The New York Times, through its oracle, Mr. Raymond, invites Mr. Stephens to stump the South .in favor of the Constitutional Amendment. It says: “Now, let Mr. Stephens, laying aside all personal considera tions and sell objects, go to work and use the unequaled influence which be possesses in the South to get, first, the State of Georgia, and then the other States of the South, to ratify the Constitutional Amendment. Though his powerful Union speeches, six years ago, failed to keep Georgia the Union, we have little doubt that he would succeed with the pres ent measure; and thus he would bring back his own State, and perhaps others, to the en joyment of all their constitutional privi leges—an object which he undoubtedly has much at heart. Such an example on the part of Mr. Stephens would be a very noble one in every respect, and would commend him to his countrymen of all sections. Moreover, • it must be remembered, that neither his exclusion from office, nor the ex clusion of any other Southerner, is made ir revocable by the Amendment. For it is ex plicitly provided in the third section which establishes and limits the disabilities, that “ Congress may, by a vote of two-thirds of each House remove such disability. ” It is more than likely that favorable action would be taken in his case, under this clause, if he were to pursue the course referred to. So that, after all, he would be only temporarily debarred from public life. The Legislature of Georgia meets next mofitn, and we shall see what policy Mr. Stephens will pursue in the matter.” By way of comment on the above, the At lanta Intelligencer acds the following: “If Mr Baymond—so aptly termed the little villain,’ will read the pood book of St, Commission Merchants.
