at Washington City, has created apparent
alarm among the Radicals. They affect to
believe that the President contemplates a
coup d’etat on the re-assembling of Con
gress.
—Lieutenant Colonel Thomas F. Winston,
Chief Paymaster of the Department of the
Gulf, is charged with fraud in detaching
coupons from treasury notes ffnd appropria
ting them to his own usef His arrest has
been ordered.
—Governor Patton, of Alabama, recom
mends that the number of destitute families
of the respective counties of that State, who
are willing to emigrate to any locality where
provisions may be plenty and labor in de
mand, be ascertained, and the State will
help those off who are willing to move
Public and private charity have been ex
ercised to such a iarge extent during the
present year, that the above expedient is
considered the best mode for securing relief
to the thousands in the destitute portions of
the State.

vigorously urging-the impeachment of the
President, and asking the Thirty-ninth Con
gress to pass an act, previous to its adjourn
ment, fixing the 5th of, March next a» the
day for the assembling of its successor, in
order that Mr. Johnson jnay have no respite
from Congressional persecution between tbe
4th of March an'd the 4th of December. ,
Mr. Bingham, one of -the Ohio .CoagreSs-
men, went so far in a recent speech a* to
say that, if re-elected,-“so help me God, I
will neither give sleep to 'my eyes nor
slumber to my eye-lids, until I. shall* have
drawn bills of impeachment agaiqst Andrew-
Johnson.” Bingham intends to keep a^aVe'
