Santa Anna—Bombast and Quixotism.— According to the Tribune, General Santa Anna has $10,000,000 on deposit in the Bank of England. Hu proposes to establish a new and stable government in Mexico, with a constitution aud taws, republican iu form, with the Church Tor ils head. One of the essential conditions is, however, a complete assertion of principles and interests between tho Unitch States and Mexico, upon the fol lowing basis ; The United States to advance to him (Santa Anna) one million of dollars and three thousand men, in return for which he will swear eternal gratitude to the Amer ican nation, and give it i n security certain Mexican provinces and territories. The con tract once sealed, General Santa Anna will immediately start ior Maximilian, where his preseuce, his men and his millions will create quite an enthusiasm. According to his own statement, the church will take him by the band, the army will prostrate itself at his feet, aud the best part of the Liberal party, renouncing its present leaders, will form an intimate allianee. As the Imperialists who stick to Maximilian, not through love, .but through fear and compulsion, they will be too happy to place the Government under the protection of the General and to abandon a cause without dignity and strength iu the present or prospective future. was aiso stolen. Also a couple of packages of bills issued by the Western & Atlantic Railroad during the war, which he examined, disapproved, and left after search iug the cook room attached to the store , The thief left no traces of how he entered or departed from the back yard, hence it is reasonable to suppose that he had familiar ized himself with the premises by frequent tours of observation; Up to the present writing no arrest has been made.
