RESOLUTIONS READ AND LOST. Violation op of a vessel lying in-tfco stream opposite the city brought before Mayor Anderson yesterday, on the charge of neglecting to keep a light burning in the rigging of his schooner during the night The testi mony of several witnesses proved that no light was visible on the vessel at a certain hour between mid night and morning. The captain asserted that the light was burning at 12 o’clock, at which time lie turned in, leaving no one on deck. His Honor wanted to know why he had not put on an "anchor watch,” according to custom while in harbor. The captaiu replied that he had never done that in his life. His Honor knew a great deal better than that, and lined the captain ten dollars and costs for his reinissness. Mr. Richter’s Farewell Ball.—Mr. E. Richter, the popular leader of the Savannah orchestra, being about to leave the city for the summer season, and to fill a professional engagement North, with a view to a pleasant farewell reunion with his numerous personal friends, will give h hall at St. Aifdrew's Hall on Mon day evening, April 23d, to which special invitations have been issued. All those who had invitations or attended the ball on the 2d inst., managed by Mr. Richter and Mr. H. ft. Ruwe, are included in his list of invited guests. We learu that extensive prepara tions have been made to render the ball in every re spect a pleasant affair. Prepayment of Letters.—A paragraph published a short time since, contained some errors. TJie fol lowing may be relied on as correct : All domestic letters partly prepaid are forwarded to their destinations, charged with the amounts of post age due, at prepaid rates, to be collected on delivery. All domestic letters wholly unpaid are sent to the Dead Letter Office. Letters to foreign countries where prepayment of postage is compulsory, when ihsuiffcieutly prepaid, are sent to tho Dead Letter Of fice to be opened and returned to the writers. Cargo Sale of Sugar and Molasses.—The cargo of the schooner E. C. Latham, from Matauzas, Cuba, was sold at auction yesterday by Messrs. York, Wil liams, Mclntire A Co. The following prices were realized: Muscovado molasses, 52c. per gallon; white Havana sugar, I5c. per pound: brown Muscovado sugar, 12>^c.; yellow Muscovado sugar, 13*£c. per pound. The attendance at the sale was not very large, and bidding was spirited. Several lots were sold to interior buyers. F. L. The counsel of the prisoner entered protest against tho authority of the commission since the Peace Proclamation of President Johnson, which was overruled. Council met. Present: His Honor Edward C. Anderson, Mayor; Aldermen Wylly,. Laclilison, Williamson, Gue, Cun ningham, Casey, Ferrill, Soullard, McMahon, Johnson and Schley. The minutes of the previous meeting were read aud confirmed. The Information aud Fine Dockets were rtiad and confirmed. SPECIAL ORDER OF BUSINESS. lt having been ordered at tlie last, regular meeting of Council that the proposed new contract with the Savannah Gas Light Company be made a special order of business for this meeting, tho.contract as proposed was again presented to the Board for action, Whereupon, alter discussion the following resolu tion was adopted: By Alderman Gue— Resolved, That action iu the premises be deterred until the next meeting of Council, and that the Chief of Police be instructed to report the number of lights lit by the Gas Company nightly ; also, those lamp3 which are not lighted. Alderman Cunningham, an one of the Committee on Rice, stated, in reference to the report submitted by that committee at last meeting in relation to the price paid for rice to private parties, said rice having been turned over to the city by Gen Sliermau, that he had* carefully examined all the account sales of said rice and found that the price allowed was a fair anil liberal remuneration to the owners of the same. REPORTS READ AN1) ADOPTED. The Committee on Finance, to whom was referred the petition of Patrack Scanlon, Keeper of Squares and Crossings, for an advance of wages, beg leave to report that they have carefully considered the same, and recommend that his pay be increased so ns to amount to sixty dollars per month. Jno. C. Ferrill, Chairman. The Committee on Finance, to whom was referred the petition of Robt. D. Walker, Esq., Chairman Board of Trustees Methodist Episcopal Church, und Francis Sorrel, Chairman Board of Trustees oi the Indepen dent Presbyterian Church, asking Council to exempt irom ground rent certain lots held by their respective denominations, upon which parsonages, lecture and school rooms are located, beg leave to report: In the present financial condition of the city all must make j sacrifices to sustain its credit, and wqjdo not consider , it .just and proper, at the present time, to grant fur ther exemptions from taxes on ground rents. Jno. C. Ferrill, Chairman. Tho Committee on Docks and Wharves, to whom was referred the request of Messrs. Hunter & Gam- mell, expressing a desire that the City Council “grant them the control of certain wharves so long as they were occupied by them for steamship purposes,” res pectfully report: That they h?.ve given the subject proper attention, and conclude that it would be unad- visable to grant the request. They consider that it would establish a precedent for future similar applica tions, which, if assented to, would render it extreme ly difficult for sailing as well as other vessels to obtain .berths for the discharge of their cargoes, for the com plaint is general, and believed to be well founded, that there is not at tho present time sufficient wharf room or front for the accommodation of vessels arriving at our port. It would also conflict with the duties of the Harbor Master, and would especially violate the sixth rule, which waa recommended by the Commissioners of Pilotage and confirmed by Council March 29th, 1860. The Fire Committee, to whom was referred the-ap- plication of the Metropolitan Steam Fire Engine Com pany for five hundred feet steamer hose to be purchased by the city, would respectfully recommend that the same be granted. Alderman Gue, Chairman of Coramitte on Streets and Lanes, made a statement in relation to a communica tion from the City Surveyors, laid before the Commit tee, proposing to connect the sewers on Drayton street with the sewers on Perry street lane, so as to ’drain that} section of Drayton street which has been much omplained of in consequence of waste water from the the Marshall House ; whereupon, the following reso lution waa adopted: By Alderman Laclilison— Resolved, That proposals be advertised for building a sewer, connecting from Broughton street lane to Perry asreet lane, the excavation not to be included, said proposals to be handed in within a week from date.
