The following from the Btate Department in re
lation to tho scheme to induce freedmen from the
United States to emigrate to foreign countries has just
been issued: v

To His Excellency the Governor of the State of :
Sin: On the 6th instant I had the honor to address
a letter to you, informing you that schemes were on
toot to induce freedmen to emigrate to foreign Qoan*
tries and particularly to Peru, aud suggesting that all
legal and moral means at your command should be
used to prevent what was believed to be an attempt
under specious promises of advantage to practice im
position upon the ignorant freedmen of. our country.
Referring to that communication, I have now the
honor to Transmit for your information extract* of the
dispatch addressed to this department by a Consul of
the United Spates in Peru, under date or tho 18th
ultimo, which prompted the suggestion* upon the
spbject referred to which have already been made.

I consider it ray duty to advise the Government that
a person named Millau, a native of Chile, resident in
Lima, has departed for the United States with the ob
ject of contracting for two ihousaud families of ne
groes for this country. The intention if tho party or
parties interested is to give the speculation the color
ing of flee colonization in that country, but here tho
negroes are to be sold in the same manner as the
Chinese coolies for the term of eight years for the
sum of $375 each, under the pretext of remunerating
the speculator fur passage and advance money; the
negroes to receive during the eight years, twenty-five
cents in Bolivian currency daily, equal to thirty-three
and one-third percent, less in hard money. There is
no necessity for me to enumerate or depict the horrid
cruelties and sufferings and ill-treatment inflicted
upon the Chinese laborers, aud which would be the
fkteof the dc uded people brought hero under this
contract, if permitted to be carried oat by your gov
ernment. * * * * * I will only odd
that the greater part of the negroes are already con
tracted to planters on the terms above mentioned. I
leave the matter to your better judgment and decision,

Indian Outrages In Colorado.

The Denver City News of the 12th instant contains
the following dfopatohee;

continues. Col. Al- xander and citizens drove them
into the mountains a few days ago, but yesterday they
returned to tho head ul the Huertano aud commenced
their bloody work of murder, stealing and shooting
cattle. Settlers are dcser.iug their homes and going
to the forts. If we d »uot got help immediately, no
one can foresee the end.
Eadito, Upper Huerfano, C. T., Oot. 8,1866.—I find
my>e l here surrounded by Indians. They are killing
people and taking horaea. They had a fight with sol-
dim s ana citizens on the Puerg&torie, then came to
Quincuaras, took stock andtht-ncametotheBuerlano,
killed two meu, took all the horses for twelve miles up
the creek. They are determined to murder or drive
all the whites trom this country.

Political Affray is Missouri.—On Saturday last,
k ►enous affray occurred at Lhe town of DeKalb, in
this county, iu wuich three men were dangerously
wouud«-d aud two horses killed. It being the day of
r gistratiou, a number of people were present. While
the registration was go ng on, some Radicals b^an
denouncing all Johns u men as bushwhackers. The
Conservatives retorted that they were better than
horse thieves. At this, two of the Radicals drew their
pistols and fired, killing a couple of *Muable horses
oelonging to John G-ibbert and J. Higgmbottom. The
fire was returned, wounding Thomas Barns in the
arm; James Dixin the thigh and arm. and Joseph
Ogden in the hand; all severely. Dix will probably
die, and Ogden will suffer the amputation of the right
hand.
Cubxous Report from Mexico.—A Washington
dispatch to the Boston Journal gives this rumor:
Mexican affairs are assuming a definite shape, and
information of the highest importance on that subject
will be made public in a day or two. Treaties have
been agreed upon, and are now under process of ex
change. The Freneh troops aud Maximilian with
draw this year from Mexico. The United States
sumes the protectorate over the Republic, guarantee
