As much interest idfslt throughout the country in
regard to the prospects of the cotton and other crops
we will l>e grateful to our planting friends and others

One of the most interesting features of the
report of His Honor, Mayor Anderson, which
■we published 09 Wednesday, last, was the
announcement thpt every necessary arrange
ment had been'made toy the oity authorities
for the inauguration of a complete and tho
rough system of public instruction, under
the direction of experienced and competent
teachers. He says : “Every preparation lias
been made to render the system a thorough
one, and to give ta onr city a method f in
struction second to no other. ” He remarks,
also : “It is proposed by the board to make
these schools of free tuition, and to appeal
to the'City Council tor an tmnBal npp^oprtn-
tion of five thousand dollars, which, in con
nection with the special county tax awarded
for this purpose by the justices of the Infe
rior Court, and the educational fund from
, in tins interior for information on tUat subject. Those
who have opportunities for obtaining valuable infor
mation in regard to the growing crops, the working
of the froe-Ubor system, and kindred matters, of gen
eral interest, will confer a favor by communicating
the Rarae to ns.
THE CONSERVATIVE STRENGTH IN
THE NORTH."
The agreeable announcement appears in
our telegraphic columns this morning that'
the Democrats and Conservatives have
achieved a glorious triumph in the' little
State of Delaware. From recent indications
in New York, Pennsylvania, and the other
Middle States, .we {ire enc5uraged 1 to believe
that in the approachiug fall elections the
Radicals will be defeated. The Democracy
and conservative Republic uis seem to be
everywherejubilaut anti enthusiastic. The
Democratic papers in these States state that
hundreds of Republicans, notwithstanding
the defection of the Times and the *H«rak^
who never, voted the Democratic ticket be
fore, are openly sustaining tlja cause of the
Union, restoration and co'nstitutiopal liber
ty, while there are thousands of tlje same
party who will tjuietly deposit their he
lots in favor of a white man’s govern
ment ! They declare that the skies are
bright on every side of the political
horizon. The result iu Delaware would
seem to coufirm the denial at ion, and
that it is indeed true that the Democratic
column is moving ousteadhy to victory. The
Radicals themselves acknowledge that the
result is doubtful iu New York, and after all
their vain boasting they fear not only defeat
but an utter route of their locoes.
Another Vindication of the Truth' of
History. - •
We learn from the Washington Union
that in 185G, James Buchannan and Jno. C.
Breckinridge ran for the Presidency, and
Forney of the Chronicle, was chairman
of the Pennsylvania Democratic State Com
mittee; he got up a large wood cut, rep
resenting a large half naked, grinning ne
gro, holding in his immense right hand
a while infant by the liidb, ready to dash
its brains out against a tree. Underneath
this frightful picture was written, “Thii
will he the' result of abolitionism.’’ And
yet this very consistent politician, is now
a “torch and turpentine” lever, hounding
on the Brownlows and Hamiltons, urg
ing them to cause the negroes to do what
he, iu the Buchanan campaign, pretended to
look upon with holy horror.

Regulations fok the Weighing and
Marking of Cotton.—The Commissioner of
Internal Revenue, with the approval of the
Secretary of the Treasury, has just issued
additioual regulations concerning the weigii-
ing and marking of cotton, in which he
states that since the publication. of former
regulations on that subject it has been de
termined to provide a metallic.tag to be used
by the Assessor, or under his oversight, at
the time cotton is first weighed, in place of
the “tax paid” tag heretofore used, and also
' to appoiBt weighers of cottou in certain lo
calities. Consequently the aforesaid regu
lations have been modified in several import
ant particulars, to which the attention of as
sessors and collectors is directed- The ap
pointments ot weighers of cotton will be

tion 8 of the act of July 13, 186(1, upon the
Secretary of the Treasury, who will appoint,
on the recommendation of the assessors of
respective districts, suitable persons
weigh and mark. cotton, at those designated
places for weighing whore the quantity of

that the assistant assessors located at such
places cannot readily and promptly perform
the work required.
The State Election’s.—Elections are to be
held during October in Pennsylvania, Ohio,
Indiana, and Iowa on the 9lta, and in West
Virginia oh the 25th. A full State ticket is
to be voted for only in Pennsylvania and
West Virginia, the Governors in the other
•States, all Republicans, bolding over until
next year; but the fact that Ohio has nine
teen Congressmen to elect, Pennsylvania
twenty-four, Indiana eleven, and Iowa six,
causes the elections in those States to be re
garded with peculiar interest. In the present
Congress Iowa is unanimously Republican,
Ohio has two Democrats,. Indiana lias three,
and Pennsylvania has eight, ( aud the Demo
crats aud Presidential supporters in those
States are doing their best in every case to
increase their party strength in the next
Congress.

