Ar much interest is felt throughout the country iD
regard to the prospects of the cotton and other crops
we will b«- grateful to our planting friends and others
n the interior for information on that subject. Those
who have opportunities for obtaining valuable infor
mation in regard to the growing crops, the working
oi the tree-labor system, and kindred matters, of gen
eral interest, will confer a favor by communicating
the same to us.

A statement has gone the rounds of the
press throughout the country to the effect
tl .t there is a general disposition on the part
o. the people of Georgia to" repudiate the
p : monf of all debts contracted before and
during the war, and that an effort will be
made on the meeting of the Legislature to
relieve the people hy its actioD of the pay
ment of these classes of .obligations. We do
no' deny that the imputation is applicable to
a few of the citizens of our Slate, but we un
hesitatingly pronounce it a calumny when
applied to the people of the State generally
or any considerable portion of them. It has
been said that the plea urged for repudia
tion is (he loss of slaves and the failure of
the crops. That our people, in common
with the South generally, are groaning under
the weight of calamities resulting from war
and other causes ist known to us all from
sad personal experience; but no calamity,
personal- or political, however great, can
justify the voluntary abrogation of contracts

would undermine personal and private con-
fidence. upon which are based all coutraejs
aad busiueas transactions, and should, there
fore, Uadiscountcnanccd by every honest and
law-abiding citizen. It has been said that
the movement, contains the elements of
popularity, and if taken up as a hobby by
politicians we may expect to see it become
successful, iu 6pite of constitutions pro
hibiting the enactment of laws impairing the
obligation of contracts. We do uot believe
t hat the mere discussion of this aad other
less objectionable propositions for relief is
-evidence of a purpose to repudiate, but on
tiro contrary arc assured that the measure is
reprobated by the great mass of our people
as disreputable and ruinous to the best in
terests of society.
While we think that legislative action for
lire relief of debtors is both proper and nec
essary iu the altered condition of the coun
try, yet: such action as is contemplated by
tiie few who are importunate for repudiation
is indt Sensible alike on the score of policy
and morality. If it were, indeed, that re
pudiation must follow, we should much pre
fer to see it as the result of settlement be
tween the contracting parties than enforced
by the law making power, if it possessed
the power. But it is well known to every
intelligent, person that the constitutional
provision that “no .State shall pass any law
impairing the obligation of contracts” has
more than once been adjudicated hy the Fed
eral nud State Coui ts, audit should not be
overlooked that members of the Legislature
take an oath to support the Constitution.
What Is meant by the .“obligation of con
tracts?'’ In view of the possibility that the
answer to this question may not be actually
known to sooio»of our readers who have
been discussing the question of repudiation,
we give it as expounded by Chief Justice
Marshall. He says: “A contract is an
agreement in which a party undertakes to
do, or uot to do, a patticnlar thing. The
law bindlrbim to perform his undertaking,
and this R of course, the obligation of his
contract In the case at bar, tine defendant
lias-given Jus promissory note to pay the
plaintiff a turn ot money on or before a cer
tain day, and this is its obligation- Auy law,
which releases a part of the obligation must,
in the literal sense of the word, impair it.”
This is common sense, and ‘is recognized and
respected as authority among all the en
lightened nations of the world. Cn another
occasion the same Chief Justice, whom
we ail recognize as infallible when expound
ed? the law, aiter showing that obligation
and remedy are distinguishable from each
other—that the first is created by act of the
pallies, and the last afforded by the Govern
ment—says: “If the iaw go further (than to
regulate the remedy) and annul the obliga
tion without affording the remedy which
satisfies if, if Us action on the remedy be
such us palpably to impair the obligation of
the contract—the very ease arises which we
suppose to he within the Constitution. If
it leave the obligation untouched, but with
hold the remedy, or afford one which is
merely nominal, it ju like all other cases of
misgovernment, and leaves the debtor, still
liable to his creditor, should he be found,
and should his property be found, where the
Jaw affords a remedy.” No one, not a sim
pleton, will say that t Legislature must
jjot avoid coming in conflict with these high
and ineontestible authorities. , ...
Gut,•or? the other Band, the Legislature
can possibly pass laws, and ought so to leg
islate iu regard to remedies as to give relief
it possible. There are many who advocate d
homestead bill as the best remedy for impend
ing evils. We trust they may be sustained
in this view by the Constitution and public
opinion. If it can be accomplished, by all
means let it be done. Others reccom-
meud that a law be enacted similar to one in
Kentucky, whereby all real estate levied on
execution shall, previous to sale, be ap
praised—perhaps the price at which it was
given in on the tax books of 1800 would an-
swer _ahd unless two-thirds of tbjs price, yc
more, shall be bid for the property* ot the
sale—the, creditor having tfw privilege of
tilting it at that price if he chooses—Ah*. solo *
shall be barred, and the property be- Moi '
from that execution sod all others, in layer,
of the same creditor, for the space say of three
years.

