At the last regular meeting of Council, under

called'Upon by the President of the Gaa Company, and,
in connection with him and the Chief of Police, made
in investigation »f the matter.
We found sundry discrepancies in the Police report,
and a sufficient number of them to ooaeinee ns all
that the report was not accurate, and therefore not a
sufficiently reliable one by which to judge of the cor
rectness or incorrectness of the bill. That there were

report was inaccurate in many particulars, I can hardly
considejgft faff to entertain it is acauae for the hfeavr
deduction it rails for. We also ascertained, during
this Investigation, that the time taMpt the Commny

Ihe shortcomings of the Gas Compahy, and; tfiere^
fore, it is by no means certain but that some lamps
were reported not lighted when it was not the duty

time table a policeman might report a non-lighting
whi n it waa all right that thav should not have been
lighted. Under all these circumstances, -and inas
much, so it was too late to remedythe matter 1 far l£e
current month, I would respectfully suggest that the
action of the last meeting be reconiidered, and that
; i the bills for September and October be paid as usual;
and as the Ohier of Police agrses with me in a new
plan to be adopted from the first day of November
next, and to which plan the President of the Gas Com-
, ^i^es, an d by which he is willing that the
Company a Dills shall be judged of-and paid. I would

officer of the night to report to -the commanding
officer at the Barracks the number of tamps lighted
and the number not lighted in eaoh ward, and that
the Chief of Police have that report made up by ten
(10) o’clock on tho following morning, at which time
It shall be open to the inspection of the Gas Compauy,
so as to give them an opportunity ef correcting the
delinquencies Before the following night;.any expla
nations of the delinquencies by the representative of
the Gas,Compauy to be noted in the report; that re
port ttrbe supervised, examined and signed by the
Chief of Police, and such report to be considered as
the guide for th£,#fttlemont of the gas bills until such
time as a more perfect system be strived at and
determined on.

The Committee on Education to whom waa referred
the petition of the President of the Board of Public
Education, asking Council to appropriate the sum of
five hundred dollars per month for the support of tho
Public Schools of Savannah, commencing with the
.month of September last, have carefully con
sidered the subject entrusted to them. We
find by reference to the records of Council that
in August last the sum of five hundred doilirs was
appropriated by the city in compliance with tn6 re
quest of the Commissioners, asked for as *au advance
on account of the moneys to be given by the city for
the ensuing scholastic year, said five hundred dollars
to be appropriated exclusively for the purpose of pur
chasing such school apparatus as the Board (of Educa
tion) may deem proper,” and to be expended under
the auspices of Sir. B. Mallon and Mr. J. F. C&nn.
then on the eve of departure for New York. Tho
scholastic yoar commenced on the first day of October
and by referedee to the estimate of expenditures and
receipts for the support of the schools, aa furnished
by the Superintendent of the same, it will be seen
that the amounts foot up as follow.':

The President of the Board of Education, in behalf
of the schools, asks for an appropriation at five hun

and receipts, will amount to one thousand dollars
over and above the wants of the institutions. Your
Committee can see no Just reason why this exoess
should be paid out from the city treasury, and there
fore recommend that the sum of five thousand dol
lars (to be paid in monthly instalments) be appro
priated by the City CouloU aa recommended in the
Mayor’s report of October 4tt.