In order that the plan may be carried out,
he recommends an appropriation by the city
of five thousand dollars per - annum. This
recommendation, we are happy to state, is
warmly approved by our citizens generally,
and it is expected that the Council will res
pond to it favorably at the earliest moment
practicable.
The prominent and worthy citizens who
have been honored as member's of the Board
of Education, in entering on their duties,
assume a great responsibility. '10 them is
entrusted for a time the care and manage
ment of these scholastic institutions, which
are at once the hope and' pride of tile city.
It is indeed an important trust, aud we feel
satisfied that they to whom it is confided
fully appreciate the importance of its en
lightened and faithful performance. We are
glad to see, by the report of" our excellent
Mayor, that at the outset .of their labors they
have given evidence of due appreciation of
’the noble work they have undertaken. This,
however, was fully expected fro;n them, or
they would not have besn placed in the re
sponsible and honorable position they occupy.
It is not our purpose to enlarge here' **u
the important duties Revolving upon the
Board, but we would most earnestly press
upon their attention one important matter iu
onuneetion with this subject, whiuh.writlmik
is pre-eminently entitled to tbeir considera
tion. We allude to the influence schools
have oh the health of children that attend
them. We have been informed-that it has
been a custom in some ot the schools to as
sign to the'scholars, to addition to their daily
attendance, studies which occupy them iu
close application at home from two to six
hours each day.
The natural impulses of childyia incline
them to almost incessant activity, and their
instincts in this respect cannot, be long re
strained without serious injury to tbeir physi
cal condition. Human nature is organized
with a certain proportion of vital and ner
vous energy, an equable diffusion of which, to
every part of the body, is essential for health
aud perfect development. It has occurred to us
thaf the system of education is best which
cultivates with equal care, the physical, moral
and intellectual faculties.. One faculty or
unction .cannot be unduly, stimulhted or ex
ercised, except at the expense of all other
parts of the system. We do not hesitate to
say that intellectual culture, notwithstaudiug
is value aud necessity, should be held subor
dinate to good health and a sound constitu
tion.
We have no censure to cast upon the public
schools of Savanuali, which we have
time aud again complimented upon tbeir
excellence- ’fe <k> not doubt thaf they com
pare favorably with any similar schools in
the cotfulry. Indeed we feel assured, from
what we have heard, that, for thoroughness
in all the branches of education taught,
and lor success in stimulating the personal
efforts ot scholars in pursuing their studies,
our public schools cannot be surpassed. We
fear, however, that in some depai tmenls the
tendency has beea to cultivate the intel
lectual faculties ifl the expense of the health
ful physical development. We are inclined
to believe that in some of our schools too
onerous’ studies at bom*' and loo long con
finement in the school room are exacted of
pupils. We have been brought to this .be
lief by a few cases- of failing health in
children attending school, which have come
under our own observation, although quite
limited. Headache, pallor, lassitude, loss of
appetite, emaciation, Ac , we "know are en
countered iu children who have been severe
ly taxed by tbeir studies at home aud at
school. Such persons are quickly restored
to health by short absence from school and
by free exercise In the open air. We have
been told by a gentleman of observation and
experience that there are more cases ot this
description among pupils of female schools
than among those attending the male schools.
This may, perhaps, be accounted for by the
fact that the customs of society allow boys
to take more abundant out-door exercise than

Luiila, from Montana, have arrived at St. Joseph, Mo.,

West has been very general; but the amount
of grain destroyed will not be more than the
great excess of the crop over those of for
mer years. The grain crops of 18G6 bade
fair before the late rains to be imuflensc in
value, and in spite of the late destkiclfon we
shall have more than an average crop. Our
European information stales that the : grain
crops there have been comparative failures.
This fact, and that of the late wars in Earope,
will create an immense demand Sof our
grain; and pur farmers may look forwent to a
brisk demand and high prices' ' *

Thu Effect of a Pardos.—In the United
States District Court, setting in Alexandria,
Virginia, on Thursday last, tho confiscation
case of the United States vs. J. H. jlfcVeigh,
was taken up, and on his producing a pardon
from the President, all farther proceedings
were dismissed, and he thus has returned to
him all his real estate which has not beon
actually sold.

A Sdicide.—The Madison (Fla.) Messen
ger states that Dr. B. F. Treadwell^ of that
place, in a momentary fit of mental abera-
tion shot himself, and died the succeeding
girls.
Recently, an admirable system of fl ee
gymnastics has been introduced in schools
in other cities, and cannot tail to mitigate in
some degree the bad effects of -.too much
study and too lone continued physical
restraint. This system is so planned th&t
almost every muscle of the body is in suc
cession brought into vigorous action. We
cannot too much commend this wise im
provement to our public schools.

2d. It can be applied to the leaves aa well -as the
roots of plants, without any danger of burning them,
if used properly, and we guarantee that wherever ap
plied the' toil will retain its moisture, and will not
bake, even the most clayey.

ing either plant or grain, aud wherever it is applied
every kind of worm or insects will instantly disap
pear, Hs properties being repugnant to'insect lile of
every kind. This qoalily alone will be a great benefit
to agriculture when it is estimated what vast numbers,
