Malicious Slanders against the Bonth Accustomed as we are to read in our Northern exchanges the most unmitigated slanders and falsehoods against the South and her people, manufactured-for the pur pose of intensifying the sectional hatred which seems to have dethroned the reason of the masses in some sections, to such a degree as to render them absurdly ridicu lous,we are not astonished at any statement, however malicious or false, that wc meet in the radical organs; bat we confess that we are shocked when we read in Northern pub- hcatioue not devoted to politics,- and wliich should possess the confidence of the public at large, diabolical insinuations, such as arc contained in the following article, which we copy from the Philadelphia Insurance Re porter. The insinuation contained in the last paragraph could only emanate from one who is capable, of enacting the part of the incendiary «nd assassin. We pity the crea ture whose depravity and baseness is only equalled by bis cowardly malignity: Conflagrations among oor Manufacto ries.—Never in the history of Fire Insu rance, has there appeared among a special class of risks, such fatalaties, as has been witnessed during, the past year, of fires among the manufactories of Philadelphia. 'tl9kg all discontinu ing military provost courts, except at Hlton Head and certain Sea Islands, but prohibiting prosecution and suit against Federal officers and soldiers for acts done in their military capacity, and also corporal punishment, ex cept in cases of minors. Here in another Instance of the military overriding the civil authority of a state; and by what power, except that of main strength, does any au thority outS Je of the State assume to alter its laws. As the Carolinian says, the public faith has been, pledged to the South, that having acceded to certain condition* its territory. should not be held as conquered territory, aid Its States should not be regarded as having lost their place in the Union, or their rights, un der the Constitution. It seems that Gen. Sickles has ignored these pledges of Presi dents Lincoln and Johnson, and at will, an nuls the Legislative'enactmettts of a sovereign State. In no Sonthem State is the civil equality of the races more effectually protect ed, and in hone have Ideal authority and the authority of due Federal Government, os rep resented by the military, been brought more speedily or more completely into accord. And yet, notwithstanding all this, the strong arm of military power is still interposed to prevent her laws from resuming their full authority and functions as before the war. The Legislature of South Carolina recent ly blotted oat by legislative enactment, all traces of slavery in the institutions of the State, by guaranteeing to the negro the pro tection and the rights before the law which the white man enjoys, but this docs not free tljp people from military jurisdictiou. For Gen. Sickles in his proclamation says: Corporal punishment shall not be inflicted upon any ppraon other than m minor, and then only by the parent, guardian, teacher, or one to whom said minor is lawfully bound by indenture of apprenticeship. Nor shall any person be sold to service as a punish ment for crime, by say authority whatever. - 'The laws of the States, respectively in this Dapayt- ment defining and punishing vagrancy, applicable to white persons, may be enforced against uti persons; nevertheless, no one who shall have used reasonable diligence to obtain employment, or who shall be un able to wprk by reason of infirmity, shall be deemed a vagrant. Had the prisons of the countiy been sud denly opened and their occupants let loose upon the community, no greater loss could have occurred from their deviltry. It really does seem that some grand con spiracy has been put upon foot to destroy, altogether, the manufacturing interests of our city and Staje, and that an organized band of desperadoes are emulating each other to produce the greatest amount of loss and disaster. Week after week witnesses the destruction of some fine edifice,reared to work up the ma terial raised by the South into desirable fabrics for wear, while hundreds and thousands of poor workmen are thrown out of employ ment, to eke a miserable existence as best they can. We are not alarmists; we merely speak of matters as we find them; but when we say that there is danger among us that the signs of the times indicate that the war of the re bellion lTas ceased by the sword, but is to be renewed by the torch of the paid incen diary, we are uttering what appears' to be but yuth. THE CHOLERA IN MEMPHIS. This scourge was, perhaps, more fatal in Memphis than elsewhere iu the United States. The statistics of the disease from the 1st September to the 5th October, iuciusive, show the following startling results : Total white cases 651 Total white deaths ‘..322 Total black cases 623 Total black deaths 530 This exhibits the total number of cases re ported, 1,174, of whom 826 had died in the short period of thirty-five days. Nor does this statement include all the deaths that oc curred within the