Washington, Oct 10.—The State Department has received a communication from our Consul at Guy- amas, dated September 11th, stating that the evacna- ti- uof that port and State (Sonora) by the French squadron, will take place on the 14th September. He w as officially informed of this fact by the Admiral in c jmmaud. The preparations for embarkation, which have been going on for a tew {lays, and the fact of the withdrawal of these forces, have created a panic among the population, both native and foreign, and, inconse quence. the steamer which leaves on the 13tii for Ma callan and S li Francisco would be crowded beyond her capacity. The merchants and respectable fami lies not compromised in the political difficulties, ap prehending damage from the lower classes during the interim of the withdrawal of the French troops and the entering of the Liberal forces, have sought the pro lection of the United States Consul, who baa ad- dr ssed a letter to Governor Ptsquera, Chief of the Liberal forces of the State, with an appeal to his generosity in beh.'ilf of those who are threatened with ruin, and* who are now preparing to flee the country. This has had the effect of quieting apprehension. Tiie State Department has also a communication from our Consul at Peru, informing our Government that a native Chillian resident in luma had left for the United States, with the object of contracting for 2,000 families of negroes for that country. This speculation is until r the color of free colonization, but, in fact, the negroes are to be stolen in the same manner as the Chin: se Coolies for the term of eight years. The Slate Department issues a circular to the Governors i the several States, suggesting all legal and moral means to prevent the consummation of such a wrong. A delegation from North Carolina and Virginia called .-ui li-e Commissioner of Internal Revenue this morning, witlia view to having a chance made in the regulations issued by that officer governing the ship ment of cotton. Such a letter, we are assured, has been sent to Gov ernor Haw ley, of Connecticut We should be glad to know that the statement is not true, and still more gratified to believe, on authority, there would be no response to a call so uncalled for, illegal, and revolu tionary in its purpose—but these vile men, who have lived and thriven upon the horrors of war, and who are ready to sacrifice right, reason, and liberty, and everybody’s property but their own, to the passions of the Lour, are ripe and ready for the worst that can be contemplated, and it becomes all conservative men to b* ou tae watch for this threatened demonstration.— y. It will prevent Worms or Insects from destroy ing either plant or grain, and wherever it is applied every kind of worm or insects will instantly disap pear, its properties being repugnant to insect life of every kind.
