Some weeks since, for reasons known to the pubttc, and which, aa wo think, fully justified Hie action of the City Council, ordinances were passed excluding, first the negroes, and subsequently the-whites from the City Park. As the result of the refusal on the part of the military authority to withdraw its opposi tion to the enforcement of the regulation making thg; gpeci&l distinction between the two classes of our pop ulation, thjn pleasant place of refuge from the best and dust of the city, continues to be inaccessible. The consequent infliction of so great a deprivation upon the entire population of the city, and especially the juveniles, amounts almost to a public calamity, and therefore calls loudly for some sort of remedial action which will restore the benefits of so important adjunct to the health and contentment of those for whom it was originally provided. Looking at the matter in this light, we are glad to learn that a proposition is now pending before the City Council, submitted by His Honor the Mayor, for the reopening of the Park, under such police restric tions, bearing upon all classes, as will obviate, in some measure at least, the causes which necessitated the enactment of the two prohibitory ordinances. As a restraint upon the unrnly tongues of the worthless vagabonds of both sexes, whose vulgar de portment and obscene language had banished the re spectable portion of the community from these grounds, it provides prompt punishment, by fine and imprisonment, for the commission of offences of the character we have indicated, and also for the constant presence of a sufficient police force in and about the locality to preserve order and decorum. We believe that the plan suggested by the Mayor is not only the most practicable, but the best that can be devised to remove the embarrassing difficulty; and thus restore to the people the exercise of a public privilege which has been debarred them by the indisoreet interven tion of military power.