time mentioned. A Mem phis paper says the above estimate does not include all who were attacked, or even all those who died of the disease, since many cases and many deaths necessarily the notice as well knowledge of the sBuiutry officers. This is a fearful mortality, especially among the negroes, as .shown by the fact that less than one hundred of -those Who were attacked survived. NAPOLEON'S MANIFESTO. The following extract from the French Emperor's late manifesilo is remarkable, as reproducing the spirit of his work on nations and government written many years ago, and from its attack on the doctrines of slavery and secession. No wonder that he showed no disposition to recognize the Southern Confederacy. It says: “An irresistible power—can we regret it ? impels the people to unite themselves in grand masses, and is causing the disappearance of secondary States. This tendency springs from the desire to place general in terests under the most efficacious of guarantees. Possibly it is inspired by a kind of providential fore sight of the destinies of the world. “While the old populations of the continent in crease slowly in their restricted territories, Russia and the Republio of the United States may each in the next hundred years number a hundred millions of men. AHhongtr the progress of these two great empires is not for us a subject of solicitude, while rather wa applaud their generous efforts in - favor of oppressed races, it is lor the interests of the nations of central Europe not to remain broken up into little States, without either force or ptfblic spirit." Bainbridge Argus, of the 6th instant, an. nounces, under the above caption, that on arrangement has been effected with a firm in New Orleans, by which through bills Of lading can be signed from any point on the Chatta hoochee, and also from any landing on the Flint river, as high as Bainbridge, for cotton at $4 50 per bale, and return freights to the same points at $1 75. per barrel. The ar rangement is to go into effect the middle of this month. We publish these facts for the information of our merchants, whose interests are involved in a scheme to benefit New Or leans, by diverting the products of a country which should be tributary to this city. President Johnson to be BfauyjPTEp.^ Among other terrible things with which the President is threatened by the Radicals, is the following which appears in the Chicago aALI8AYA Tont * Tribune. The writer is talking about a war which is to follow -certain contingencies, and . If he has the power to do this much, he may repeal any law of the Legislature, set aside the Constitution, and confiscate the property of the people. We have done all, says the South Carolini an, that wag required of us in rendering obe dience, and accommodating ourselves with the new conditions; and what is the result ? Every progressive effprt has been met by a sort of kid-glOve sentimentality or an iron handed brutality. THE COTTON TAX. The odious tax upon cotton whiqb waa imposed by Congress in palpable violation of the Constitution, has, it appears, proved to be much more aggressive and iojutious than was anticipated. Its evil effects are not confined to the South, but they erteud to the commercial martq.of the Northern States, where complaints and remonstrances are beginning to be made. The New" Tork Chamber of Commerce has again taken up the subject with a view to expose the inju rious consequences of the tax. They find that with a light crop at home tradesmen as well os the. planter have to compete disad- vantngeously with the increasiug crops in India and elsewhere. They state that the lapse of time only strengthens the convic tion expressed by the Chamber some months since, that the tax amounts to a premium on the production of cotton in other parts of tbeworlj. A resolution was adopted de claring that, in view of the depressed Condi tion of affairs in the South, where material prosperity had been so nearly destroyed, it was the dictate of sound policy, ip their judgment, to make no discrimination against the great staple crop ot the United States. This is not the view, however, taken of the matter by the manufacturing millionaires Of New Engfand who now control the poUtptl and commercial tjMtlutM *a- ~ •’ is gratifying to observe that the commercial classes are becoming restive under the op preauv- aurtnens of taxation imposed for the aggrandizement of those who have but little sympathy for the masses. Staa la Abandoned at Sea—The Cftptu and Crew Sawed by the Stcainship Cromwell. We learn the following particulars of the loss of the schooner Minnehaha from the New York Herald : The steamship George Cromwell, which saved the passengers and crew of the steamer Daniel Webster, on the 4th instant, war-also the means of saving the captain and crew of the shove named schooner. On the 4th the Minnehaha was struck by a heavy sea, which carried off her mainmast and sprang a leak in the vessel. She was rapidly sinking when the Crom well providentially hove in sight and rescued all on board. The names are—Charles Layton, captain; W.
