THE failures of conventions. One of the most remarkable political f .lures of the times is the utter failure of c; aventions. The three Philadelphia Con- v ntians have all been failures. The first was a Conservative Convention of Democrats nntl Johnson Republicans. That hag been almost entirely broken down by the bad faith of most of the Conservative Repub licans in adhering to their old party lines and organizations. The second and third were Radical Conventions,.a sort of Siamese twin compound of Southern “Loyalists,” so- called, aud Northern fanatics. They have fallen through by the dead weight it is be lieved of the extreme. Radicalism they car ried. This is verified by the split in their ranks upon the Constitutional amendment— one wing, led by the New York Times, in favor of that measure, and the other, headed by Butler, advocating more extreme political remedies. Treachery proved fatal to the first convention; too much nigger it may be will ruin the hybrid second and third Meanwhile the masses have struck out wildly on different paths, and, regardless of conventions, are moving for any point where they can head off Johnson as the only way of settling the whole business. The truth is that these antiquated modes of operating on ‘ the public mind have had their day. The mere dictum of a convention is no longer potent with the people.- AH the old parlies and the power of the old convention system wci-e buried by the war in one common grave. The people, wild with excitement, now spurn the dictation of the wire-pullers, aud think and act for themselves, and find in the Radicalism of a powerful and unscrupu lous press abundant material on which to base their opiniou9. There is not the slightest probability that conventions in the future, let them be Democratic, Conservative or nigger, will have any special effect on the views or purposes of the masses. tet ns hope that in the present chaotic condition of parties that some of the bad men may yet be ousted from power by the adoption of sonuder views of constitu tional liberty and the acceptance of a policy looking to a speedy and just settlement of the difficulties between the two sections. The re-establishment of’ harmony and good feeling among the people of the several Slates should now be the highest aspira tion ot every patriotic heart. One of the worst and most deplorable results of the war is the enmity'and bitterness it has left be hind. If those who have been offended and wronged on either side will not relinquish their jClaims to vengeance, and will insist upon reclamation, the consequence will be that sectional feuds disturbing the geueral peace of the nation will never cease. IAMBS FUR MAIMED SOLDIERS. It is stated by the Macon papers that Dr. Bly, ttie gentleman with'whom Governor Jenkins contracted to furnish artificial limbs to such of tbe soldiers of this State as are unable to supply themselves, has failed to meet, promptly bis engagements, and tbe re sult is that many of those who are entitled to artificial limb3 are visiting Macon, spending all the money they can command to defray expenses, and are disappointed. It is related that one gentleman traveled over two hun dred miles, and that it cost him more to come and return than the limb desired was worth. Dr. Bly is supposed to be in New York, or some other Northern city, making arrange ments necessary to tbe establishment of bis limb factory in Macon. It is therefore sug gested that the disabled soldiers remain at home nntil notified through tbe press that things are ready. Attempt to Capture Matamoras.—The Northern papers contain “fall accounts,” running through all the degrees of late, later, latest, of an attempt made to capture Mata moras by the American corps, under Gen. Ford, assisted by the gunboat Cbinaco. Their object was to release General Tajia, legally appointed Governor at Tamaulipas, and now a prisoner in tbe hands of Colonel Canales, tbe usurping commandant. It is impossible to make heads or tails of tbe contused narrative, tbe dramatis persona being so confoundedly mixed np. It, how ever, appears that Matamoras was not taken, though it ought to have been, tbe American corps retreating after they had virtually oc cupied the place without opposition- The captain of the gunboat, why it does not ap pear, surrendered ber to General Brown, tbe American commander at Brownsville, who refused to give ber up on the demand oi Col. Canales. Gen. Tajia was released, it is not stated wby or wherefor. Rumored Resignation of Mr. Stanton.— Rumors are again rife in political circles res pecting the anticipated resignation ot Sec retary Stanton. The National Intelligencer which has close relations with the Adminis tration, noticing the dispatches sent from Washington City to the effect that Mr. Stan ton bad written a letter to tbe President ask ing lobe relieved of ids position as Secretary ot War, says that the statement wa9 at least premature ; that np to the ]7tb instant the President had received no such communica- tiop. It is understood, however, says the' same paper, thaYhe has signified his inten tion to retire as soon as his annual report ia completed, and that, on account of bis health, he would not be averse to spending a tew years in Spam as Minister at Madrid. It is rumored that in the event of his resig nation it is not improbable that Gen- Sher man wtli be requested to accept the position temporarily. Enormous Receipts from Internal Reve nue.—The receipts from the internal reve nue sources exclusively, up to the 17th, amount to $115,500,000, which is in excess of $1,000,000 per diem, from the beginning of the present fiscal year, the 1st of July. It is believed that the income from this source will reach to nearly the same figures as those of last year, which will be Urgely in eIce88 of the amount estimated and required, leav ing a heavy surplus to be appropriated to the liquidation of the national debt. *° —General $anta Anna denies the story of tbe purchase by him of ten thousand Enfield rifles. ceedings of a special meeting of Conpcil, held yesterday, that the committee appointed at the last regular meeting, under tbe resolution of Alderman Wade, to investigate and re commend fiction on tbe subject ot tbe im provement of the harbor, have turned the matter over to His Honor tbe Mayor and the Commissioners of Pilotage, with authority to purchase the necessary machinery for clear ing out and deepening tbe river channel. A resolution was also adopted at the meeting yesterday authorising the Mayor, in conjunc tion with such person as he may appoint from tbe Commissioners of Pilotage, to pro ceed North at once to select and purchase such drqflgiDg machinery. Tbe prompt and liberal action of tbe Council in this matter is highly commenda ble, and will, we feel confident, meet the unanimous approbation of our citizens. In view of tbe bet that, Mayor .Andersen and the Commisaiocen of Pilotage have had tbe matter under cooskferat ion for some tiaie past, are wellinformed of the actual condi tion of the river and folly impressed with the importance of a speed accomplishment of the proposed improvements, the action taken cy the committee of Council is, we think, the best course that could have been adopted; and from tbe prompt and energetic spirit manifested by Council in placing tbe - ueces sary means at bia disposal, and tbe well known energy of His Honor, the Mayor, we feel confident that no time will be lost in the SIGHT DISPATCHES.
