Fromphe Troy (N. Y.) Frost.
There arc few readers who have not heard
of the famous Heydrick oil bubble. About
January, 1865, Jesse Heydrick, a young man
about 30 yean of age, of reputed wealth and
residing In tho oil regions, had organized an
oil company in New York, with (500j0 0
capital, the shares of which had rizea from
(5 par value, to from (35 to (JO at the pe
troleum board, tbe shares paying a dividend
of five per cent a month. IL IV. Mosher, of
Lansingburg, was a director of tbo company,
and had the reputation of being a monied
man. It appears that at first ho declined
to be a director, saying that he knew
nothing of oil speculations, lrat when Hey
drick exhibited a list of tbe directors, includ
ing the names of ex-ComptroUcr Lucius Rob
inson, Richard McCnrdy, Vice-President of
the Mutual Life Insurance Company of|New
York, Gen. Talcott, of Albany, and a number
of other leading holiness men of excellent
public reputation, Hr. Mosher accepted a
directorship. On tho day the first meeting
of tho directors was held, the superintendent
of the company submitted bis report of tbe
production of the wells of the company, show
ing that 5 per cent dividend per month could
bo paid. Mr. Mosher was eo well pleased
with this that ho invested several thousand
dollars in the company, and, as the result of
the investment, made a fair profit by the rise
of the stock.
About February. 1805, Mr. Heydrick vis
ited Mosher, at Lansingburg, and suggested
the organization of another oil company, and
asked Mosher’s help, Ue proposed to put
certain lands which he owned into the new
company, at their cash market value, after
the subscribers to tbo sleek bad selected a
committee to visit said lands and satisfy
themselves that they were worth the value
put on than. Tho following constituted the
committee: Hon. Charles Hughes, of Sandy
Hill; Capuln S. R. Noyes, of Lansingburg;
Charles IL Rising, of Troy; Harvey J. King,
of Troy, and IL W, Mosher, of Lansingburg,

not a candidate for reflection.

The office of Secretary of State was filled at
that time by T. J. Herron, who had been ap

and Pinchbeck were disqualified by reason of
their being candidates for office. War-
moth then removed Herron, whom he had
appointed from the office of Secretary of
State as a defaulter, and appointed and com-
missioned Wharton in his stead. We have
no reason to believe that the action of Gov.
Warmoth, in the removal of Herron, was
based upon a desire to commit fronds, for
under tbe returns there was do necessity for
frauds, it was prompted by his discovery of a
PLOT BETWEEN HERRON AND LYNCH TO FAL-
siFY tub mum
and defeat tbo will of the people This is
manifest from facts developed in the evi
dence before the Court, that Herron, antici
pating the working of his scheme, had sever
al days before ordered a duplicate of the Seal
of tho State to be engraved, by which
Chair of the Senate and directed its organi
zation. He had been a Senator of a time
that had expired. While a Senator he
had been President of the Senate and
by hia virtue of such Presidency un
der the law. he had acted as Lieutenant-
Governor after the death of Dnnn, the Lieu
tenant Governor, chosen in 1863, hut at the
time of these occurrences he was not merely
fnnctns officio as President of the Senate, but
was not a Senator, and had no title or color
of tide to act as Lieutenant Governor or to
take any part in the organization of the
Senate.
The House of Representatives was also or.
ganized, the postmaster of New Orleans be-
ing the speaker.
The certificates of Bovee under the in
junction were taken as conclusive
of membership, tbeso bodies passed resolu
tions for the impeachment of the Governor
and thus Pinchbeck felt at liberty to assnme
the title of Governor. Two district ; '
ships were abolished and a new court,
the Superior Court, was established, with ex
traordinary powers, and, among others, ex
clusive jurisdiction to determine title to of
fice, and Mr. Hawkins one of the members of
the Bovee Board who made the election re
turn?, was made iadge, steps being taken by
the Governor in his local capacity to secure
a revision by the Supreme Court of the Uni-
ted States of the Chinceiy orders of the Uni
ted States Circuit Court These leaders
forthwith adopted a resolution to dismiss
those proceedings. Tbc militia was placed
under the command of Gen. Jamca Long-
street, another of the Bovee board, and the
arsenals were taken possession Of by the
United States army.
It has been supposed that no amount of
professional energy or skill was adequate
to a coup de main in a chancery cause
This statement shows that a civil revolu
tion has been commenced, carried on, and
accomplished, within a lunar month, under
the orders of a Chancery Court, in suits over
which tho court had no jurisdiction at all,
whether of parties or subject matter. The
Circuit Court of the United States is a court
purest non-partisan spirit; that we have not
sought to furnish capitail to any political
party, or to excite a clamor in the interests
of any faction or party. We have
laid onr case before President Grant, and
his Attorney General, wo willingly testify
that we have been courteously received and
patiently listened to while they have refused
the specific measures of relief, for which we
applied. They have given reasons for such
refusal in a maimer implying their indisposi
tion to see justice done. They have referred
us to Congress. We I* cl assured that we
shall have the immediate sanction of the
President so far as we invite. an impartial
investigation of the facts of onr esse and that
wc shall have his co-operation in any meas
ures of relief which Congress may adopt
After such investigation the people of
Louisiana ignoring party and conscious cf
an honorable effort to place in office men of
tried probity, they seek justice and not gen
erosity, they ask for a calm aad impartial ex
amination of tho recent extraordinary events
within their borders, in order that the truth
maybe known and that there miy bo a
speedy correction of the dangcreus evils now
threatening the very life of their State.

The farmer, the planter, the miner, the mer
