A Washington dispatch says a delegation
. ot'prominent Southern business men, mostly
of cotton factors and planters, are in-that
city seeking a' modification of the existing
rules find regulations .under which cotton is
transported to market, the Revenue tax paid,
and final shipment' pf it made to domestic
ports. The delegation ‘consists of Mayor.
Withers, of Mobile; Col. Fellows and Judge
Piukard, of New Orleans; Mr. Cunningham,
of Cincinnati, representing large Ohio cotton
interests in the South, and others. They
present the. memorials of the Chamber ol
New Orleans.apd Mobile, which set forth the
very seriohs drawbacks attending the mar
keting and shipment ot the cotton under
present regulations, The payment of the
three-cent revenue. tax before the cotton
leaves the plantation, they assert, works great
injury to the planter, compelling him to
make serious sacrifices in order to comply
with the law. The regulations attending its
shipment to domestic porta also operate in
such a manner, it is asserted, as to very ma.
terially favor direct shipments to foreign
ports, which they think it is the interest of
Northern merchants to prevent. This dele
gation have had an interview with the Sec
retary of the Treasury on the subject, and
that officer expresses his willingness to mod
ify the present regulations, so far as the ex
isting law gives him any discretion in the
matter, but he has doubts if the law will
warrant any change. The delegation, there
fore, waited on the President to-day, to ask
that the question of the Secretary’s power
under the law be referred to the Attorney-
General for his opinion, which request was
granted. These gentlemen do not hesitate
to affirm that under the existing regulations
it would require more than a year to bring
the limited cotton crop of the present season
into market. — -

months will tell. Russia, it may be believed,
does not quite relish that annexation of ter
ritory which will enable Prussia to partici
pate in the sovereignty of the Bnl}bo. As for
England, the new head of the Admiralty
confessed, in the House of Commons a few
weeks since, that England has not at this
moment three ships ot war that she can send
to sea at quick notice. Whatever the fracas
in Europe, the poMcy of Engltad for some,
time to.come must be non-intervention

COTTON.
AMERICAN
The most sedulous efforts have been made
both in this country and Europe since the
termination of the late war to create the im
pression that the production of cotton - in the
Eastern Hemisphere had increased to such
an extent within the part five year's, that the
the great cotton manufactories of Europe
would obtain the most of their supplies of thi?
article from that quarter, to the exclusion of
the American product. To expose the fal
lacy of this supposition, we have simply to
refer to official documents. The June re
port of the Agricultural Department, a3 we
learn from a New York paper, draws a com
parison between the amount of raw cotton
-imported from the United States into Great
Biitain during four months of 1865, and the
four corresponding months of the present
year. It exceeds the guantTty imported from
India by one hundred per cent., and equals
the totals from all other localities. The
amount is equivalent to 508,626 bales of four
hundred pounds each - .
The report adds the remark that half a
million of bales in four months, valued at
$70,000,000, would be respectable figures in
the trade with one foreign nation, even for
the palmiest days of qotton shipping from
the ports ofthe United State*. Yet there is
every practical reason to believe .that this
aggregate will be left behind just in propor
tion as we can increase our crops.
This statistical exhibit effectually explodes
the fanciful theory so often put forward by
the enemies of the South, that the quality of
the India staple is equal, if not superior to
that raised in these State*.
COTTON RESTRICTIONS REMOVED IN
■ FLORIDA.
In our paper of yesterday we stated that
there were certain difficulties existia
Florida as well as in this State, in the way
of prompt shipments of cotton, arising from
inattention on the part of the Revenue offi
■per* of the Government TbP Tfffiabassee
Floridian, of the 22d inst., makes the grati
fying announcement -that they have been re
moved. It says instructions have been re
ceived from Washington by the Revenue
officers there to throw no obstacles in the
way of the movement of cotton from
one part of the State to another, and to
every facility in their pqwer to the shipment
of ootida from any port in the District
These instructions relieve planters from the
necessity of paying the Internal .Revenue tax
of three cents previous to the movement gup
sale of their cotton. They can even Sfiip
without paying the tax, by giviDg bond pro
vided for in previous instructions, under
which the tax is collected at the port of des
tination, after going into the hands of 'the
consignee, the factor.
Change of Weather.—For several weeks
past there, have been some strange freaks-in
the temperature of the weather, but the most
astonishing change of all was that which oc
curred yesterday. In the course of a few
hours an atn^sphere that had been oppres
sively warm was succeeded by Northern
winds, which were nipping cold. Winter
clothes were suddenly donned, and up to the
present writing the temperature has under
gone no change.
Similar remarkable and sudden changes
have been noted by the press in all parte of
the country. In the West, particularly, there
has been much complaint, where they have
been attended by two or three heavy frosts.
In some localities the damage to the corn
crops has been alarmingly serious. A Cin
cinnati paper of Tuesday morning, says: “It
would be a national calamity should the
great corn crop of the northwest fail. The
-present crop is an enormous one, and if the
weather should become clear and warm, and
continue so for about a fortnight, it wonld
no doubt be the largest and best crop that
has ever been raised, in this country, notwith
standing the damage that may have been
done by the frost last night.”
To delicate and sick persons, such a rever
sion is anything but welcome, and we fear
much sickness will follow.
Wendell Phillips on General Grant.
The Radmail, says the Nashville Union and
American, are greatly exercised over the re
cent course of Gen. Grant in accompanying
the President. In the We3tem‘States, where
his popularity is unbounded ami the elec
tions are doubtful, they are resorting to vari
ous expedients to create the impresssion that
he is really not in accord with the J President
on political matters, but merely accompanied
him as a kind of official duty. In New Eng
land—up nearer the hub—where Butler and
Banks are the beau-ideals of military genius,
they are more outspoken in their displeasure
at the recent course of Gen. Grant, as will bo
seen by the following extract from the pen of
Wendell Phillips, through the last Anti
slavery Standard: > .
Should any violent attack be made ou Con
gress and be aacoeartul, it would be'the cpiff-
tnenceraent of military despotism; if resisted,
it would be civil war. In this latter emer
gency we have no hope of aid from Gi
Grant. His voluntary presence at - the j: _ _
interview of these traitors, his ostentatious
presentation of himself in the demagogue's
retinue dnriag hisWostera touf sheftr cither
the same pitiable weakness which has made
him lend hi* name to very .questionable cot
ton speculation in the South, dot from greed
of money, but ts oblige friends—the same
easy subserviency which made him sub
mit to the farce of a Southern expreaa
trick, merely to bolster up with his name
a wicked fraud—or they show a heart de
liberately ready to betrap his country. This
is no hard judgement. Even if Grant be, as
some of his near'fHends assert, “so* ignorant
outside of a camp that be would not be fit jto
sit on a grand jury,” still-hia intercourse with
leading members of Congress enables him
well enough to understand tbe meaning which
the country pula, and which the President
means it shall put, o> his present attitude.
Be is deliberately strengthen^ this treason
able movement. In any conflict between the
Executive and Congress, he will be found
where all men soldiers routine cut-throa's
