The success of the Radicals in the late elections makes it almost certain* that they will attempt, at the next session,-to impeach the President of the United States. The provisions of the Constitution in regard to impeachment are as follows : “The President, Vice--Prfl$idrmt, and all civil officers of thoUnited States ehall be removed from office on impeachment for and on conviction of treason, bribe ry or Other-high crimes and misdemeanors.” “The House of Representatives shall have the sole ppwer of impeachment.'* “The Senate shall have the sole power to tryMli impeachments. When the President of the UnitdT States is tried, the Chief Justice shall, preside, and no person shall be convicted without the concurrence of two-thirds of the members “PreMMit. v Judment in case of impeachment shall not extend mr- ther than to removal from office and disqualification to hold any office of honor, trust or profit under the Uni ted States.” ‘-In case of removal of the Presi dent irom office, &c„ the powers and duties of the same shall devolve on the Vice-President, and tnetJou- kress may provide by law for the case of removal and death, resignation or inability, both of the President Vice-President, declaring what officer shall-then ad as President, and such officer shall act accordimjly, until the disability shall be removed or a President shall be elected.*' On which of the above grounds ennumer- ute<l by the Constitution the impeachment will be based, has not' been indicated by the leaders of the party. It would appear from recent military oc currences in Florida and Texas that, not withstanding the late proclamation of the President t5 the contrary, martial law is still in force in the Southern Slates. If >he . military authorities in the States • can, in a season of profound pcaee, abrogate civil rule, and set up military power, it seems to us there is no guaranty for liberty. Martial law is simply the. subversion oi all law, and the substitution for it of an irresponsible govern ment of force, which prostrates the com munity over which it is established at the feet of militaiy power. Upon ^kat pre text of authority the military assume to dis place civil law with the sword or mus ket, it is impossible to conceive. Certainly we shall look in vain through the constitu tion.and laws for justification for such odious and high-handed measures. If we are in stale of peace, aa the proclamation of the President informed us, some time since that we were, there is uo excuse for this asurpa- tion’oi power. The important question now is, who is responsible for these usurpations, and where are they to stop ? Arc they to be repeated in State after State until the entire South is again made subservient to military dictation and military rule? Are wc to have an oligarchy of military rulers upheld by bayonets ? Is a military dictatorship to be substituted for the republicau form of Gov ernment under which we have flattered our selves we were living once more, and had, under the constitution aud the President’s theory of the indestructibility of States, a right to live? The South Carolinian says that on Satur day night, a little after dark, four negroes entered the residence of Mr. John Davis, near Columbia, and firing a gnn as they en tered, riished into the adjoining room where Mr. Davis was lying on.tbe^bad, and aa.be attempted to rise, knocked him down with a clnb and continued to beat him until Se was insensible. They then enrsed his wife, ordering her to “hush up,” or they .would kill her also, and proceeded to ransack the house, carrying off everything that was valu able, including clothing, a gun, watch and silver ware. They then left, and Mrs. Davis, bordering on distraction, and still afraid to go or send for assistance, proceeded to. alle viate the condition of her husband; She watched over him throngh the whole night, and then dispatched a messenger to her near est relative and neighbor. The polke were put upon the track, and got trace of the stolen articles, but had not succeeded in arrest ing the guilty fiends. Mr. Davis lies .in a dangerous condition-. Preparation or Cotton for Market.— We took occasion, a few days since, to sug gest briefly the importance of taking more care in the picking, ginning and packing of cotton. It is largely owing to carelessness or indifference in the prepaq^ion of the sta ple for market, that anticipated prices arc not realized.
