In view of the approaching election in New York, the process of making loyal citizens anil voters is progressing with wonderful ra- p : lity. For more than a week past tile Su perior Court lia9 been occupied- in the busi ness of naturalization, and the Post estimates that from six to seven thousand naturalization p.ipers have been perfected in that time. The Post says there arc some curious features in the naturalization business this year. The requirements of the Registry law, as it is interpreted, have unsettled the usually ad mitted rights of large numbers of persons of foreign birth, who are not to be permitted to vote unless^they can prov^ tjhat they be came citizens regularly by the naturalization of their fathers. Annoying as this maybe to the candidates for citizeusbip of “the best government the world ever saw,” they may be thankful that tbc late war has wrought a change in the feeling of hostility to foreigners which pre vailed in the North in the days of Know Notbingism, and that Irishmen and other foreign-horn persons, whose volunteer mili tary organizations were then disarmed and diBbauded as unworthy to stand under the flag, are now deemed worthy of citizenship without twenty-one years or a life-time of probation. They are now regarded in re spect. to citizenship on an equality with the citizens of African descent. The elective franchise lias been cheapened and the stand ard of political intelligence lor the exercise of the right of sell-government has been lowered. But the once proscribed Irish Catholic need not comp’ain, as he is now ad mitted to ail .the privileges ol the most favored nation and color. It is to be hoped that our loreign-born lellow-citizens of the North are duly grateful for this condescen sion. - INTERNATIONAL OCEAN TELE. GRAPH. We had the pleasure yesterday of a call from Col. \Ym. H. Heiss, Superintendent of the International Ocean Telegraph Company, and Col. A. H. Cole, ol Florida, Vice Presi dent of that company. They are on their way to Florida, to make surveys prelimi- najy to the construction ol a line from Ha vana, Cuba, to the North, which will proba bly pass through Savannah. There is no doubt of the success of this enterprise, if our information is correct. We have seen sev eral very complimentary notices of it in the leadingJNew York dailies, including one of a substantial presentation to Col.Heiss, for many years connected with telegraph business all over tho continent, by his friends there. The following is from the New York Daily News: The International Ocean Telegraph.— The preliminary steps towards building the International Ocean Telegraph Line are being taken, and the work will be pushed forward as rapidly as possible. Mr. Wm. H. Heiss,one of the oldest telegraph superintend ents in tbc country,has accepted the important position of Superintendent of the Interna tional Ocean Telegraph Company, and the compauy were fortunate in securing the ser vices of this gentleman, whose great expe rience and eminently practical abilities will be of Itie utmost value in insuring success to the great enterprise. Superintendent Heiss will saill from this city on Saturday, 20th insL, for Florida, through a portion of which State the line is to be bailt. He will make surveys, and determine upon the route to be adopted. Several leading citizens and pub lic men of Florida have suggested that the liue be built from Fernandina to Cedar Keys on the west side, of rhe State; thence by cable to Havana. This will be determined upon by Mr. Heiss, if the practicability of the suggested route is made manifest by per sonal inspection and survey. It will be not many months ere the cities of New York and Havana will be iu telegraphic communica tion. Col. Heiss is well known in Georgia, Florida sed South Carolina, as a very enter prising and able mau in the telegraph busi ness. Report of the Commslsstefrer or Customs- Abolition or the Spanish Slave Trade. Washington, Oct. it—Tie Commissioner ol Cus toms has prepared s statement called for by resolu tion passed by the Rouse during the last session with reference to the dhpoeition made of all the cotton and other property coming into the hands of the Treasury agents during the war. The State Department has reoeired a copy of a Spanish royal decree, intended to make impossible henceforth the proeecntloa of the African slave trade in Cuba and Porto Bice. It provides for the emanci pation of every personfwbo la in slavery in those pro vinces whenever they touch the peninsula or its ad jacent Islands. Fights with Indiums. New Tore, October 3*.—A Los Angelos dispstoh says a fierce fight has occurred between citizens and a. numerous hand of Indiana in the vicinity of Hanly- ville. in which fifty of the litter were killed. St. Lome, October 24.—Lata Montana advices Mate that fifty Sioux Indiana recently attacked an encamp, ment at the mouth of Milk river. After five hours’ lighting they wen repulsed, with a,toss of twenty-one killed. The whites had four killed and several wounded. FoaUsraAU gen. New You, Oct. 24.—The brig J. Webb, from Wil mington. N. Ail of the printers in the gov »nmc:Lt offices in Washington and in private offices, except those at work on the newspapers, ure on a strike. They demand that the eight hour system be adopted. The govern ment has reconsidered its action and posi tively refuses to pay the old prices for eight hoars of labor. A Political Straw.—Wendell Phillips, who is the thinking man- of the Radical party, and who always speaks out plainly what he means, follows up the attack upon General GraDt commenced by Ben Butler, Jack Hamilton and smaller lights some weeks since. In his Boston speech he assailed General Grant as being responsible for the riots iji New Orleans, and declared that the Union commander occupied a “humiliating position.” In the Associated Press report of this passage in the Radical leader’s speech it is said that his allusion to the General re ceived “applause and hisses.” Every paper, except the Tribune, pnblisbes the account thus. The Tribune mutilates the report, and prints it as “applause and cheers. ”— Straws show which way the wind blows. Constidtional Amendment. —Passengers by the steamer from Savannah, repor a tel e- gram from President Johnson, recommend ing the Legislature of Georgia tog adopt the Constitutional Amendment. — JacksonviUe Times. The passengers who carried the report were false packed. No such telegram haa been received here or elsewhere, so far aa we are informed. Ootton Salk.—A sale of- Georgia cotton was made on Friday in New York by John H. Diaper A Co., under the direction of the United States Cotton Agent, Simeon Draper. There were 1,800 bales. The prices were as follows : Strict middling, 42c.; strict low middling, 39 l-4c.; good ordinary, 37 7-8c.; ordinary, 33 l-2a33 3-4c.; low ordinary, 29a29 l-4c.j rebaled cotton, 32 l-4a45c. Arthur Williams and his iamily oh Monday morning last have been arrested, and con fessed the crime. One of them waa the keeper of tho ferry over Chattooga river, and one—whether the same or not, we did not learn—was formerly owned by Col. Nat. Thornton. One confesses that he took Mr. W’s gun and se verely wounded Mrs. Williams in ths head and then ravished her—and asserts that the other killed Mr. W. and the two daughters with an axe. They then made search for money, but. as they allege, fonnd none. The people of Kinderhook, N. Y., are in a terrible state of excitement over a haunted mill. The inhabi tants of the place go about with uplifted hands and horror expressed in the<r countenances at the “di dos" cut up by “the witch of the mill,” as they call the strange apparition. Monday the witch is said to have exhibited heraelf. running along tho eaveb, mounting the cupola, throwing the bricks, stove pipe, plank, and everything else Imaginable at passers by.
