We refer our readers to the dispatches in to-day’s paper, giving an interesth>g 1 accoant ol the assemblage and organisation of the Philadelphia Convention yesterday. It will be seen that the proceedings were not only barmonions but enthusiastic, and give ample assurance that the great object for which it was called will be gloriously fulfilled. The ckalrra. By the report of the |Board of Health, .published inr another column, it will be seen that during the past week a few cases of cholera have occurred in the city. But the disease is not an epidemic ,aud no fears ate entertained at present that it will assume that character ; yet it is the duty of every citizen to make the sanitary condition ol his premises as perfect as possible by the re moval of every particle of filth and the free use of lime. . . The Georgia Medical Society at a 1at6 meeting unanimously passed a resolution that all cases of death should be reported, and therefore the Board of Health report4.be few cases of cholera that U$ve . ocBuire^ ^ the Lincoln Hospital, in the suburbs of the city, all of which are among the colored people. REPORT ON THE FREEDMEN’S BU REAU. But be fails to explain how, if j was ,that twenty-three members, assembled tor action befbre the vacant seats were fifed uixfer hie order for an election. The great point sought to be established by Gov. Wells is that the disturbances were bred of the fact that the members of the Con vention were “loyal men” and he attempts an indirect attntatkmafttfcaiHe* tv saying; “i bad seen tbat, while profeeaing with the lips 4*<3$t-wed allegiance to the " the past, which Ml President, they were _ _ aud dictatorial. They glory in~apparent schism be tween the President and Congress in the policy of restorin^the States lately in rebellion, end rub their delight at the idea of a civil war in the not hesitate to charge the civil authorities with complicity in jupsaacre, and presents the present state of affairs thus; Not having room for the masterly aud ex haustive report by Generals Steedman and Fullerton, of the operations ol the Freed- men’s Bureau, we have to content ourselves with the publication of so much of it a* re fers to matters in this State, which is compli mentary to Gen. Tillsou aud most of his sub ordinates. But'tbe individual cases of ex tortion and peculation traced and fixed upon the'agents of the Bureau in other States in dicate an amount of corruption truly start ling. It is stated that heavy flues have been extorted, the greater part of which was pock eted by the unacfUpn kxu agents, wjiQepnlya ■mall per cent- was returned tb the' Govern ment ; clergymen exacted unusual fees from the treedmen for performing tlm marriage ser vice ; slave-pens have been established and maintained, from which males and females have been sold at five dollars per month, and other acts perpetrated by the employes of the Bureau of such a character as to disqual ify them for the discharge of any official duty. We will note one fact presented in the report, as fixing the guilt of peculation and fraud upon the agents of the Bureau. It is this; On the Mississippi steamboats,.Where the negroes hire themselves out, instead of being let by the Fieedmen’s Bureau, they get forty dollars a month and their board, while on the plantations, under Bureau con tracts, they receive only from ten to fifteen dollars. The report is drawn up with ability and * 8 as clearness, and exhibits the Bureau in many localities m its true colors. A Political Motxmxvt in Florida—Un conditional Unionists.—Mr. O. B. Hart, of East Florida, calls a Convention of Uncon pi- tional Unionists of Florida, to meet, at Talla hassee, on the 22d August, to appoint dele gates to the Radical Convention to be held in Philadelphia on the 3d September next. The Tallahassee Floridian, commenting upon the strange movement, says we had hoped that the Convention of the friends of the President to meet in Philadelphia on the 14th inst., would be the only National Con vention in which any portion of the people of Florida wonld care to be represented. But it seems that we were mistaken. Pbovessob Joseph Jonas, M.
