In General* —At the public celebration of the Fourth in New Orleans, Mayor Monroe, in introduc ing the reader of -the Declaration of Im pendence, took occasion to say that “lie differed from one expression of opinion in that document, to the effect -that all men were created equal. The nigger could not be considered the equal of the white man ; and as the writer of the declaration, Mr. Jefferson, was a slaveholder, it stood to rea- sou that he never could have meant to include the nigger in that assertion. The Freednien’s Bureau Commissioner for North Carolina reports that he is invest! gatiug several cases of aggravated outrages committed in Wilmington. Of the 3G0,O00 blacks in the State, 3,294 are receiving ra tions. A decrease of 4,787 rations is reported since the month of May. One hundred and nineteen freedmen’s schools are now in ope ration iu North Carolina, with 135 teachers. The attendance averages 9,084 pupiK 11 schools having suspended for the summer months. — Austin Brett, Postmaster at Hartsville, Mass , while out in the fields recently, saw a hawk aud a crow engaged in deadly combat high up in the air. The hawk had some thing resembling a whip iu its beak, which it was flwmpelled to drop in the conflict, and upon going to the place where it fell, Mr. Brett found that it was a rattlesnake four and one-half feet long, with seven rattles. The snake was not dead when it fell, bnt'its head was nearly eaten off. —The chains and iron-work of the Charlotte an^ Columbia Railroad bridge over the Catawba River, South Carolina, are made from the muskets, bayonets, shell, Ac., picked up on Virginia battle-field3, and which were stored in the rebel armory in Charlotte when the building was burnt at Ihe time cf the evacuation. The iron was bought by Messrs. Joseph R. Anderson A Co., of the Tredegar Iron Works, as scrap iron, and by them worked up into (rabies, Ac., to fill an order for this bridge. —Gallguani says that the reports from the Bordeaux wine districts give very favorable accounts of the orosneeia of *‘ '~ ! ~ n _ ...ciiug nas passed over satisfactorily, and the grape is already formed. The wine growers calculate on a yield equal to that of last year. Excellent accounts are also re ceived from Burgundy, and especially of the Clos-Vougeot, where the vines have flowered well, and the grape looks most promising. —Mrs. Dr. Emily Gibson, a female “physician," weighing some two hundred and fiiiv poundS, who is at Natchez persuading the negroes that they have snakes in their legs and charging them heavily for getting them out, was brought up before the County < 'ourt there the other day and fined twenty- five dollars for obtaining money under talse pretences. The old veteran must soon fall. —A lady named Desessarts, at St. Amand, (Cher.,1 recently lost her life by crinoline in a singular manner. In going up stairs her foot became entangled in the hoops of that garment, and she fell back on her head with such force that the teeth of her comb were driven into her skull. She expired shortly alter. —Dayton, a village in Rockingham Coun ty, Va., waa terribly excited last week by Magazines, Newspapers, Ac.
