Quitman, Ga„ Nov. 2, 1866.
Editors News and Herald :
If you will allow us a short space in your
columns we will report to your readers the
proceedings ot a large and respectable meet
ing of the citizens of our county, held in
Quitman on the 30th ultimo. This meeting
assembled by request of a previous meeting,
held a few days before. The object of the
meeting was made known by circulating
band-bills throughout the. village and coun
ty-
The object, as set forth in those band-
bills, was relief to debtors. Various kinds
ot relief were suggested and discussed by the
citizens; sUC-h, for instance, as remodeling
the present stay lay, with and without grant
ing further time, as at present allowed, also
partial and total repudiation.
The subject necessarily produced con
siderable interest, as well among those who
were involved as the capitalist.
At the opening of the meeting, Mr- W.
Beddingfield was called to the Chair. Mr. O.
L. Linsey acted as Secretary.
On motion a committ ee of five was ap
pointed by the Chair. This Committee con
sisted of Col. C. W. Styles, Messrs. Thoe. N.
Arrington, H. J. E. Roj .ser, Curtis Carroll
and R. A. Durham.
The Committee then re tired, and in a short
time returned and repo rted the following
resolutions :
Resolved, That in co.nsequence of the
enormous depreciation of .the taxable value
of the property ot the State of Georgiy the
high taxes demanded by t he Federal and
Slate authorities, aud the faii'ure of thecrops,
it would be unwise, inexpedie nt and unjust
to press the collection of de fits created be
fore and during the war.
Resolved, That in our judj-ment the pre
sent stay law is wholly inac lequate for the
relief of the people, and that we urge upon
the Legislature the propriety and necessity of
early considering additional ai id more effec
tive measures ot relief.
Basolved, That if it shall be found uncon
stitutional for the Legislature i» extend the
rtay law, or adopt such measmras as may be
deemed sufficient, we urge the, calling of a
convention of the people, that thoy may take
the matter in their hands, anil ac’t in their
sovengn capacity.
The Chairman then moved their adoption;
and after some hesitancy a second was obtain
ed. Rut before the adoptin g motion was
submitted to the meeting, C .'aptain EL G.
Turner arose and addressed the meeting in
opposition to the resolutions., refemag to
the action taken by the legislative and ju
dicial departments of the State is of North and
South Carolina, Alabama and Florida upon
the subject of stay laws, and as the subject
of repudiation had been disco seed by some
of the citizens. He referred at t length to the
injustice of improper legislation upon the
credit system, and the imposai bility and un-
constitutionality of total or even partial re
pudiation of private contract s by the State
Legislatures, and closed by .-submitting the
following resolutions as a sub* titute :
■Whereas, We, the people of .Brooks' coun
ty have been invited to expre ss our views
upon the. question of relief to debtors.
Therefore be it
Resolved, That after the most careful re
flection, we are fully satisfied that repudia
tion of debts, whether total or partial, would
be wrong both in principle and policy.
Resolved, That we ask no other relief than,
such as may be consistent with the taw* of
the land. v ■ '•
OoL Styles addressed the meeting, urging
ihf adoption of the report of the committee.
The question On tire adoption of the ffibsti
tute was then caLled for, and the vote was
taken by diviffiosi, and resulted in iavor of
the substitute by a large majority.

Wright and Major Georgg Stapleton during

Mr. Butler, from the committee appointed
for the purpose, reported, the following reso
lutions in relation to the-, death of Hon. Wil.
lard Boynton, of the Twelth Senatorial Dis-
trict,*which were adopted.
Reaolved, That the Senate baa received
witb profound sensibility the intelligence ot
the death of Hon. Willard Boynton, of the
12th Senatorial district.
Resolved, That in his death the Stale has
sustained a great loss, the Senate a wise and
patriotic member, society a useful and emi
nent example, and religion a faithful teacher
and able defender.
Resolved, That tbe Senate will pay proper
respect to the memory of the honored dead;
that they will remember his many virtnes,
and sympathize with his bereaved and af
flicted family. *
Received, That these resolutions be en
tered upon the journal of tbe Senate, and a
copy ot them be transmitted by the Secre
tary to the family of the deceased.