equally impossible to phy the debt of the
people. We are almost driven to the con
clusion, at times, that human wisdom cannot
get us out Of ouy troubles, and that great dis
tress is inevitable. Bnt let the people them
selves feel that the remedy is mainly in their
own hands. They mash compromise debt* nud
they are doing so, and will continue to do so.
Let the Legislature enact every law far relief
which they mu pass, bnt let the people do
their doty too. Creditwgupist lose, but not
all due them. They have rights. We must
practice rigid and self-denying economy, and
industry, energy, honesty and frugality will
be crowned with success. Bealizing our pov
erty, we must eonform our habits and our
modesuof life to our impoverished condition.
The Legislature cannot make money, and
tinkering with obligations and remedies is
dangerous. Repudiation is an expedient full
of peril, destructive of credit, an the proper
use and regulation of which our future suc
cess, in a measure, depends. We have an
assurance of the supply of our food and rai
ment if we are energetio and economical,
trusting in a kind Providence; and ntp dis
charge of onr obligations, excepttonorably,
can compensate for the Icis of self-respect.
Let us not despond. Let the Legislature
meet its responsibilities; let the people, who
make the law-makers, perform their duties
of forbearance and compromise. Resolu-

to have held a commission in the ex-Confed-
crate navy, and who seized foe steamer Chesapeake
dnrtng the war, his been- todltCod by- the Grand
Jury for murder and piracy on the high seas. He will
be tried at the next session sf the U. S. Circuit Court,
Prom Canada.
Hamilton, C. W., Oct. 30.—A grand dinner was
given to the English Confederation 'delegates lest
night. The speeches were remarkable fbr the entire
absence of any allusion to the Fenians or Secretary
Seward’s letter to Sir Frederick Bmce.
Yellow Fever on Shipboard.
New York, Oct. 30.—The United States
Bienville, tram St. Thornes, is lying at quarantine
with eighteen of her crew sick with yellow and inter
mittent fever, on board. Fifteen others died on the

Fortress Monroe, October 30.—Ex-Confederate
General Dick Taylor arrived here this morning, on a
visit to Mr. Davis, end remained in the Fort to-day.

had occasion to call the attention of our peo
ple last Spring, and the interests involved
have been greatly enhanced by its rapid pro
gress under the efficient management of the

New Yobi Euantn.—The election in
New York takes place on the 6th proximo.
The Democracy are —ngnine of success in
the election of Hoffman for Governor. The
New York World of the 36th instant says the
Radicals are everywhere sounding the alarm
of danger to their followers. They are be
coming convinced that Hoffman willfbe
elected. The Hedical State Central Commit
tee, becoming conscious Of the hopelessness
of their causey have sint out a secret circular
ito their followers in the interior, urging them
to go from bouse to house and appeal to the
people to vote for their ticket They state
that unjess this is done, the State is lost.
The Democracy are fighting nobly and hard,
over a hundred speakers canvassing the
State. The Times admits that the Radical
majority in the interior of the State must be
considerably increased, according to present
appearances, to overcome what is likely to
be the Democratic preponderance in the city.
Lake City Pros*.—We had a call last
evening from Capt. £. W • Davis, editor and’
proprietor of the above ably conducted
weekly. The “Press” has a large circula
tion in East and Middle Florida, and' is u
desirable medium fbr the advertisements of
our merchants who desire to make their
business known in Uiat’ region. Indepen
dently of the regular weekly circulation,
with a view to benefit bis Advertising patrons,
a liberal number of the paper is distributed
gratuitously, daily, throughout the trains on
the Pensacola and Georgia, Florida, Atlantic
and Gulf, Central and Florida Branch, Raii-

home to Tallahassee, Florida, in company
with the son of the late Commodore Dallas.

Napoleon sent to know how she fared, and
on receiving the required Information, set-,
tied on her for life t^e sqm of 20,000 francs,
or $3,800 in gold^anauaUy. The Priuccss
married one of the immediate descendants of
the King of Naples, sad is just returning
from a visit to Paris.
