State of Georgia. Executive Department, Milledgevu.ee, Ga., Oct. 13, 1866. | In conformity with an Act of the General Assembly, approved 12th of March, 1866, numbered 10,* it is ordered— 1st. That all bonds and coupons of the State of Georgia now dne, and which were not issued in aid of the late war, wheresoever made payable, may be fnnded on presenta tion at the Treasury of the State, in mort gage bonds of the State, bearing seven per cent, interest from the 1st day of July, 1866, that being the day of their date. 2d. That all coupons’ payable in New York, or in London, now due, and embraced in the descriptive list famished the agency by the Treasurer, may be funded in bonds described above, on presentation at the Na tional Rank of the Republic, New York. 3d. That all coupons funded in New York be marked paid, and returned to the Trea sury with a descriptive list of the bonds is sued in funding’them. 4th. That the Treasurer endorse, or cause to be endorsed, on each bond funded, the name of the person presenting it, and that a registry of all bonds issued in the funding process be kept in the 'Treasurer’s office. 5th. No interest is allowed on bonds or coupons after maturity. Charles J. Jenkins, Governor. Treasury of Georgia, I Milledgeville, October 13,1866. J Holders of over-due bonds and coupons of the State of Georgia are hereby notified that, in accordance with the above order, they can receive for them, on presentation at this De partment, new bonds of the State, dated 1st July, 186G, due twenty years after date, bear ing interest at seven per cent, per annum, payable semi-annuallj-, in January and Jnly, and secured by mortgage on the Western and Atlantic Railroad. The bonds being in sizes of $500 and SI,000, holders must present their bonds and coupons in multiples of these sums, or make up their deficiency in currency. No provision for payment of interest after maturity of bonds or coupons having been made by the Legislature, it cannot, of course, be allowed at this Department. Persons sending bonds in under the above order are requested to write their names legibly on the margin, to guard against mis takes in their entry on the records, as ordered above. Jno. The condition of the country ’ at this time affords convincing illustiation of the importance and justice of such a law in Georgia. While the present exemption might in clude a very mean hovel in the country, any sort of a domicil in - our towos and cities would exceed in value the sum embraced within its provisions. Is there any justice in exempting even the humblest farmer’s homo, while the cot of the town laborer or mechanic is subject to levy and sale? This is a series of school books which have been before the Southern public for the past four years, having been issued during the late war by Messrs. Sterling Jc Albright,, at Greensboro, North Carolina, when South ern schools conld be with great difficulty supplied from any other source. The favor which these books received from Southern teachers and parents has indaced the author to revise and materially improve them, and to place them before the public in a style equal to any series of school books in the market. Numerous pictorial illustrations and new stereotype plates have been pre pared, and tbeir mechanical aa well ns their intrinsic qualities are pronounced equal to any series of books of tbeir class published anywhere. The series embraces primers spellers and readers, the lessons of which have been ar ranged with special reference to tbe princi pies of progress—the subjects being calcu lated to instruct by interesting tbe pupil. Tbe author, while carefully excluding every thing that would tend to foster sectional an imosities, has given dne prominence to home interests, employments, literature, Ac. His selections have been taken largely irom Southern writers and orators, thus making tbe pupil acquainted with the beat specimens of Southern intellect and eloquence—a merit which does not attach to any other series of teaders within our knowledge. This, to ns, is a strong recommendation, and one which should have its effect upon Southern educa tors, as one of tbe best means oi preserving and recognizing oar own literature. Tbe author Is a practical educator of thirty years’ experience, and, if we mistake not, was at one time tbe principal oi a flour ishing and popular school in this city. - Besides the above, “Sterling's Southern Series of Writing Books,” prepared upon new, plain and practical principles, Jo ac company “Sterling's Southern Readers,” is bronght to the attention of Southern teach ers. Cotton Going Eastward.—We are told, says tbe Columbus San, that trains now tud directly through from Montgomery to Savan nah, and return tbe same way. Cotton ap pears to be seeking tbe Atlantic coast, and it comes from as far West as Selma, Ala. The demand for shipment over the Montgomery and West Point road is now greater than the capacity of the transporta tion. There is a probability that in a short time a reduction of freight from Montgomerv and other points to Savannah will be made. This will greatly add to the large amount of eotton which is now being moved from Ala- Tkoubles with the Coolies.—Fieqnent revolts are reported among the Coolies in Cuba. On the 28th ult., they killed the foreman of a factory. Their resentments are so violent that they do not hesitate to avenge an affront with mnrder, and if the object of tbeir revenge escapes, they often commit suicide from sheer desperation.
