and as far W est aa St. Louis. It is prepared now to
carry freights of all kinds, from the smallest packages
to the heaviest boxes, and it announces to its friends
and the community generally that it is ready to work
as efficiently, aa axpaditloualy, and as cheaply aa any
other company. ,
The difficulties which au express company haa now
to encounter in the commencement ot its career are
simply enormous, aud can only be overcome by un
tiring patience, determined perseverance, and the ex
penditure of large capital. In the attempt to obtain
express facilities it la met on all sides and at every
turn by the antagonism and opposition of other lead
ing rival companies By the expenditure of large
means, by the granting of loans, by the payment of
bonus, these companies have managed to obtain ex
clusive privileges over many routes, and to^perfect ar
rangements whioh are very difficnltto interfere with.
Starting with what was deemed ample capital, with
numerous friends and with every apparent prospect
of success, the National Express commenced by open
ing a number of offices in different cities, and put
ting ou a largo staff for the business that was pro
mised. Freight came in even more rapidly than was
anticipated, aud, as it turned out, iu larger quantities
than ciuld be attended to. Routes, to be surs, wore
opened, and advantageous contracts were made. But

The great debat a in the House closed to-day (May

just as reported by the Reconstruction Committee,
were passed by the strong vote of 138 yeas to 37 naya.
Tha manner in whioh this result was'brought about
deeervea especial notice. It is a striking illustration
of the old athige that "extremes meet." Among the
notable speeches made to-day* were those of Genera*
Banks, in favor of the entire proposition ; Mr. Dawes,
who made several strong legal points against the
third section in a very brief speech; and Mr. Bing*

stricken ont. Mr. Stevens then rose to close the de
bate, and made an acrimonious, bitter, vindictive
speech, in which he appealed to the passion, and ha
tred of his fellow-member, to oppose any effort to
change tbie proposition, lie then moved the pre
vious question, slid the disgraceful game of the Dem
ocrats was at once apparent. As on the passage of tlio
District Suffrage bill, so ou this occasion the Copper
heads came to Mr. Stevens' rescue to prevent any
amendments to the joint resolution. Thero was a
clear majority on the Republican aide iu favor of
amending by striking out or changing the third sec
tion. Mr. Stevens knew this, and summoned his
Copperhead allies to sustain his demand for the pro-
ma t*t upon cotton shall be levied by the Assessor j vious question. This they did, aud the demand was

Kil and cause to be properly marked the
sustained, nearly all tbe Democrats voting with Mr.
Stevens. Then on ordering tho main question to be
put, the yeas and nayB were demanded in order to get
these Copperheads on the record. This frightened
most of them, end at the close of the roll oall there
was one majority against ordering the main question,
whereupon such worthies as Jack Rogers of New Jer
sey, Kerr and Niblack of Indiana, Eldridge of Wis
consin, and Chatiler of New York, the rebel wing of
the Democratic party In the House, either changed
their votes from negative to affirmative, or asked that
their votes be recorded, when the main question wut
ordered by five majority. The Repoolicans then
wheeled into solid line, aud passed the resolution by
the Immense majority of 91 votes, the Copperhead
faotion, powerless for further mischief, sneaking sway
into their seats, and recording an insignificant vote
against the proposition. By this coalition between
the extremes tbe majority of the Union party in the
House was prevented from changing the resolution
means gave additional confidence to the stockholders, i perfection of art.
and increased strength to the company. At the same — — - —
time all extra expenses were curtailed, mors than
haif the employees of tho company were discharged,
and affairs were placed upon a thorough businoas
footing, so that,' until the company was prepared to
trauBport goods In a most efficient way, thore should
be as littlo unnecessary expenditure ss possible.
Meanwhile arrangements were pushed forward as
quietly, but as rapidly as possible, and after some de
lay the Philadelphia and Wilmington Railroad was
Induced to grant to the company equal faoilitiea with
those allowed to Adams'Express. Other connections
of importance were also completed, and finally on
Saturday last, a through connection to New York by
express train was established.
In the antioipation of tbe perfecting of these ar
rangements, and to'prepare far the amounts which
have necessarily to bs paid in advance to the different
railroad companies for these privileges and for the
purpose of having a fund on hand sufficient to meet
ali contingencies, until the company becomes well
known and its reputation as a most prompt and effi
cient corporation is thoroughly established, a call of
five per cent, haa been made ou the stockholders, pay
able on the 10th instant. In tho 8outh, a large amount
has been subscribed for by weak holders, who knew
nothing of the difficulties with which the company
would have to contend, and who had no idea that they
would ever be called upon to pay more than the first
assessment of five dollars per share. Many of these
found it Inconvenient or impossible to respond to the
Becond call of five dollars. Permission was given to
them to consolidate their stock, and under this ar
rangement several thousand shares were retired. The
stock of thqse parties who have either fsilod to avail
themselves of this permission, or to pay up their
quotas, has been advertised for sale, and is to be sold
to-day iu Richmond. The result of this will be that
either au additional amount of stook will bo retired
or an additional number of stockholders of means
will be brought Into the company.
The National Express is now, doubtless, established
on a firm footing and iu efficient working order. It
asks business from its friends, not merely because
they are friends, but because it undertakes to work
aa thoroughly and as promptly as any other express
company. The routes once opened, thero Is no fear
as they desired: but as the previous'question is un-1 “ f h “ n jL?, ppo ^ tion ; * C , ompot , 1 V° n '

