Washington, July 6.
The amendatory Internal Revenue bill, or, to use
its technical title, “ An act to reduce internal taxation,
and to provide ways and means to support the Govern
ment, and pay interest on the public debt,” has passed
ihrough the stages of a Committee of Conference, and
has ft ually passed both Houses and been sent to the
President for his approval. As this is an amendatory,
act, the changes herewith noticed—except the admin-
ietraSive sections—will thow the difference between
the old and the new' law. In any oilier respect the
old law remains unchanged, a* is the case, for instance,
with the stamp tax and the duty on distilled spirits.
It is estimated that the bill reduces the internal re
venue seventy-live millions of dollars per year. The
following are the new rates of taxation

Do. That there shall be levied, collected and paid an- I
uuully upon the gains, profits aud income of every
person residing in the United States, a duty of five per
centum on the excess of over six hundred dollars, and
a like duty shall be levied, collected aud paid annually
upon the gains, profits aud Incomes ol every business,
trade or profession carried on in the United .States by
persons residing without the United states, and a like
duty shall be levied, collected and paid annually upon
the interest or dividends accruing upon investments
within the United States, or of corporations or citizens
thereof. Aud the duty herein provided for shall be
assessed, collected aud paid upon the gains, profits
aud income for the year ending the 31st day of Decem
ber next preceding the time for levying, collecting and
paying said duty.
That, in estimating the gains, profits and income of
any person, there shall be included all iucome derived
from interest on notes, bonds aud oth.-r securities of
the United States ; profits realized within the year
from sales of real estate purchased within two years
previous to the year for which iucome is estimated ;
interest received or accrued upon all notes, bonds and
mortgages, or other forms of indebtedness bearing in
terest, whether paid or not, if good and collectable,
less the interest which has become due from said per
son during the year ; the amount oi all premium on
gold aud coupons; the amount of sales of livestock,
sugar, wool, butter, cheese, pork, beef, mutton or other
meats, hay and grain, or other vegetable or other pro
ductions, being the growth or produce ol the estate of
such person, not including auy part thereof consumed
directly by the family; all other gains, profits, and in
come derived from auy source whatever; and the
share of any person of the gains and profits of all com
panies, whether incorporated or partnership, who
would be entitled to the same, if divided, whether di
vided or otherwise, except the amount of income re
ceived from institutions or corporations whose officers,
as required by law, withhold a per centum of the divi
dends made by such institutions, and pay the same to
the Commissioner of Internal Revenue or other officer
authorized to receive the same; and the salary and
pay received for services in the civil, military, naval
or other service of the United States, including Sena
tors, Representatives, and Delegates in Congress, from
which the tax has been deducted. And in estimating
the gains, profits and income of any person, all na
tional, State, county, and municipal taxes paid within
the year shall be deducted from the gains, profits or
income of the person who has actually paid the same,
whether such tenant be owner, tenant or mortgager;
losses on sales of real estate within the year purchased
within two years previous to the year for which iu
come is estimated; the amount actually paid for labor
or interest by auy person who rents lands, or hires
labor to cultivate land, or who conducts any other
business from which income is actually derived; the
amount paid out for usual or ordinary repairs: Pro
vided, That no deduction shall be made for auy
amount paid out for new buildings, permanent
improvements, or betterments, made to increase
the value of any improvement or estate : Aud
provided, further, That only one deduction of one
thousand dollars shall be made from the aggregate iu
come of all the members of any family, composed of
one or both parents, aud one or more minor children,
or husband aud wife; that gu&rdiaus shall be allowed
to make such deduction in favor of each and every
ward, except that iu case where two or more wards
are comprised iu one family only one deduction shall
be made iu their favor; and that no deduction shall be
allowed in favor of persons described as "trustees,”
under existing laws. Deductions—Iu estimating the
annual gains, profit, and income of any person, all
national, State, aud municipal taxes paid within the
year shall be deducted from the gains, profits, or in
come of the person who has actually paid the same,
whether owner, tenant, or mortgager; also the salary
or pay received for services in the civil, military,
naval, or orther service of the United States, includ
ing Senators, Representatives, and Delegates in Con
gress, above the rate of eix hundred dollars per an
num; also the amount paid by any person for the rent
of the homestead used or occupied by himself or his
family, and the rental value of any homestead used or
occupied by any person or by his family, in his own
right or in the right of his wife, shall not be included
and assessed as part of the income of such person All

