fourth page this morning.
WHO IS REALLY INDEPENDENT.
The sudden overthrow of the institution
of slavery and the consequent introduction of
tree labor muBt, necessarily, be succeeded by
some important changes in the industrial
economy of the Southern Stales.
Among the many interesting questions which
present themselves for solution in the consid
eration of this subject,not the least important
in its bearing upon the future weal of our
people is the inquiry what class or classes
will be, in the future, independent? Some
years since our attention was called to an
old statute passed in the days of William
Penn, by the Legislative Council of Penn
sylvania, in which idleness is characterized,
in good Saxon English, as being “tfifc mother
of all sin.” It was the philosophy of those early
times in Colonial history, in fact, to regard
it as a man’s duty first to serve and honor
m his Creator, and next to be skilled in some_
craft or business, so as to avoid coming on
the community or the Government for sup
port. The acquisition of learning even was
regarded as but of secondary importance.—
A citizen, it was held, might be a good cit
izen even though he could not read latin
authors itw^re original, but not, if he wanted
the ability to maialain himself. The last
was absolutely essential, the first,^is a gen
eral rule, was not. If through thrift, energy
and industry, the ordinary citizen acquired
a competence, then the study of the liberal
arts might be properly undertaken. But,
till then, the first duty of every one who
was not heir to a large estate, was to learn
some business. It was in this way that our
fore-fathers not only in Pennsylvania but in
the colonies generally, took care that their
children, when grown lip should not he
driven from want or incapacity, as many of
*the present day are, to dishonest courses.
We have made great advances in many
things since that time, but we doubt if, in
this particular, we have not gone back. Not
that our generation attaches too much im
portance to schoo's and books. It is impos
sible to have books, readers aud teachers in
excess. But those old times certainly sur
passed our own in the dignity they imparted
to labor, aud on the public opinion which
expected every man to have some craft or
profession by which to earn a livelihood.
Education '■'‘•as then considered to include
some things {yhore than book-learning and
parlor accomplishments, and was regarded,
in its true sense, as the forming of the entire
character. The first requisite for the respect
able citizen was that he should be able to
maintain himself, because without this ability
be could not be really independent and was
liable through violence to full into evil habits.
Hence the child, from earliest infancy, was.
taught to look forward to a life of active
work hs the highest dignity of manhood.
Hence every citizen, whatevei his rank,
“ pulled ht the laboring oar,” each in bis own
sphere, it is true, but not the less industriously
for that. There were no drones in those
days. The class of men with which
modern society abounds, the class that lives
only for show, luxury or pleasure, was utterly
unknown. The rich did not consider that
their wealth entitled them to spend their
lives in selfish idleness. The j>oot were not
tempted to look on labor as disgraceful, and
to prefer comparative starvation to comfort
and independence.
Atpresent it is different. In these times a
false notion extensively prevails that if labor
is not absolutely disagreeable, it is at least a
mark of gentility to have nothing to do.
Under the influence of this absurd and mis
chievous idea, hundreds of parents previous
to the war who bad acquired but moderate
fortunes were bringing up their children in
elegant idleness, forgetting that that estate
which supports one household will not sus
tain those of a dozen .descendants, and that
even if it would, wealth may take wings, as
indeed it has, and fly away. Even parents
who have no fortunes at all, have brought up
their sons in idleness. “It is vulgar,” they
say, “to put them to a trade.” And thus a
plentiful crop of shiftless, purposeless, va
grant, good-for-nothing young men, have
beeu annually turned loose on society, to in
feet other young men by tbeir example, to
live parasitically on the community, and to
die in disgrace.
He only is truly independent who is master
of his own fortune. No man is master of
his fortunes unless he has learned a handi
craft, studied a profession or acquired habits
of business. Such a man, even if he should
be rich and afterwards become poor, as has
been the case with thousands in the last four
years, can never be otherwise than inde
pendent: for be is secure ol bis daily bread,
can keep out of debt, and need fear to look
no fellow-being, therefore, in the face.
We desire by this tone of remark to im
press upon the minds of Southern parents,
rich and poor, that iL would be better for
modern society if it cultivated a healthier
public opinion on this subject; if it insisted
every child should be brought up to some
thing for a liviDg; if it honored the worker
more than the drone, and rated the hooest
laborer above the rich and idle sensualist.

If the Secretary of "War should not obey
the Chief Magistrate in withdrawing the
forces of the United States from the rebellious
States, as they are called, President Johnson
(like President Jackson in nearly similar
circumstances, when Secretary Duane, the 1
then Secretary of the Treasury, was dis
placed and Judge Taney was appointed to i
succeed him) will not permit a subordinate j
officer of the Executive Department to stand ‘
in the way of the execution of his ordets. ;
A reconstruction of the entire Cabinet is ]
almost certain to follow, and heads of de- i
partments appointed rendering the adminis
tration a unit.
If the Ridical party, carrying out its
partizau designs, should determine not to
pass the appropriation acts they may bring the
government to a dead lock. In the struggle
for power, such laineutable consequences
might follow. It would be the office of
patriotism in thal case, to bring the question
of constitutionality before the Supreme Court
as speedily as possible. It is a fortunate
circumstance that that coutt is now in session.
It has lately sfibwn its independence in the
liquor case? by decidiug in favor of Massa
chusetts and against Congress in the case of
the license laws.
We have not the least doubt that the federal
judiciary will decide that the Executive has
acted in conformity with the constitution in
declaring that as war no longer exisls
between the States (Which is simply a ques
tion of fact) the writ of habeas corpus must
be restored and military tribunals aud martial
law abolished.

waters we confounded the codfish with the
mackrel fisheries, theiormer being prosecuted
on the batiks of Newfoundland and the latter
on the shores of Nova Scotia and Cape
Breton Island and Gat of Can so dividing
them. There can be, we understand, no
di nger of collision between the British and
American naval forces in those waters under
present circumstances, the apparently large
number of British meu-of-war there at pre
sent being only the usual complement of ves
sels sent lor the protection of British interests
in that quarter.

