John H. Bingham, of Ohio, members of the
House of Representatives inasmuch os they
became interested in the Credit Hobilierof
America, a contracting company for the con*

lation of Congress for its maintenance and

Whereas, II is shown by the report of the
Select Committee of tho Houso to investi-
;ate the chaiges of alleged bribery of mcm-

Kelley, a member of Congress from the
State of Pennsylvania, did receive while a
member of the House from Oakes Ames
the som of $329, on the 23d of June, 1863*
and the further sum of $65 in September,
1868, as dividends on stock of the Credit
Hobilier of America, without having paid
anything therefor; and, whereas, the said
dividends arose from a dishonest contract
and arrangement between the said Credit
Hobilier and the Union Pacific Railroad
Company, which company was and is large
ly indebted to tho United States, resulting in
a gross fraud and wrong on the government;
therefore
Resolved, That for the receipt of and use
aa aforesaid (of arid Credit Hobilier divi
dends, Wa D. Kelley deserves and hereby
receives the unqualified censure of the House.
Mr. Dickey objected to tbe consideration

Mr. Kelley said he asked the House only
to be true to its own honor and the rights of
each member. He had had no witness before
the Bclcct Committee. It had not been inti
mated to him ho might bo heard on his own
behalf, other than the brief examination made
by counsel or Ire himself. He asked there
fore that his colleague Mr. Speer, who in the
last few minutes of the morning debate had
connected his name with this matter without
his (Kelley) havlfig an opportunity to reply,
be permitted to make bis speech ane present
his arraignment ,so that hay ing heard whereof
be was accused, and the grounds on which
the accusation rotted, he might have the poor
privilege of sayiite why sentence should not
be passed upon him, as he had not the right
of being heard before the committee by wit
ness and counsel.
Mr. Speer then yielded fifteen minutes to
Hr. Butler, who asked, if tho House was
going into this method of purgation and
purification, where were they to stop? By
adopting this course the House would be
taking away the great palladium of civil
liberty, tbo right of trial by jury. He called
upon tho Houso to pause. Ho proposed to
have this resolution referred to a committee,
not to the same special committee—he had

this disenseion without opening my mouth,
conscious of my purity of motives, and of
every ofllcial act since I came into this House.
I am ready to meet here end now any charge
which any member will lay at my door. But
it ia due to me and due to my associates Hint
this House shall not adjourn with an antin'
ished investigation hanging over our heads.

Mr. Sargent raised the question of the con
sideration. The question was taken by the
ayes and nays and decided in the negative—
yeas 75; nays 108. 8o the House refused to
consider the resolution.
FINIS.
Mr. Sargent then offered a resolution dis
charging the Select Committee on the Credit
Hobilier matter from farther consideration
of the subject which was agreed to by a vote
of 114 yeas to 75 nays.
The Speaker then stated that that action
removed the matter entirely from tho consid
eration of the House. Adjourned.
