It inveighs against the President’s “usurpations,” which, it says, “ if atteiqpted in a monarchical coun- try, would provoke immediate resistance, and most likely cost the' offending King his head. ” It chides Congress for failing to »m peach the President and Mr. Seward, and expresses its aristocratic contempt for Andrew Johnson as a mere “journeyman mechanic who, by accident, became President. ” It says that men like Andrew Johnson and William H. Seward, who suppressed the New Orleans Convention by force at arm3, will nof best tate to enforce their power “after the same fashion” in Washington in December next. It thus concludes : “When the dreaded crisis comes, as we believe it will, the text of the second revolution wilT be opened, and then every man in the country will be called upon to fight. If our institutions can withstand that final struggle, we will remain a nation. That they may withstand it, let us prepare at once. ” The Richmond Whig says : “The editor of Wilkes' Spirit had |ett«r stick to duck, Snipe and quail shooting, and let man-shooting alone. He is fast changing the character of his magazine from a sporting paper to a war journal. He breathes nothing but threaten- ings and slaughter. His shooting jacket and fowling piece become him better than the war toggery he seems so anxious to don. If he gets up the row that he so constantly writes about, he may even get shot himself, and become like his friend and co-laborer, FornOy, a dead duck:!' ' Antics of the Cable.—The Atlantic Tel egraph, says an exchange, does some queer things. It will take us some time to get used to them. For example, the Loudon markets of to-day at noon, are re ceived at New Tork this morning at six o’clock—six hours before they leave Lon don ! London fiews of twelve oVjloek. lap}, night, will re«ch New Tork before sdnset yesterday! So that fix it as you will^ we shall be always one day ahead, not only of London but of the news itself. In many cases we shall receive intelligence of an event before it occurs. If the Austrians and Prussians should go to war again, and fight anotheifbattle of Sadowa, say on Sat urday, we might hear of it the Friday be fore. At San Francisco, the news will be still further ahead of Nme, since tbs further we go from Europ.e the earlier we shall bear Europeau news. The London dispatches received in New York at twelve o’clock, will reach San Francisco before nine o'clock the same day. The explanation of these antic 8 is that the sun and dispatches travel from east to west, but the dispatches outstrip the sun. Gen. Humphrey Marshall.—This mas give soldier and distinguished statesman passed through Louisville, Ky., a few days since. He will spend the hot months in Kentucky with his family and'friends, re turning to New Orleans and the practice of his profession in the autumn. He is in the enjoyment of robust health. General Marshall is a map of enormous pro portions, and his extraordinary siae has given rise to many a good joke. When in the Con federate army, and commanding the East Tennessee District, Prentice, of the Louis ville Journal, used to say that the rebels were widening Cumberland Gap to allow Humphrey Marshall to pee* through. Hon. A. H. Stephens, Alexander H. Stephens, of Georgia, while in Philadelphia, passed most of his time very quietly at the house of his friend, J. R. Arundel, 857 North Broad street, where he was called upon by a great many persons. Mr. Stephen’s absanee from the late Conven tion was owing to severe indisposition. He declares the South is unanimous for Union and for all the new conditions of things which the late war normally necessitated! It is to be regretted thht the objec- expressions substituted io their plsoe. It seems that the necessity for pruning was ap preciated by the Convention,' and the duty was confided to Mr. Raymond as the original draftsman of the address, with instructions not made.