THE VETO.
The Senate having reversed the Presidential
negative in regard to the Civil Eights Bill, that
bill cannot become a law, and remains, of
course, unexecuted. It is jjjmply a piece of
parchment. Wliat will be the nest Btep Of
the Radical majority in Congress remains to
be seen. Will they inpeach the President
lor the non-performance of Executive duties ?
There is a conflict of jurisdiction. The Su
preme Court must decide between the parties.
But this question involves another no less
important The President, in the exercise
of his prerogative, has declared by proclama
tion the cessation of civil war, and by neces
sary inference the discontinuance of war meas
ures—that standing armies, military occupa
tions, martial law, military tribunals and
the suspension of the privilege of tho writ
of habeas corpus, are, in time of peace dan
gerous to the public liborty, and incompati
ble with the individual rights of citizens,
contrary to the genius and spirit of our free
institutions, and exhaustive of the National
resources, and ought not therefore to be
sanctioned or allowed, except in cases of
actual necessity for repelling invasion or for
the suppression of insurrection or rebel
lion.
In conformity with the terms of this pro

and in violation or the ordinances in that behalf, and
in some instances creating a monopoly, often to the

remedy of such evil and unlawful practices;
Sec. 1. Be It ordained by the M«yor and Aldermen
of the city of Savannah in council assembled, and it
Is hereby ordained by the authority of the same.
That it is the true intent and meaning of the
tax and revenue ordinances of the said city,
aa well as the ordinance in relation to steve
dores and porters, that every person compe
tent to load and unload vessels, and stow the
cargoes of the same, are stevedores within the
meaning or said ordinances, and as such are subject
aud liable to take out licenses, as residents or non
residents as the case may be; and that all persons
not so competent, bat engaged In loading, unloading
and stowing cargoes of vessels, are porters within
the trne intent and meaning of said ordinances, aud
subject and liable to take out badges as such.
Sec. 2. And be it further ordained by the authority
aforesaid, That any person, competent as aforesaid,
to load and upload vessels and stow their cargoes,
aud who shall hereafter presume, offer or attempt or
engage to load or unload any vessel in the river Sa
vannah and within the jurisdictional limits of the
city for river purpose#, or who shall stow or be en
gaged in stowing such cargo, except nmler the Im
mediate inspection of a licensed stevedore, and with
out taking out a stevedore’s license, resident or non
resident as the case may be, shall be liable to a pen
alty of not more thaii thirty dollars lor every day’s
violation of this section; and tiiat every person not
so competent, who shall engage In loading, unload
ing, and stowing as aforesaid, and without taking-
out a porter's license, shall be liable to a penalty of
not more thau thirty dollars for every day’s violation
or this section in relation to poiters; aud tiiat the
price of a license for every nan-rMldenf stevedore
shall he two hundred dollars, t* *
Sec. 3. And lie It further ordained by the authority
aforesaid. That it shall not be lawful for any licensed
stevedore to' engage in loading or unloading or
stowing ".he cargoes of more vessels at any one time
tlian lie can personally superintend, unless he shall
have employed under him a licensed stevedore, resi
dent or non-resident as the case may be, who shall
have the personal supervision of such loading or un
loading or stowing of any vessel for which such sec
ond or assistant stettdore may be employed, under a
penalty of not more than thirty dollars for every vio
lation of this section in respect to every vessel so
being loaded or unloaded or stowed.
Sec. 4. And be It iurtker ordained by the authority
aforesaid, Tiiat it shall bo the special duty of the
Harbor Master and tile officers and members of the
city poiic^Tb report all violations of this ordinance
which may come to their knowledge, that the offen
ders may be dealt with as hereinbefore provided.
SEC. a. And be it further ordained by the authority
aforesaid, Thai all ordinances and parts of ordi
nances. so fur as they militate with this ordinance,

To fix the pav of the Chief of Police, the Lieutenants,
Sergeants and Privates of the City Police, and to
furnish a nnilorm to said officers and privates, and
to provide for repayment for said uniform.
SEC. 1. Be it ordained by the Mayor and Aldermen
of the city of Savannah in Council assembled, and it
is hereby ordained by the authority of the same,
That from and after the first day of April, inst., the
pay of the cUief of police shall be at the rate of twen
ty-flve hundred dollars per annum; the pay of each
of the lieutenants of the city police shall be at the
rate of fonrteeu hundred dollars per annum: the pay
of eaclvpf the sergeants of police shall be at the rate
of one thousand dollars per annum; and the pky of
each of the privates of police shall be at the rate of
even hnndrcd and twenty dollars per annum.
Sec. 2. And be it further ordained by the anthority
nforesaid, That His Honor the Mayor, be and he is
hereby authorized to tarnish each of the privates of
police with a gray uniform, the cost of each "uni
form not to exceed thirty-eight dollars, the funds to
pay for said uniform to be advanced by the city, and
to be reimbursed by retaining from the pay or each
policeman so furnished, the sum of five dollars per
month, which retention the Mayor Is hereby author
ized to make; and for the purpose of providing
against loss of the value of such uniform to the city
by the resignation- of the policeman, tho Mayor is
hereby further authorized to withhold their monthly
pay, until the middle cf the month following the date
when such pay would otherwise be due: this last
provision to be in addition to the existing Ordinance
which requires each policeman to give thirty days’
notice of his Intention to resign.

aforesaid, That alt ordinances and parts of ordi-.
nances so far as they militate with this ordinance be
