There la a disposition to yield on the rates of timber and lumber, and to advance the rates on dottou and merchandise, produce, &c. We quote to Baltimore and Philadelphia, on lumber, $10; to Boston, $11—on Umber, $12^13. Cotton.—The market baa been remarkably free from fluctuation during the past week, and a fltir buai- neas transacted. About 1,000 to $1,200 bales have changed hands. To-day tflie inquiry was small, buyers not being disposed to yield the prices aakgd, and sellers insisting on 35>£®86c. for New York middlings. The offsriug stock'is large, and of a good quality, but many orders have been either withdrawn or restricted, and v the supply is therefore accumulating. Bxcxirrs.—The receipts, though still augmented, are not as much so as last week. We have here 8,218 bales, against 7.84T for the week previous. The ex ports are 6,256 bales, against 5,120, all coastwise, and the stock on hand li.100 bal» s, an increase over last week of 2,962 bale*. The receipts at the principal ports to tho.23d are 73,000 bales, against 275,000 laat year. Chop.—The flue weather for picking, that has lasted for flv© weeks, hfia greatly encouraged estimates, though nothing ia yet hazarded aa to figures with any degree of oonfldeooe. This will probably now be ap proximately detertniaed, as the long dreaded flrost has made its appearamoe. It is, however, ’well assured that the yield wihoxoeed the low estimates of a month ago. The following Statement in regard to the revenue tax we insert, to order to give it publicity, as it so nearly concerns the interest of plftuters, Ac.; Washington, Oct. 23.—The Commissioners cd the Internal Revenue have issued additional regulation* conc erning the transportation of cotton in bond. The bond may be given by the consignee in tbe district to which the cotton is to be shippt*d. and transmitted to the Collector oi the district in which the cotton is pro duced. The bond being properly filed, the sasessor will latino permits based upon the weight as reportea by the owner, any want of accuracy .in such teport w weight to be corrected by the certificates of the weigher at the point to which the ootton was shipped. This avoids the necessity of having the cotton weighed uy a government officer prior to shipment. The <ua regulations still remain in force. And will be observed wherever the parties wish to ship in the manner there provided. _____ Cotton.