The hill introduced into Congress to estab
lish conditions for the admission of these
40 cents. Provinces into the Union has aroused an angry
feeling in Government circles. The bill is
looked upon as a bid to the Provinces to
throw off their allegiance to Great Britain,
and join in what is termed here the political
confusion of the United States. The feeling
is against any such step.
The commissions appointed to ascertain
the damage done in the late raids of the Fe
nians report that in the East it will amount
to from £15,000 to $25,000, and in the West
to from £6,000 to S10,000.

About noon to-day several shots were fired
from a barge full of men in the dress of
United States soldiers, as they were proceed
ing along the Erie Canal in tow of a tug.
The Fenian and United States flags were
hoisted side by side, but the latter was low
ered just before the outrage was committed.
One ball struck the house of the Rev. Mr.
Greenham. It iq supposed that the shots
were fired at a train full of the Forty-s6venth
regiment waiting at the main guard, as sev
eral bails were seen to strike ttip water short
of this point. *

Newbern on the Fourth. The Times says ;
The celebration yesterday was opened by
the ringing of bells and firing of cannons at
sunrise, as usual, which was followed at 5
o’clock by the procession of “D. Q. L’’
Darned Queer Individuals, or whatever you
call 'cms. Among whom there were some
of the most outlandish caricatures that we
hare ever seen. This procession consisted
of the most oddly dressed crowd imaginable,
mounted upon horses, mules, wagons, carta,
&c., marching in Indian-file programme, led
by a half dozen fuglemen, tooting little tin
horns, and followed by a street foil of
negroes, little and big, and of all sexea and
ages. • ,
The burlesque on the Freedmen’s Bureau
was most admirable. It consisted of an old
bureau, mourned od au old rickety wagon,
with the drawers taken out and three or lour
little negroes inserted.
King cotton made a display rarely if ever
equalled before. A suit of clotbiug, boots,
pants, coat, vest, hat and all had keen tho
roughly coated with tar, to which as much
cotton as would stick on had been added
which, when on the wearer, and mounted
on a horse, looked as funny as could be.

A Cowardly Attempt to Murder a Citizen
of New Hanover, N. C.—A cowardly effort
was made on Thursday night last to kill Mr.
William 3. Walker, a peaceable, inoffensive
citizen living on Long Creek, in New Han
over county. He was shot near the shoulder
in each arm with large shot: and the wounds
are dangerous. He was aroused about mid
night from sleep by the effects of fire, and
found his house burning up. In attempting
to extinguish the flames he was fired upon
from ambush, and the guilty party then ned.
Circumstances point with unerring cer
tainty to Ned Bell and Hardy McAllister,
freedmeu, in that section, as being connected
with this diabolical deed. One or both, no
donbt, attempted to kill him. These villains
and thieves have been committing with im
punity, ail manner of thefts and rascalities
since tney were freed, upon the good people
of Long Creek aud vicinity, and Mr. Walker
recently exposed some of their villainy.
They threatened the life of himself and
others for such exposition, and revenge
prompted these scoundrels in this secret at
tempt to murder. Mr. Walker’s condition is
precarious.
His neighbors believe that the plan of thkse
black, midnight assassins was to bum up his
house, kill him at the time, and commit his
body to the flames, in the hope that public
judgment would be that he was accidentally
burned while the house was burning up.

milian’a minister at Paris, which is uudonbt
edly authentic, written from Paris under
date of May 31, says that the financial com
mittee will not pay the salaries of the lega
tion! whose drafts bad arrived in the city-
He asks advice in Ihe matter, as this sum
mary proceeding interferes considerably with
bis household arrangements.