Resolved. That we declare it as our nndeviatlng and
unalterable purpose to stand by the great cardinal
motto of the Union party—that no mu whose past
life has been tainted with treason, or who has sympa
thized with the late rebellion, shall be entrusted with
the management or administration of the political
affairs of this Government, city, State or national.
Resolved, That we declare it to be the settled pur
pose of the Union men of Baltimore to oppose the
conferring of the right of suffrage upon the negro;
that while we were tbe ardent friends of his emanci

great war for the Union, we are of opinion that the
true interests of either race wonid not be promoted
by giving .him the elective franchise.

Treason.—Ae will be seen under our telegraphic
head, the Orand Jury of the United States District
Court, in session at Norfolk, have found a true bill
against Jefferson Davis for high treason.
This does not surprise us, when it is known that
such men were ou that jury as Wardwali, "cold, icy
man;’’ "trustworthy" Dudley, and somebody calling
himself “B. Davis," and two other creatures—Wm.
N. Tinaley and W. Fay—all known here in Richmond
as members of tbo notorious "Ferret Club," aworn to
hang Jefferson Davit if possible. These creatures
were ordered to Norfolk by Underwood for the occa
sion and to accomplish tbe purpose.
The infamous deed being accomplished tbe con
clave dispersed, with the notice that they would con
vene in this city on the 26th proximo, when doubt
less, Mr. Davis’ trial will take plaoe. Since the days
when Conrts and Juries were first instituted, no case
on record will excite so much interest as the trial of
this representative man of the South. The eves of all
the civilized world will be turned to that Jurv box.
The impfetchment and trial of Warren Hastinrw will
fall into utter insignificance ln comparison to the
interest it will excite in the mind of the world. Many
yearning hearts in the Sooth and abroad will be drawn
instinctively to him. with the confidence that, should
he be brought to trial by his enemies and persecutors,
'ha will bear himself as becometh a great man and th*
1st* chieftain of the Confederate States. ’ We have no
fear for the reanlt.
As for Wardwali, who is a party to tha finding of the
Indictment, ha was disqualified by his already ex
pressed prejudice in the ease. We heard him de
clare, not longer than ten days ago, that if ha sat upon
the jury that was to try Jeffenoa Davis, he would
"hang him to tbs first tree that would bear hia Ibrmt"
It is very clear that these men, composing th* Grand
Jury of this Court, assembled with malioe afore
thought, and brought ln the indictment a»a matter of
course. —Richmond Examiner.
