and the first step in the drooping of pricee is noticed this week. The reason for the ex cessive fall in rosin lies in the feet that the stock in the yards hero is about 101,000 bar rels. A late count announced an’change, of 70,000 barrels did not include the itock in one yard of nearly 80,000 barrels. This is against 78,000 barrels for the same time in 1871: Tbe stock of totpentine now in this city is 3,500 bai reU against 8,8C9 far the same time in 1871. The market In this city has been relieved within the past two days ot about 30,000 barrels rosin on export orders, and there is disposition with the trade to name corceesions that will induce a larger re lief on export and place stocks and stores below the average of the previous year. He said be had been forced to the conclusion that policy was net to abandon colonies, nor lo act so as to drive them away from their alle giance but to prepare them for maintaining their own position by means of their own right hands, and make them conscious that il an attack be levelled against them they must depend mainly, if pot altogether, upon their own resources to resist it, failing in which they must be prepared to accept the conseqm nccs, whatever they might be, which followed invasion and conquest Speaking for himself and speaking freely, frankly and truthfully, he was of the opinion that a union of these provinces was a preliminary step for tho establishment of a system of gov ernment in British America which would enable tn, when the moment arrived, when ' ion us, to maintain a sep arate and’in dependent existence among the nations of tho earth. He believed that that idea was present to minds of most if not all those who took part in carrying out that great and important political change.
