ANOTHER KAIliROAD ENTERPRISE. It is cheering to observe in oar Georgia exchanges manifestations of a spirit of pub lic improvement, which we believe to be un precedented in all the past history of the State. In addition to the numerous contem plated enterprises which have been recently noted in our columns, we see by the Griffin Herald that there is to be a great Railroad mass meeting at that place on the 30th inst., to deliberate upon the proposition to construct forthwith the “ Savannah, Griffin and Noith Alabama Railroad, the charter for which, we infer from the comments of tbe Herald, is already in existence. It is alleged that this project is an important link in the grout Chain of thoroughfare between Savannah and Memphis, about which so much has beeu said lately, and which make the two objec tive points nearer by some sixty or seventy miles than any other proposed route. Every body is invited to the meeting, from Savan nah to Memphis, and newspapers friendly to tbe road are requested to copy the call. It is needlese to say that Savannah, as one of the two points pre-eminently interested in this movement, is expected to be represented in tbe proposed meeting at Griffin. Disloyal Heibs not Entitled to Abreabs op Pay and Bounty.—The Second Comp troller of the Treasury has decided that ar rears of pay and bounty cannot be paid to disloyal heirs, nor can such heirs be passed over and payment he made to the next loyal person in the order of inheritance, pre scribed by the act of July 11, 1862. In de ciding upon the validity of the claim recent ly presented, and which called forth the above decision, the Comptroller says that the case is not similar to that of a non-resi dent of the United States, inasmuch as the acf referred to provides for paymeut to the next resident in the order prescribed, but that no such provision is made in any law for passing over a disloyal heir; and that in such cases the money reverts to the United States. Turncoats.—A writer in the Nashville Union and American says it is remarable that the most bitter persecutors of Confede rates in Tennessee are those who, at some period during the war, were cither apologists for, or open advocates, of the Southern cause. Many of this class have abandoned their former political allies, now seek to de prive them of political privileges for enter taining opinions which they themselvss held, proclaimed through the press and enjoined by legislative action. There is nothing remarkable aliout it. Renegades everywhere, in Tennessee, Ala bama, Mahometan countries, are always the vilest persecutors and most intolerant pro- acriptionists. That the resolutions adopted, which ate to'consti tute the platform of tbe Conservative parly, will be acceptable to the people of the South, there can be no doubt^when we call toaaind the names of thoife who represented thhpi in the Convention. A mare important event than the action of this Convention hhs never transpired since the organization of the Gov ernment, one pregnant with greater conse quences, not only to tbe Southern >! peopje, but to tbe whole country. The South, how - ever, is more particularly interested, as on the result ot its deliberations depends, iri fact, our very existence as a people. V the policy of restoration recommended is Adopted by the Northern States it wilt impart new ener gy to a prostrate and paralyzed people, and restore them to alltbe prerogatives of full citizenship. Without this there is no bright future for the Sontb, no coming repose or prifepqrity for her people. Hence the anxiety with which we have awaited the result. As au indication of the patriotic spirit which animated the Convention, we quote the following from the address, as read by Mr. Raymond: “And tbe ten millions of Americans who live in the South would be unworthy citizens of a free commonwealth, degenerate sons of an heroic aacestry, unfit ever to become guardians of the rights and principles be queathed to us by the fathers And founders of tiic.Republic if they could accept, with un complaining submission, the homiliating terms sought to be imposed upon them.” The delegates who assembled in Philadel phia have performedjt solemn duty, and it should be bailed by every true patriot as an occurrence second only in importance to the signing of the Declaration of Independence. The Radicals denonnee the Convention and its proceeding with intense bitterness. And so did the enemies of a Republican form ai Government denounce the Independence Convention of 1776, and the Convention that formed the constitution, and it is not surpri sing, therefore, that they are now acting in full accord with the history of their organi zation, and stigmatizing tbe restoration Con vention of 1866 as a gathering of traitors. Niagara Falls, via Geneva. Canandaigua, Rochester, Brock- port, Albion and Lockport. Sunday, Sep tember 2, remair, at Niagara