The Senate met at 10 o’clock, A. M.
Prayer by Rev. Mr. Yarborongli.
The action of the Senate on tho bill to
allow certain parties to raise money for the
education of poor children of deceased or in
digent soldiers was reconsidered.
The Committee to whom the bill to pro
pose modifications in the County Court act
was referred made a majority and a minority
report The first recommends material, modi
fication in the act creating the Court; the
second recommends the total abolition of
County Courts, the creation of six additional
Judicial Circuits, and the holding of four ses
sions of the Superior .Court eaih year.
The reports were ordered to be pointed.

The Greet Northern Mali-
Heretofore it has required from four to
five days to transmit mail matter between
New York and this city, hut we were most
agreeably surprised last evening by the re
ception of New York papers of the Kith
instant, which is a shortening of the usual
time of nearly or quite twenty-four hours.
This is certainly a great improvement
upon former schedule time and wiil be
hailed with gratification by the people
of this city. We learn that this important
improvement in our mail facilities has been
accomplished by our excellent Postmaster,
Col. A. L. Hariis, who lately inspected, un
der orders from the Department at Washing
ton, the entire route between this city and
New York, and by a skilful re-arrangemeut
of arrivals and departures at all intermediate
points, accomplished the reduction of time
which has resulted so beneficially to the pub
lic.
We understand that (lie Colonel, in co-op
eration with Major Screven, the President of
the Atlantic & Gulf Road, is endeavoring to
arrange for a like improvement in the trans
mission of the mails between this city and
Florida and Tiiomasvllle, which, when con
summated, will be an achievement in the
public service as creditable to this indefati
gable officer as it will be promotive of the
best interests of the country.

lature upon the pending Constitutional
Amendment, which did not reach ns in time
for our issue of yesterday. It is a calm and
statesmanlike document—which discusses
the amendment, section by sectiou, with
marked ability, and dissents emphatically
from each. We hope our readers will give
it a careful perusal.

Mr. Butler introduced a resolution in
structing the -Committee on Internal Im
provements to inquire into the expediency of
employing the chain-gang in grading a rail
road between Eatonton and Madison, as a
State work, and to report by bill or other
wise.
Mr. Strozier—A bill to allow merchants to
sell drugs and medicines without a license.
Mr. Paris—A bill to provide for the set

Mr. Bulloch moved to reconsider a bill,
lost on Saturday, to allow sheriffs aud other
officers to arrest prisoners in any county
wherever found. Tbe motion was lost.
Senate resolution to establish a mail route
from Reidsville, Tatnsll comity, lo Johnson’-
Station was concurred in.
The Florida Mails.—We have been in
formed by a gentleman who has just urrived
here from Tallahassee, that there is much
complaint there and elsewhere of the non-
reception of mails; that, notwithstanding
there is daily communication with this city,
the mails are frequently delayed two and
three days. There is a screw loose some
where, to which we would respectfully call the
attention of the Department at Washington.
Regular aud reliable mail facilities on the
route in question are of the highest import
ance, both to the merchants of this city and.
the people of Florida, and it is hoped that
those whose duty it is to look after such
matters will pay their respects to the de
linquents, whether they be contractors, car
riers, or postmasters.
We omitted y'esterday to return our thanks
to the Southern Express Company of this
city for late Augusta and Macon papers.
An association has been formed at Toronto
for tbe annexation of Canada to the United
Slates.

Since writing the above, His Excellency
has sent in the report of tBl commissioners,
who recommended as stated ^bove, aa also
to separate white and colored convicts. His
Excellency thinks that the present Peniten
tiary should be retained and an additional
one’be built. He also departs from the views
of the committee as to the prosecution of the
mechanical trades in the institution. He
thinks, if such employment be forbidden,
there will be nothing for tbe convieta to do,
and that they will t have to live in “inglorione
ease,” as the limits of the enclosure are too
small to . admit of other empfotpaent. He
also argues that stone-cutting and iron-smelt
ing are mechanical trades, Ac.

tion, and had tbe rains continued o have kept th*
mam ore diluted, 1 think It would have trebled the crop
of corn on old exhausted land. With it this ye r 1
have made etiongh corn for the use uT uiy plantation,
whereas I should have hud to boy largely to have kept
up the same working force next year. Its stimulating
qualities were very pm-epUbla to the rapid growth
aud early .development 01 all plants upon which it
was used; and if it is ihe permanent Fertilizer that ia
Claimed for it, and doubtless it ia. I would prefer it to
Peruvian Guano or other fertilisers more volatile and
costly. Comparing iis effects upon my crop with
what 1 witnessed of thoae manured with Persvten
Guano, I certainly am satisfied with its result*—al
though It needed the rains to have kept it diluted,
and all tbe crops did not receive the foil benefit of the

article another year I would like to try it again.

Gents: As to the action of the Fertilizer, I have
been highly gratified. Its effects have been very dis
tinct at every singe of tbe crop, and its proprietors
have been peculiarly fortunate in the production
of a Fertilizer that is equally beneficial on corn
and cotton. It le quite numnlaUng aud yet mild,
poesensing tbe advantage uf guano (ParavuB)
to the fiist, aud superior lo it to being fr,o Nnoi
the healing, burning effect, #0 disastrous m n ilromh.
My experience is that this American guano is too
slow in its act! ns lor corn, but it is excellent for cot-
tun. This arises from the fact that the Anter.cau va
rieties, as they are known, pbtsi.es nfore of tbe phoa-
puetes and less or ammonia than the Fcravtao. This
accounts for the quicker action of tile Peruvian upon
Uie crop, but the less permanent effect on tile soli.
What will be ibe influence of the Eureka remains to
be seen, as this is my first year’s t. UJ; bnt my obser
vation so far is, that no manure cun be happier in its
effect* on the crop at every stage or Ua progress bach.
1 think, is the impression of olhers who have tried it
to this section, with w-oom I have conversed.
