S. W. MASON. •CUE STEWART RESOLUTIONS. The free and unqualified acceptance by the Radical press of the resolutions pre sumed in the Senate by Mr. Stewart, of Nevada, the purport of which is that the Sooth shall receive in exchange for accept ing the principle of negro suffrage a general amnesty, shows clearly that the opposition of (he radical school ot politicians to the restoration of the Southern States is not based upon the supposition that these States are disloyal, but simply upon the expecta tion of gaining a partisan point by delaying the process ol reconstruction. If additional proof were needed to establish the fact that it is not the alleged taint of disloyalty that excludes the South from the Union, it may be found in the hearty welcome given to Mr. Stewart's proposition.by the two distinguished Senators from Massachusetts. Mr. Wilson thanked the Senator for offering the proposi tion, and said : “I am in favor of it, for one, and I believe the country is in favor of settling this whole question, on the basis ol universal liberty, universal justice, universal suffrage and universal amnesty.” His colleague. Mr. Sumner, declared that he was willing to open the doors of the Senate chamber to the Representatives of the States now excluded, so soon as the elective fran chise shall have been secured to freedmen- item arks, in the same spirit and to the same effect, were made by other Radical Senators who have been quite as demonstrative as the two we have named, in their opposition to the President’s reconstruction policy, and who have exeited themselves to exclude the South trom representation in the National Legislature. Tlie Radicals having thus con fessed that they do not deDy the right of representation through any apprenension of »to the Republic, it necessarily fol- fiiat their antagonism to the policy ol President is without excuse, and is no seemingly, than the gratification ot their prejudices in regard to the question ol suffrage, v.-hiclr, as the resolutions them selves admit, can only bo acted npou by the States, respectively. It has always been the privilege ot the States to regulate the suffrage franchise within their respective limits, and acknowledgement that the Federal govern ment hag no constitutional ppwer to arrange the matter ol suffrage. Anil how will they reconcile this scheme ot adjustment with the theory of Mr. Stevens and bis reconstruc tion committee, that the Confederate States did, dojacto, renounce the Union, and by the act of secession and armed resistance to the authority of the Union, did forfeit the protection of the constitution. In substance and effect, the plan of Mr. Stewart is like all the rest, and will occasion as much or more delay. The several State constitutions will have to be amended by Stale Conventions, and the amendments are re quired to be ratified by popular vote, and until that shall be dime the Southern States will be held in their present anomalous con dition. It the Radicals would stand they must abandon such paltry expedients and plant themselves upon principles; if they would continue to hold the reins of power, they must, enlist the whole country in their support by a frank appeal to the popular sympathies. As it is they go before the country with a palpable contradiction, and expect to cheat the people with a sham. Thursday, April 5. at - o'clock.
