A DEVELOPMENT.
The editor of the New York Independent,
Who is in the Councils of the dominnot party
in congress, writes as follows from Washing
ton, respecting its designs in the future:
Thu supplemental legislation which is to
follow this amendraenl has not been fully de
termined. A chance yet remains that it may
hinge of equal suffrage. For instance, sup
pose a bill should pass declaring that noueol
the Southern constitutions shall he held legal
until ratified by the people, without distinc
tion of color; and declaring, also, that until
these States shall present lo Congress such
constitutions so ratified no admission shall
be granted. Without some such precaution
ary measure, the new Constitutional amend
ment will prove useful for the negro’s civil
rights, but useless for his political. Other
Congressmen hold that the terra of adtnis
sion should be declared by a concurrent res 1
olution, instead of by’ a law. Others, still,
hold that the present amendment should not
be followed by any legislation whatever du
ring the present session—leaviug to a more
radical Congress to enact a more radical plan.
The debate goes busily on, and. perhaps, in
the multitude of counsellors there will' be
wisdom.
Is it not clear from this that Mr. Stevens
aud his supporters do not want reconstruc
tion at. all ? Therefore, the amendments may
justly be regarded as a delusion and a sham,
li' accepted by the Southern States they will
be no nearer admission than before, accord
ing to the editor of the Independent. Why
are not the supporters of this policy honest
and yvilliug to confess that their ultimate de
sign is to vitally change our form of Gov
ernment. A Republic which permanently dis
franchises one-third of its inhabitants is a
mockery and cannot last.
Has it ever occurred to the men who advo
cated the adoption of the series of radical
amendments as a condition lo restoration
that they stultify and convict themselves of
a violation of the constitution? If, as the
constitution now stands, the eleven excluded
States are entitled <o admission, why are
they, kept out? What department of the
Government, legislative, executive, or judi
cial, has the power to do so? Does not the
attempt of the Congressional party, by amend
ment of the constitution to prescribe condi
tions of re-admission, clearly show that they
have m constitutional right now to exclude?
If they have the power to declare the terms
of restoration, what is the necessity forseek
ing for more power?
Yet they have assumed all the power they
now ask in a constitutional amendment, and
none know better than they that their course

suntption aud usurpation. The Southern
States have a r.y/u to their representation iu
Congress, aud in every other respect a per
fect equality of rights. To view it in any
other light is to make one half of this na
tion masters and the other serfs ; and to do

chy aud autocracy, or any'other form which,
in the chance ot such a state of things, it

AN EXPENSIVE HABIT.
But few persons, we imagine, have at
tempted to estimate the quantity and cost of
spiritous liquors imbibed in this country.
According to the Internal Revenue statistic?
there is now annually consumed in the United
States, about forty-five millions of gallons
of alcoholic spirits—equal to one and a half
gallon? for every' man, woman.and child. An
exchange, estimating the cost of this vice,
says the wholesale price of the commonest
article of whiskey is now ia the neighborhood
of $2 25 per gallon. The retailers admit
that they realize a profit of one hundred per
cent, on their sales, and, admitting that they
are correct, which is not improbable, the sum
paid by “consumers” must be at least $4 50
per gallon ; which would give, as the annual
sum expended in this way in this country,
nearly two hundred millions of dollars. But
»lmt is not ail. The expenditure lor ale,
lager beer, porter, bitters, and other liquors
that do not belong to the first class must be
added to the said two hundred millions of
dollars. It would be difficult to reach a sat
isfactory estimate upon the latter close ot
“drinkables,” but it is quite probable tbat
they bring the annual expenditure up very
nearly to three hundred millions of dollars
annually- These are startling tacts, and sug
gest the inquiry', what do the consumers get
for this vast expenditure ?
CAPTURE OT MATAMORAS.
The heroic city of Matamoras surrendered
to the Liberal army, after the defeat and
capture of 1,500 of General Mejias best
troops. It is not a strongly fortified city,
and has, the last two years, been held almost
entirely by tlie skill and vigilance of General
Mejia, Commanding.
Matamoras, it is stated, is a city which has
house room for 25,000 people. During the
Confederate days, when trade was brisk, it
probably bad more. At present, perhaps
15,000 is the greatest number. Tbey are for
for the most part of Mexican birth, though
the great business of the city is carried on
by foreigners, principally Spaniards and
Germans, of Imperial sympathy. Most of
the prominent merchants, and especially the
French and Austrian, were strong sympa
thizers and supporters of the government of
Maximilian. They doubtless left the city
before the surrender. This is the greatest
blow the government of Maximilian could
possibly receive. The promised withdrawal
of the French was bad enough and had
thrown the whole country into a state bor
dering on anarchy. The capture of Mata
moras throws the whole- tat the Northern
States ofMexieo into the hands of the Lib
erals, and they will make a clean sweep of it.

