The Enquirer says thfiV Cof. Sliu ter is considering toe..proprig|^of proposing to the cities immediately interested ta the enterprise the plan of endorsing the bonds of the company, instead of subscribing to its stock and issuing their own bonds. This change would make the interest payable by the Railroad Company instead, of the cities. There can be no doubt, says the same pa per, that the road, if completed, would have an immense business—a business as large as it could do the year throughout, because when there was little doing in the transporta tion of grain aDd other through merchandise, the valuable anil varied minerals along the route would be never failing objects of trans portation—and that, its income, like that of the Memphis antTCharleston Railroad', would enable it to pay expenses and interest, and reserve a large sinking fund every year for the payment of the bonded debt. This road runs parallel with (he Georgia State Road; passes through a better country; has more advantageous terminal connections; aud will command as large an amount of; freight and travel. COTTON TAX UNCONSTITUTIONAL. We have never doubled, and have repeat- edlj’ asserted that the imposUlOttfi (the Cot ton tax was a flagrant violation of ihe Con stitution and of that principle of equality which underlies all just and impartial legisla tion. It is grntifytag to Observe th of the lj$j£ i^gBla-iOf with us in opinion upon- this subject. And would the Supreme Court of ihe United-States so decide in the event jtbe question was carried before it for adjudica tion? REPI.Y. New York, Sept. 20, 18GC. Dear Sir:—Your note of the 3d, is re ceived here. The question you have-put ta me 1 have heretofore considered. M^opin- ion is that the tax of three cents, imposed by the act of Congress you refer to, is mi-; constitutional, and I believe the court will so decide. Very respectfully, Your obedient servaot, Reverdt Johnson. It is stated that the cotton planters of Wil- eox.county, are concerting measures to have the question tested in the Supreme Court. They have, however, held their ow%- despite the overpowering number and activity of thebr opponents. * It ia believed by the leading Democratic organ iu New York that the official figures, when in, will show heavy Democratic gains in pH the States. An unusually large vote has oefcn polled, even larger than the Presiden tial vote in 1864. Both parties exerted them selves to the utmost, but it is apparent that the Democrats, although unsuccessful, have gaiqed iu number*while the Republicans have lost. Upon the whole the results of the election were as favorable to the President's policy as we had a right to expect them to be. It is now demonstrated that the strength of the two parties in the most populous States is so nearly balanced as to relieve the public mind of apprehension arising from the danger of Radical measures. So long as nearly one-half of the Northern people are opposed toopp fisca- tion, hanging and disfranchisement, the South has Nothing to fear at the hands of the Radi- eals. A very slight change in public senti ment tfhich is almost certain to follow the first act of violence on the part of the Rad*-, cals would throw the balance of power on the other side, and therefore the extremists will more cautiously leak they make their positions in public life insecure.