Falls, and leave On the mornir.g of Monday, 3d of September, for Buffalo., aud leave that place same day for Cleveland via Erie and Dunkirk. Tues day, September 4th, leave Cleveland for De troit, via Toledo and Monroeville, stopping three hours at Toledo; leave Detroit on Wed nesday, September 5tb, for Chicago, via Ann Arbor, Jackson, Marshall, Kalamazoo and Michigan City, arriving at Chicago on the evening of the same day. Peru and Chili have proffered their services as mediators to the Oriental aud Argentine Governments, but no importance is atta%died to the proposal. The allies seem to prosecute the war with but little energy. It is said that Brazil would continue the war if the allies withdrew, deeming it necessary to the tranquility of her empire. , A great storm prevailed on the coast of Africa and a large number of vessels were lust. Apprehensions that other vessels are lost. now lying at the Atlantic Dock, are claimed by Stevens ; .Thad. Stevens.has been unanimously nominated for re-election to Congress by the Convention at Lan caster, Pa. President Roberts has issued a call for a Fenian Congress to assemble at Troy, N. T-, on the 4th of September. Official reports of the late Canadian fiasco will be submitted. He states that the vessels purchas ed for privateering by O’Mahouey, months ago, and but if he persists in claiming them, an attachment will be procured against him by the Brooklyn Fenians. Bernard F. Rooney, tbe murderer of Henry Lazar- 1, was executed to-day. Tnu “conscience fond” has received no contributions as yet from the Congressmen who took their $2,000 a session, extra pay. It is now thought that they are, in most cases, calculating whether their re-election would cost them more tliau $4,00o apiece, or whether the refunding this sum with a flour ish of trumpets would not secure that result without further expense or trouble. Late Periodicals.—We are indebted to the Messrs. Estill, newsdealers, for late num bers of Harpers' Weekly, Field and Fireside, Flag of Our Uuion, Metropolitan Record, and a number of other interesting publications, of which they have a fine supply and of the latest dates. They have also a variety of German papers, published in different parts of the Union, containing the latest and most authentic accounts of the late war in Germa ny, which will be interesting to our German citizens. Ch ARLESTON AND SAVANNAH RAILROAD AT Auction.—The Charleston Courier of the 17th inst., says, capitalists and others interes ted are referred to the announcement in our paper this morning, of the sale at auction on the 20th of November next, of the Charles ton and Savannah Railroad. The road has been under repair for several months, and a part of it is now in good running order, wiih new track, iron, Ac. The reasons for the sale are made known in the announcement of the Trustees, accompanying the notice of sale. The exciting topic at Saratoga is the quar rel whieh has arisen between John Morrisey, the noted turfite, and the Lelands. Morrisey charges the hotel-keepers there with being mean, because they would not subscribe foi purses to be give* during the race week. The latter retort that the raee week injures the place because of the operations which Morrisey connects with it; that while they may gain for one week by tbe patronage of the horse people, they lose for a month the business of hundreds of respectable families. Centralization in Germany.—Count Vou Bismarck's plan of German reorganization, submitted to the King of Prussia, proposes that the German States shall sti'l preserve their independence, but shall be militarily and diplomatically represented and controlled by Prussia, who would also reserve to herself the right of confirming the nominations ot ministers in the different States”in conform ity with her own policy. The independence of the German States, under the military and diplomatic coutrol of Prussia is, of course, a myth. The project is consolidation, and if it proposed the de liverance of the States from the needless and enormous burden of maintaining such a su- peifluou9 number of courts, the change would at least present the promise of improvement in one particular. Bio Storms.—They have the most remark able storms and tornadoes out West. The most wonderful of recent date occurred io Illinois. Says a local paper: The next objects receiving the “attention’’ nf the storm were Mr. Compton’s house and stable. The house was 24 by 24 feet, two stories high, in which were himself and fam ily ; bnt it was taken up bodily aud berne a distance ot eight rods and then set down again “in good order”—not a person hart, uor a siugle piece of crockery nor anything displaced. The stable was tom to atoms, but the horses that were in it were’ left un hurt. Mosey Bags and Military Extortion.