Tho resignation of Hie Honor was then read and accepted. On motion, Alderman Ferrill was duly elected Chair man of Council, by ballot On motion, Alderman Williamson was duly elected Chairman of Council pro tem., by ballot. REPORTS READ AND ADOPTED. The Finance Committee, to whom was referred the petition of Mr. Jas. O’Byrne, asking to bo relieved from tax erroneously paid by him, recommend that the sum of thirty-seven dollars and sixty cents be re turned by the City Treasurer. John C. Ferrill, Chairman. The Finance Committee, to whom was referred the petition of Mr. Wm. F. Ladaon, contractor for sweep ing chimneys in the Western Division, asking Coun cil to have his pay advanced from ten to fifteen cents per story, beg leave to report that in consequence of the high prices for provisions aud labor, they are of opinion that the prayer of the petitioner should be granted, and recommend that an ordinance be intro duced allowing an increase of fifty per cent, on the present fee9 to contractors for sweeping chimneys. John C. Ferrill, Chairman. REPORTS READ AND LAID OVER UNTIL THE NEXT MEETING OF COUNCIL. The undersigned, a majority of the special commit tee of three to report on the petitions of sundry citi zens in relation to the lato tire ordinance, beg to re port : That in their opinion it should be repealed so far as relates to the extension over that portion of the city lying east of Price street. From the nature of tlm soil in a portion ot it, it is not practicable to erect brick buildings. All of your committee agree in tho opinion that should the lato lire ordinance remain unrepealed, that those persons who had made contracts, commenced to build, or those who had building material on their lots before the passage of the ordinance, should be permitted to proceed with such buildings so com menced or contracted for. The undersigned, one of the special committee of three, begs leave to make a minority report: He be lieves that the late tire ordinance should not be re pealed; on the contrary, should be extended so as to embrace all that part of the city within the following boundaries Savannah river on the north; Gwinnett street extended on tho south; Randolph extended to Liberty, and from East Broad street to Gwinnett street on the east; WestBoundary street extended to Indian slreet, aud from Indian street to tho banka of the canal, to the river, as the western boundary. Respectfully submitted, John C. Ferrill, One of Special Committee. ORDINANCES RF.AD A SECOND TIME AND PASSED. An ordinance to repeal an ordinance entitled‘‘An ordinance to be entitled an ordinance to change the Suuday ordinances against tho sale of soda water aud ice cream on that day." (Pending the passage of this ordinance a petition was read protecting against the repeal of said ordinance.) Ail ordinance to lix the salaries of the Clerk of Council, the City Marshal, the City Surveyor, the Jailor, the Messenger of Council, the Scavenger, and the Health Officer. An Ordinance to permit the continuance of tho present railroad track on Liberty street, between the depots of the Atlantic & Gulf Hail Road and tho Central Rail Road, during the pleasure of the City Council, on certain conditions, and to provide lor the removal ol said track. A petition signed by numerous citizens was Introduced, praying Council to remove said track at once. Whereupon Alderman McMahon offered the following resolution,which was adopted: Resolved. That the Ordinance be laid over until next meeting, and that a Committee of three be ap pointed by the Chair to confer with the Railroad Companies and ascertain the earliest time they will be able to make other connections so that they can dispense with the present arrangement. The Chair announced the following committee : Aldermen Johnson, Gue and Williamson. ORDINANCE READ A SECOND TIME AND UPON ITS PAS SAGE LOST. The officers of the Oglethorpe, Washing ton, German, Mechanics, and Metropolitan Fire Companies met the Savannah Fire Company at their meeting on Friday, July 6, 186U, and their friendlv endeavors were repulsed; And whereas, Even insults were offered to the officers of the Oglethorpe, Washington, German, Mechanics and Metropolitan Fire Companies. Be it Resolved, That we, the officers and members of the Oglethorpe, Washington, German, Mechanics and Metropolitan Fire Companies, in mass-meeting as sembled, do hereby instruct our several officers, ex- officio additional members of the Savannah Fire Com pany to notify His Honor, the Mayor, and Board o f Aldermen of this city, that from and after this date our officers will cease to represent our respective com panies in the meetings of said Savannah Fire Com pany, unless guaranteed equal rights and privileges with the officers and members of said Savannah Fire Company. Resolved, That our officers consider it their duty to obey all orders of the Chief, or. in his absence, the Commanding Assistant. Resolved, That we, the members of the Oglethorpe, Washington, German, Mechanics and Metropolitan Firo Companies will endeavor to perfect that discip line heretofore in practice in our several companies, and in future increase our efficiency and merit the ap probation of our fellow-citizens. Resolved, That we call the attention of the city au thorities to the fact that every city of the dimensions of Savannah has a Fire Department, and that in no other city does one company have that privilege of acting as a Department, which consequently gives said one company superiority over all other companies, as is the case in our midst. Reaolved, That His Honor, the Mayor, and Board of Alderman, be and they are hereby petitioned to pass an Ordinance amendatory to the present existing Fire Ordinances. Resolved, That a copy of the foregoing preamble and resolutions be furnished His Honor, the Mayor, accompanied by a request to have it laid before the Board of Aldermen at the next meeting. Resolved, That Oglethorpe, Washington, German, Mechanics and Metropolitan Fire Companies be furn ished with a copy of the same. Amount of accounts passed, 16.075 09. Council adjourned. The following amendment was proposed by Aider- man Lachlison. and the resolution, as amended, was adopted: “That proposals be adrertieed for, calling for plans and specifications as to the cost of iron bridges when received, Council to decide on thr work to be done.” MISCELLANEOUS MATTER. The following communication was received from Mr. Henry Blun, Foreman German Fire Company ; Totfte Honorable, the Mayor and Aldermen of the City of Savannah— Gentlemen:—At'the last meeting of your honora ble Board, an appropriation ol fifteen hundred dollars was made to the German Fire Company to purchase a Steam Fire Engine for the use of said Company, with the proviso that the German Fire Company execute a mortgage to the city of Savannah lor amount appro priated. Inasmuch as this is a novel case, without precedent in Savannah, and the undersigned being of opinion that in executing such indenture the interest in such engine hold by the fire company would be vitiated, he would, in behalf of liis company, respectfully de cline to receive said appropriation for the following reason: The steam fire engine to be purchased would cost about $4,00U; the company would own two-thirds of said engine. The question suggests itself to your honorable r.oard, after a service of several years, and the wear aud tear consequent, the value of ttie engine would be materially depreciated, aud inasmuch as said wear aud tear would be incurred in behalt ot the city, should the company hold the city good against loss, or is it the duty of the company to hold itself so? Your honorable Board i9 the best judge. Allow me, at the same time, to make tho following offer to your honorable Board : That upon the acceptance of the steam fire engine, the right and title of tho same bo vested in the City of Savannah, and that the Mayor, on behalf ol the city, execute a mortgage for amount invested by the German Fire Company in said steam firo engine, said mortgage running without interest.