as that of the younger of the two California emigrants
that had stayed at hia house nearly a week before.
Further investigation revealed the fact that on the
Saturday previous to this discovery the elder of the
two travellers had driven into Brooklyn alone; had
there hitched up his horses; Btaled that he had forgot
ten a hatchet at the place where he had camped the
ni.'ht before; hired a poney ou which to ride back;
returned shortly afterwards; threw a bundle into the
wagon, aud drovo on. The bundle is supposed to
have contained the boots and coat of the deceased.
The sup posed murderer was afterwards seeu in Grin-
noil, suit gome West. The Sheriff of Poweshiek
county accompanied by a man who can ideutify the
murderer, started in pursuit on Saturday last, aud
will, it ia to bo hoped, succeed in finding him aud
bringing him to justiee,y.Xbe horrible event has
created intense excitement in Poweshiek county und

item was written were not realized, and ail efforts to
euro tho arrest of the murderer, or even to obtain
„u identification of the murdered man, provod futile.
Fortuuutely, however, one of the cilizens of Brooklyn
who hud taken an interest in the matter had moro
thoughtfulness aud foresight than is usually evidenced
in such cases. This gentleman, Dr. Conway, of
Brooklyn, took: charge oi the bead of the murdered
man, and, carefully preaarytaB it i“ spirits, kept it in
readiness Tor future devefcpments. At length, a
chain of circumstantial evidence seemed to point to a
yuung man named Kirk Vincent as tbe murderer, and
last Friday week he wa« «rrested at ills home near
Cambridge, Illinois, and on that and the following day
underwent a legal examination.
At tilts examination it was shown that rather more
than three years ago, Vincent left Cambridge with his
cousin, Claiborne Showers, for the West, aud after an
absence of two years or more, returned alone, deny
ing all knowledge of the whereabouts of Showers. It
was claimed that the time of tbe departure from Cam
bridge corresponds ao nearly with the date of the
murder near Brooklyn; an, to leave intervening days
enough to allow for the journey from one point to an- former average,
other. But the real difficulty was seen to lie in tbe
idcutificaRou of the murdered body.

the crowden court room, in the preeence of several
hundred persona who well knew young Showers, that

Washington, July 9.—Gen. Sickles will be instruct
ed by tbe President to obey the writ of habeas corpus
which lie had refused to comply within the case of
Stowers and others, confined at Castle Pinckney,
Charleston Harbor, charged with murder.
Gov. Hamilton, and others, of Texas, have issued
an address to those styled Southern toyultatutowte
here in September. The projectors of this scheme
are iu the interests of the radicals.

FROM CUBA.
Reported Revolution and Landing of
Chilian Troops.
Baltimoke, July 9.—By tbe arrival of the steam
ship Cuba, from Havana on the 4th lust., important
news, if true, ia received. It is reported through
private sources that a ravolt had occurred near Porto
Principe, the insurgents declaring for independence.
Troops were sent against them, a skirmish took place,
and several companies of troops went over to the in
surgents who afUrwarda proceeded to the mountains.
It is furthsr rumored tbat four steamers hearing the
Chilian flag lauded upwards of two thousand troops on
the Island and effected a junction with the revolu
tionists. The Cuban authorities had not made such
news public and it assmi to require confirmation.

Somerville, Pa.. July 9 —During the storm last
night, lightning struck the gas pipe in a well, which,