— Additional European advices furnish some further particulars concerning the Prussian exactions made by the military satrap, Gen. Mautcuffel, on the people of the free city of Fraukfort, which has given much satisfac tion to the foreigu commercial bouses in this country, especially with regard to the manly conduct of Baron Meyer Carl Rothschild in resisting these demands. It seems when the peremptory order of Gen. Mantcuffel had completely paralized the wits of the mer chants of the city, Rothschild remained firm, and defiantly told the Prussian satrap that he could take bis money at tbe peril of hav ing every dollar of the Rothschild’s capital and credit withdrawn from Prussia, and every Prussian bill on the| house dishonored. The sequel remains to be told. The prevailing opinion in this country is that forcible seiz ure was given over, as it was in sundry in stances where other Fraukfort bankers avail ed themselves of the protection of the Amer ican consul. A Very Bold Movement.—A number of freedmen in this place—having been organ ized into a military compauy at the instance and sanction, it is asserted, of the agent of the Bureau, J. Clarke Swayze—commenced drilling through the streets of Griffin on last Saturday. Capt. Ehlers .very promptly had the whole thing suppressed—aud had he or dered Capt. Swayze to be t ried before a pro per tribunal, for felony or lunacy, or both, ic would have completely performed his duty. It is gratifying to record that not a Uuion man in the whole community but condemns most emphatically this movement inaugurat ed by tbe Bereau official at this place.— “Whom the gods destroy they first- make mad.”—Griffin (Gn.) Herald. The Brunswick Courier.—Wc have be fore us the first number of a paper with tbe above title, just started at Brunswick, Ga., by Richard Dime, Esq. Si is neatly printed, well edited,.and filled with.interesting mat ter. We wish this new candidate for public favor the most abundant success, and recom mend it to the merchants of this city as an excellent medium through which to commu nicate, by advertising, with a large section oi our State. Cholera in Cincinnati.—The Cincinnati Commercial of Saturday says: Out reports thus far have shown only the fatal cases of cholera. We can safely state, however, that folly fifty per centum of the cases of actual cholera are cored. There are but few cases that refuse to yield to good medical treat ment when taken in time. Most of the fa talities occur where the victims allbit a diarrhoea to take strong hold upon them. Dan Rice is out in a new character—that of moral lecturer. He has disposed of the blind horse, the vicious mules, and tbe pink legged female rider, and set up a purely mora . uenagnrie, tbe wonder of whieh lie person- ROjy expounds. JJtau is a candidate for Con gress in Pennsylvania, and bis present expe rience with Wild beasts may come handy when he takes his seat, as of course he will, for be is a Democrat, and essays to ride on foe whirlwind and direct the Rump. The Savannah Collectorship.—The ap pointment of Collector of Customs at this port,fhas-been tendered by the President to Hon. James Johnson, late Provisional Governor of Georgia, anti accepted by him. The appointment was previously tendered to Mr. Joshua Hill, who declined. Apologetic.—We apologize to oUr cotem porary of the Thomasville Enterprise for the misnomer perpetrated a few days since, by Inadvertence, in writing hie paper “The Watchman.” The proper correction has been made on our books. New York and London.—The cable across the Gulf of SL Lawrence has been repaired, and New York may now be said to be in di rect communication with London by tele graph. s Gen. Howard and the Freedmen’s Bureau Howard will lie removed, it is -stated that the reason urged for fitsYfemovaV isHte effort* constantly urged by him to place the Uaoka= upon a footing of social equality with the whites, and his refusal to remove agents they are clearly shown to have used thef&pq*-; sition for private gain. General Howard has written a letter la ply to some inquiries made by tbe Hon.Yloifr well Hart, member of Congress from New York, concerning the operations of the Freedmen’s Bureau. The Genera, explains the organization and work of the Bqrepu, giving its statistics from Jnne, 1865, to'June, 1866. From these it appears tijaf the nun ber of persons receiving ratioffisrfcdecreassDg, and that the poor whites dependent upon the government bounty are equal in number tp the blacks. The letter closes with the opin ion that in tbe present condition of affairs, the Bureau is indispensable, s \ \ New ' State Ovficrrs in Texas.—Offi cial information was received, at Wash ington from Texas, mat Governor Tbroek- morton was inaugurated ou the 9th Inst., and that tbe State officers are now ready to enter upon the discharge of their duties The proclamations, similar to those issued in the cases of North Carolina, Ac., are being prepared in the State Department, andrwilh be promulgated soon.
