Free Labor ta the Cotton Field—The
Prospect.
Judging from our own personal observa
tion, and information received from planters,
we are confident that we do not materially
err in estimating the probable result of the
present year’s experiment, at below one half
the annual yield of cotton before the War.
Ip this section of Georgia, this estimate is
bassed upon several well established facts.
First, one-third of the negro males have
disappeared, or have engaged in other pur
suits—such as getting timber, turpentine and
cro3S-ties; working on railroads, at steam-
mills, and jobbing about towns and cities.
Second: The women are averse to field
labor, aud husbands and fathers screen
them from it whenever it is possible. From
this cause the field labor is reduced to at
least three-fifths, if not one half.
Third: The negroes engaged do not work
as they formerly did. If the planter can get
three hands to do what two used to do, he
contents himself Aud thinks he is doing very
well.
Fourth: Most of the hired labor must
necessarily be expended in repairs, and re
storing plantations to their former safety and
fertility.
Fifth: Not more than one half the lands
from which the enormous crops were, gath
ered before the war, have been planted:
These are facts, and it is uousence to in
dulge in any dreamy speculations on a sys
tem of political economy that is not founded
in the eternal law of cause and effect.
There are many individuals who have
staked everything on a single crop, aud who
by extraordinary energy and industry may
produce satisfactory results ; bu£ this class
cannot make up a great cotton crop; it re
quires the continued labor, and most ex-
'hausting industry of all to produce a crop
equal to the average of the ten years pre
ceding the war.
Since writing the above, the Macon tele
graph brings us the folio wing conclusions on
the same subject, which coincide with our
own judgment fully:
“The present state of agriculture in the
South, and its prospects for the future com
prise a topic of vast interest to the entire
commercial world. The capital and labor of
all the leading nations of the earth are ma
terially depen'daut upon our success or fail
ure. For weeks past we have given a care
ful attention to the subject, ao far as regards
information to be gathered from a list of ex
changes, embracing every portion of the”
South, and the testimony of reliable tourists
through its various sections. We propose,
in a very few words, and without going into
details—which may be gathered from time
to time from these columns—to give our con
clusions upon the best evidences at our com
mand.
In the first place we set down the nominal
labor of the South for the present year at
just .one-half of what it was previous to the
commencement of our troubles. From this
we would deduct fuily one fourth on the
score of efficiency, for free labor is an experi
ment and cannot, in the very nature of things,
prove as effective as compulsory labor.
How much this labor will produce may be
approximately inferred from the foregoing
estimate, takiug into the account the general
desolation of the South, the necessity of de
voting much of it to repairs, and the absence
of a full complement of working stock, ma
terials, etc.
Our own deductions are, U>at a sufficiency
of provisions will be raised to supply all of
the wants of our population, bat nothing for
export.
The crop of cotton the present year can
not, in our judgment, exceed a million aud
a half bales. This was our estimate two
months ago, and we have seen nothing to
induce us to Change our figures- In no
event do we believe it can be made to ex
ceed two millions. With highly favorable
seasons and fidelity on the part of the
freedoien, it may possibly reach that
amount.
While many are embarking in that culture
exclusively looking only to a year’s work as
an experiment,others who are firmly-settled in
the country, see the importance of making
secure a good crop of provisions and are put-
’ ting in but a moderate crop of cotton, having
little confidence in labor. To the Northern
adventurers in cotton raising, we do not at
tach much importance. They know noth
ing of the business, making imprudent con
tracts and wild calculations, and in nine
cases oat of ten will be disappointed in the
result. We will stake our reputation as
prophets on this prediction
Upon the price to be paid for the coming
crop of cotton, much depends upoq the po
litical state of the world. All thingb equal,
we believe it will not fall below the present
quotations, if at all.”
Georgia Item*.
A writer in a Columbus paper urges
the completion of the gap. from Thomaston
to the Muscogee railroad, a distance of twen-
ty-twd miles. This connection, it is as
serted, affords a route to Atlanta, and a con
nection with the West, several mile* shorter
than that by Opelika, over a route of easy
grade and uniform gauge.
John Jones, Esq., State Treasurer, an
nounces in the Federel Union, the receipt of
$520, from the different counties for the ben
efit of Mrs. Jefferson Davie.
A Nashville paper siys that the Governor
"Of Georgia has called upon General Thomas
for troops to aid in the execution of the laws
in the Northern counties of the State. In
Fannin county the civil officers are defied
by the mob and disaffected. The request
was complied with yesterday, by a squadron
of the 5th U. S. Cavalry being ordered to
the locality of the troubles.
