JENKINS. It gives ns great pleasure to state that we have beard but one opinion expressed in re- gird to the message of Gov- Jenkins, which is that it will compare most favorably with aay similar State paper that has ever emana ted from the Executive Department of this or any other State. His views upon the great topic of National restoration are es pecially acceptable to our people, upon whom he has peculiar alaims on account oi his known rectitude, prudeuce, experience and pre-eminent ability. As a life-long resi dent ot the State, he has become thoroughly acquainted with all Iter wants and interests; as a man of integrity, bis past life is a pledge of t he high principles which guide bis con duct as a public servant; and as a gentle man of capacity, the weight of his fine in tellect must have a largo influence in shap ing intelligent legislation in onr State coun cils- But it is a melancholy faot that whilst his counsels will always meet with a ready consideration in the South, at the North they will be contemptuously rejected by the ruling party as the utterance of a “traitor and even scouted by thousands of those of bis old political BMOCiatea whom be has -so Often stood by, shoulder to shoulder, in by gone contests for the preservation of the Union upon just and equitable terms. It is the rejection of the counsels of such men as Governor Jenkins that has convinced the Southern people that there is nothing they can do the acceptance of wbioh by the North would promote either, their own or the general interests. Nothing is proposed to them by tbe dominant faction North which is worth their seeking. Tae agitators have determined to keep the country unsettled, and exposed to-all the dangers which attend a people divided into hostile bodies- Let them take tbe whole responsibility and bear the whole blame. The representation in Congress which they held out to us on im possible aud vague conditions, and which re treats si wc pursua it, like the ignva JatuuM, is, like the deceptive apparition, alluring us tato unknown and perilous places. The fa bled hag of gold is not to be found, even coulJ the shadow be grasped. In the first place, our represeutation, already inadequate to afford us any protection, is to be cut down below onr just number under the Constitu tion. In the second place, it is to be confined to those who can take tbe teat oath, and who woa d therefore be no representatives at all. Unavailing for tbe first reason, and perni cious because of the second, let us not trouble ourselves about it Let tbe peopled Georgia and the South address themselves, as recommended by the Governor, to iheii material interests and the development of their physical resources. There is nothing to attract us in tbe direction of Federal poli tics. We might, So long as the Radicals are in the ascendancy, be the worse for having oven'an honest representation. We should share tbe responsibilities, but not the powers of tbe Federal authority. The presence of onr representatives might be made tbe ex cuse for additional tyrannies. Any manly word uttered in debate would be made the occasion for fresh vituperations and displays of hostility. We should be there only to be voted down and to quarrel; and the great questions of truth and jnstice, and faith and statesmanship, which the North owes it to its own credit and honor to settle fairly, will be continued to be obscured aud overrided by the clamors directed against us. Tbe recent treachery of promioeut Republicans, who participated in tbe Philadelphia Convention, Nbould bring to our miod9 our past expe riences. Greeley and Logan and Cochrane deluded and betrayed us by their encourage ments to secession. Raymond and others have deceived us with the Philadelphia Con vention, and then betrayed ns by abandon ing that movement after committing ua to it. Wc have in the most solemn manner as- ■ aured the North that we have accepted tbe issue of the late conflict, and arc ready to perform our part in the constitutional system, sod to discharge every duty faithfully and loyally. But, In return for suoii protestations, the Radicals spit in-our faces and spurn our overtures as unworthy of a moment's con sideration. They are the stronger party and therefore feel safe in oppressing and alienat ing and embittering tbe weak; hot history teaches to oppressors no lesson more plain ly tbaa that justice will ultimately overtake them in some form. Let those who are en gendering tbe elements of future trouble bear all tbe blame/ As we cannot prevent It—as bit our attempts to do so but aggravate the danger—let us with a solemn end dignified protect turn to bur local matters j let ns look to our iarma, our workshop^ bur State in terests, our social development and happiness, sad wait patiently the coming of the day when passion and faoatioism shall have ex hausted themselves, and even malice shall have learned shame. We can do much more for our contentment and happiness in this way than we suppose. In tbh language of the Richmond Whig, “let us peddle our own. canoe." FROM EUROPE. A Hitch in the Mails.—Though daily trains run through; to and from Savannah, mail matter for tbk city lays over some where on tbe route and is received very ir regularly. The mail that ought to have ar rived Monday night, did pet get through until Toesday evening; and we have re ceived no mail since up to the present writing, Thursday morning.
