BETTE^ PROSPECT FOR PEACE.
Washington, November 28.—There was
a prolonged Cabinet session to-day. The
Secretaries arc uncommunicative. ,
It is probable'that the press telegrams from
Havana and Madrid, are withheld from the
wires.
There was the usual arrivals of members
of Congress to-day. A sharp contest is pro
gressing for officers of the House.
It has been ascertained that the ultima
tum to Spun is restoration of the Virginias,
salute the flag, a release of those alive
reparation to the families of those killed,
and guarantees for the fuiure. Should Spain
fail or be unable to enforce these terms, the
President, the West and the South are for
war.
Punishmentof Cuban officials or the abc-
lition or slavery in Cuba .do not enter into
the controversy. Negotiations are still pro-
*ag, and the result depends upon the
patch from Spain.
THE SPANISH IN CUBA DEFIANT.
New Yoke, November 28.—A letter from
Havana Bays the people there would refuse
to allow any order tronrMadrid to del<vei
up the Virginius, or make other reparation
for her seizure, and the execution of her crew
is to be carried out. Preparations for defense
are being actively pushed forward. Guns
are being mounted at ait suitable points. Ad
vertisements 'appear in the different papers
fox*an unlimited number of laborers to work
on the arsenals. The volunteers have orders
tc drill two or three times a week.
The Vos De Cuba says, in regard to the re
port from Washington that Castellar has tele
graphed to the Captain General to- execute
no more of the Virginias prisoners: “It
cannot be true,aioce the sentences have been
impoeed by a tribunal of Justice in accord
ant* with oar lews. The Executive of thn
Spanish Republic has not sufficient power to
issue such an absurd order.”
It saya the Captain General Of-the Island,
in order to extinguish rebellion has power to
impose the death penalty on eny one taken
in the act of treason and force against the
government, and asks how then would the
executive or the Spanish republic dare to
govern in contravention of law and to over
ride justice, exposing his authority to con
tempt merely to please certain foreign pi

Washington, November 28.r?The Cabinet
two hours and a half to-day
no doubt that the Spanish government will
be able to enforce orders restoring the Yir-
‘ ins to the United States. The Colonial
Minister, Solor, now in Havana, will person
ally see that orders of home government are
carried nt
. All the Washington specials in the morn
ing journals unite in asserting that Spain has
conceded to onr demands, and peace is as
sured. ■"
The Tribube’s dispatch says, the dispatch
deciding the grave questions whether there
shall be peace or war between the United
States ana Spain, was received by Mr. Fish
to-night and communicated to the President
and Cabinet. It is of the most satisfactory
character and concedes to all demands made
by the UnitedStates.
These demands, as heretofore stated, were
as follows: First. The release of the officers
and crew of the Virginias yet living. Second.
The return of the Virginias. Third. Salnte
of the flag and provision to be made for the
families of the slain captives.
Tne only reservation on the part of Spain
is with reference to firing a salnte to enable
fatureinvestigation to be made. The date for
this salnte baa been fixed at the 25th cf De
cember to provide for the contingency' of
Spain’s not being able to enforce the prom
ised concessions. - Work on naval construc
tion is not to be interrupted. The Times
dispatch, in addition to the above, saya Spain
also agrees to bring to trial and punishment
the officers who perpetrated the horrible
butchery.
Madrid; November 29.—The SpanishU • it:
Cabinet has agreed.to deliver to the United
States Government the steamship Virginius ;
and all persons' remaining alive: who were
captured with her, leaving the question
whether the seizure of the vessel was legal,
to be settled hereafter by a mixed tribunal.
The question whether the damages shall be
paid to families or relatives of the prisoners
who were shot, is also: to be settled
a similar manner This
decision was not arrived at by the:govern
ment before it bad confidently consulted with
the Powers of Europe, and was informed by
all of them that reparation was dm lor the
capture of the steamer and execution of the
captives. The decision is also in conformi
ty with the opinions of the leading Spanish
statesmen of all parties, to whom the ques
tion -was submitted by the government.

Washington, November 29.—The nego
tiations bet ween, the United 8latesand Spain
with regard to ttbe questions growing out of
the capture of the Virginias were brought to
a conclusion to-day, Secretary Fish and Admi
ral Polo having agreed upon and signed
protocol which tne' latter soon after tele
graphed to bis government.' As conflicting

1. The immediate delivery to the United

2. A salute to our flag on the 25th day of

ly withdrawn - and Spain is to formally dis
claim any intentional indignity to the flag in
the acts committed by . Spain against the
Virginins. ,
8. If it fehall be shown thus, the Virginias
had-no right to carry the American flag and
papers. The United States will institue
proceedings against the vessel and the sur
viving Dailies, whp haVe violated the laws
of the United States;and Spain guarantees to
institute proceedings against any of her au
thorities, who may-have violated/ei^ier law

as a foregone condnsion, and praises what.it
calls the good temper and tact of Admiral
Polo and Secretary Fish in having effected it.
It adds: “There can be no impropriety in
mentioning that Admiral Polo has endeav
ored by all honorable means to bring abont
a peaceable solution, without forgetting for a
moment the claims, of his country.”
