[From the New York Herald, of Saturday.] The secret conc lave of Hie Radical Governors of the Northern States in Philadelphia, after the adjourn ment of the Convention on Tuesday last, is one of the most significant and alarming signs or the times. A portion of the proceedings leaked out, and the cor respondent of the Hriald gave the public the benefit of that on Wednesday last.. Bujfwe have! Ufa strong est reasons for sayfng that the question .'then venti lated about dodging negro suffrage was not the only or most important one discussed by this conclave. It is underst, >od that a revolutionary programme was en tertained looking to future political contingencies— that is, to prepare arms’ Slid efficient armed State organizations for a conflict with the * Conserva tives and possibly with tlio President in the event of the Radicals being in danger of .losing their power through the result of the faU elec tion. It is evident that these really dangerous lead ers of a dangerous party are determined to hold on to their power at all hazards ; for, as Governor Cony, ot Maine, said, if they lose it now “then all is lost.” They are doubtless prepared to impeach and remove the President and to place Ben. Wade or some other violent Jacobin in bis place, and would resist the le gitimate power of the Executive to the extent of cast ing out the militia of the States. Eleven Govern’ rs of State, besides ex-Governors and Lieutenant-Governors, composed this new secret Jaco bin cblb. ’* he vipleeit declamatioiis of the miserable firebrands, male aid female, blackjapd white, in the Convention and A public mcebqgt in Philadelphia,, might not be regarded as very serious ; but it is l'ar different with the secret meeting of a body of men who have the executive power of eleveh Northern States in their hands. There is danger ahead, and it behooves the Conser vative masses of the North to look to it. As to the South, there is no danger there. The people of that section have experienced the horrors of civil war to such a degre and are su thoroughly subdued that they will uot try rebellion again. The danger is at home. We may have, before we are aware of it, a bloody civil war in every State, conuty and city of the North. Agents "Wanted. FOR THE LIFE AND CAMPAIGNS OF Gen. Stonewall Jackson, BY PROF. R. L DABNEY, D.
