The radicals would like nothing’better than to have
it now said the negro was persecuted. The free ne
groes in Maryland have-always been as well protected
as they are now since the Civil Eights bill passed.
He only feared that excitement may grow out of it to
render their conditioi^worse.
The radicals don’t want the Southern people ttf vote.
But they want to make impossible terms, and then
they want it said that the bouih will not accept them,
and of their own accoi d keep themselves out of the
Union. They say they Want equality of representa
tion. Mr. Blair here compared the bon&torial repre-,

j anything will be done to promote another war. Then
j why should citizensjoi Maryland be disfranchised at
I this time? For no other purpose than to enable
] miserable partisans to hold possession of the govern-

i He uid not hate rebels,- although they burned him out
i and carried off every thing ou his place.. He looked
upon it from a higher stand-point. He dfd not want
| to preserve on the statute books any records of-the
civil war. It is the contractors, the shoddyites, who
j want to proscribe the Southern men. It Is not the
flisttimein history that It.lias been attempted. In
rho war .Of the revolution they had in parts of the
country persons they called tories, and when the "war
' was over it was attempted to proscribe them; and if

From (iraut and Sherman down to -the humble>t

this odious proscription. Who are the most cou-

certain- In some localities the stand was so thin that r_
