The plaintiff was, there- '• Address all orders to fore, entitled to recover the notes sued upon.—Macon Messenyct The Alexandria Gazette, noticing the departure of the five Christmas rioters of that city for the Albany Penitentiary, to which they were recently sentenced, says: A rumor that the ‘Christmas riot’ prisoners had the law of demand and supply, as we re cently intimated, it requires no demonstra tion to prove that, if the supply is very short of the demand, that a tax levied on the pro ducer must react on the consumer of the taxed product. A duty on exporta ble commodities is borne exclusively by the coaumers ol those commodities, in the increase of their price, while the supply is not in just proportion to the de mand, and vice versa, the duty will fall on the pro ducers, iu the reduction of price, when the eupply is in excess of the demand. Should the demand un.l supply be iu equilibrium, the burthen of the duty will be equally divided betwee n producers and consumers, 't he eupply of cotton must fall shaft of the demand for at least two years, or until a second crop is made after the war. Let ns illustrate, by a few examples, the connection between the law of demand and supply aud taxation. If a duty ou imports i. imposed where none has existed before it falls on the producer or consumer as the dc-maud exceeds or fails short of the uupplv. This ia undeniable. A duty on exports fal lows the same law. An excise being laid, the article excised advances or recedes in price as the supply foils short of or exceeds the demand. A conflagration that destroys one-third of a city, the population and the demand for houses remaining the same, a house fax will fall on tenants, iu the increase of rent . An epidemic that visits a city deciminating one-third of the inhabitants, the supply of houses remaining the same, will fall on landlords, in the diminution of rents. U the rule be applied to au export duty on cotton during the whole period that the demand ex ceeds the eupply the increase of price that follows must be paid by the consumer of the raw material. Whatever amount of duty may be Imposed will be drawn back iu tbe increased price of the article, and the duty will fall exclusively on the consumer iu foreign countries. If, therefore, the government of the Confederate States imposes an export duty ou cot- fen of two dollars and fifty cent* per hundred pounds, the crop being i,000,000 bales, amounting to fifty millions of dollars, should they borrow this sum in Europe the producers of the staple will pay no part of the duty eo long as the demand exceeds the supply. THADDEUS STEVENS, fccrae of the most radical papers are loud in tbe censure of Tbaddeus Stevens for bis blatant course as a legislator. Ho is called by Harper’s "Weekly “a revolutionary leader.” His influence over tbe House is most poten tial. Tbe Northern papers are puzzled to discover tbe sources of his power. The Evening Post, who considers him “intem perate, intolerant and vindictive,” asks, “If his measures are unwise, and often calculated to defeat the very ends which Congress and the country have at heart, how is it that these measures have the sympathy of a large party in Congress, and the applause of a great mass of the Northern people.” This is a very sig nificant question. The Post answers it in this wisa : “The great mass of the Northern people are deter mined that lawful liberty shall be secured in ail flic States of the Union, aud to all the people, white aud black alike. Freedom of speech, of the press, free dom cf movement, free access to the courts, aud im partial protection to life, person and property—these are what they want to secure beyond a peradventure in the South, as elsewhere. ■■ It is because the people are very eeruest in iheir desire for these things, aud very much determined to have them, that every measure proposed in Congress looking to these end* lias their indulgent sympathy aud consideration. No matter how extreme or ill- considered a proposition may be, if its purpose is to ensure libertv over all the land, to establish peace and justice on a firm footing everywhere, to secure the rights of the blacks, who were our friends during the war. the popular heart sympathizes with the intention so strongly that it overlooks any faults the measure may have. The people do not look closely into its merits; they do not ask whether it is constitutional or economical; they do not study deeply its future bearings aud results." A Dangerous Nuisance.—On Sunday last a shoot ing alfibr occurred at Lang's Hotel, on Bridge street, Georgetown, D. C., in which a young man, uamed Samuel Gaskins, was wounded by a bullet fired from a pistol in the hands cf Benjamin F. Hough. It op- l’ears that the parties had a discussion iu til : bar room, and, as Hough was about to leave, Gaskins ginned a piece of paper, ou which was printed the word '• nup>siice," on his coat He reached the street, and was informed by a colored boy of the trick which find been played on him. He immediately returned b> the bar-room and asked who did it. whereupon Gas kins responded tiiat he did. Hough then drew a small single-barrelled pistol and fired, the ball striking Gas kins on the left side, immediately below the lower rib. Hough was arrested and taken to the etation- uouse. N. Many of our readers in all sections of the State will be pained on reading the follow ing, which we copy from the Augusta Chronicle and Sentinel of Saturday ; Dbath of Col. H. H. Cumming.—The sudden demise of this eminent aud honored citizen falls like an electric shock upon our community. Under the influence of mental alienation, which had been observed to be growing upon him, day by day, for months, he committed suicide at bis office on yester day morning. A native of Augusta, be was from early mauhood, identified with the history of her honor, her interest and her enterprise, and received nt her hands very many tokens of affection and esteem. An able lawyer, he rose to the head of his profession, which numbered among others, the names of Wilde, Crawford, Holt, and Schley. lie was the soul of chiva)ry- sacrificing conve nience aud interest, and lending the influ ence of name, wealth and position to succor the weak and aid the friendless. Amiable iu all the relations of life, his hand was ever 1 bcral to the poor, dispensing that unosten tatious charity which shuns the public gaze.
