The Savausah Provision Market.
The fact is generally known that the great
-West grows most abundantly those articles for
which there will be a larger demand in this
market during the next ten months than at
any former period, viz: corn, Hour, bacon
and lard. The almost total failure of the
grain crops throughout Georgia, and the
consequent increased demand for the articles
named for the sustenance ol an itdpovefr
ished and distressed people, very naturally
suggests the inquiry how this market can
be supplied without paying the high prices,
which are likely to rale in the Northern At
lantic cities, owing to the nsual obstruction
of transportation during the winter months,
by snow-storms and the accumulation of ice.
It has occurred to us that, as down the Miss
issippi river to the Gulf are naturally trans
ported all articles of Western production for
the supply of the Gulf States and the West
Indies, the articles we have named could be
purchased in New Orleans and shipped to
St. Mark’s, Fla., and thence to this city by
railroad, at prices and cost of transportation
which would enable our grocers to retail at
figures considerably under those that must
necessarily prevail if they continue to pur
chase in the Eastern markets, controlled, as
they will be, by speculators, who never hesi
tate to take advantage of the contingency to
which we have alluded to extort their own
prices. .
Knowing, as we do, that freights are very
low between New Orleans and St. Mark’s,
and feeling assured that Major Screven, of
our road, and Col. Houston, of the Florida
road, would reduce the cost of transporta
tion to the very lowest possible rates, we feel
that it is our duty to commend the subject
Jo.the consideration of our business men,
that they may give it the investigation that
its importance demands.
Mexican Affairs Converging to n Nettle-
went.
A Washington corespondent states that
at a meeting.of the Cabinet on Salurday last
the President communicated portions of his
annual message on Mexican affairs, in which
he says that, should Gen. Sherman, who is
en route for Mexico, find that neither Max
imilian nor tbc French intend to Uave that
country, he will recommend vigorous action
to hasten their departure. It is believed,
however, that a diplomatic understanding
exists between the Governments of the
United States and France which will lead to
a mutually satisfactory settlement of pending
difficulties, including the claims of the
latter on behalf of such ol her
people iu Mexico as may have their
claims affected by the removal ' of the
French protectorate. In tultilment of this
supposed agreement, it is asserted that Gen
eral Csstelnau, who has been sent to Mexico,
had extensive powers to place the Emperor
Maximilian in a position to abdicate with
dignity and safety.
Our latest accounts from Mexico direct
state that Maximilian has actually abdicated,
and that General Castelnau has assumed the
government of the Empire. It is apparent
that matters are rapidly hastening to a crisis
by the positive intervention of our Govern
ment.
General Sherman, previous to his depar
ture from New York, paid his respects to
Madame Juarez, wife of the Mexican Presi
dent, at her residence in that city. If the
public before had any doubt to whom the
newly appointed Minister to Mexico is ac
credited by this Government, it is removed
by the fact we have here announced.
Ms. and Mrs. Davis.—A dispatch states
that the rooms in Carroll Hall, Fortress
Monroe, which Mr. Davis has been occupy
ing ever since he was removed from the case
mate in which he was first incarcerated, are
being entirely renovated. The iron bars
which covered the windows and doors are
being removed, and light curtain shades used
iu tlieir stead. A complete suit of rooms are
being prepared fur his reception in the Hall,
and every arrangement made that will con
duce to his health and comfort while he re
mains a prisoner.
Mrs. Davis has donated a valuable set of
jewels to the Washington and Lee Associa
tion of Norfolk ladies, to be disposed of and
the proceeds appropriated to the benefit or
tb'e orphan children of Southern soldiers.

This is a new company, but on a firm basis,
with Southern officers, and a list of author

several prominent bankers, and others. One
great recommendation- for it, as a young
company, is the fact that all its losses by the
late disastrous fire in Nashville were prompt*

Colored Jos thru.—The Boston Com
monwealth states that at present there are
four colored jurymen serving in the various
courts of that City; one in the Supreme Coart
for criminal business; one in the first session
of the Sapreate Court fdr civil busUem; and
two in the second session. The Common
wealth says this is tbex&st .term of these
courts in which colored men have been put
on the juries, although in a recent trial for
murtler^held in the Supreme Court, there
was one who served.
A letter of instruction received from Wash
ington declares that stamps‘most be placed
on all articles when they are posed
sale, and that it will not do to
putting on of stamps until thesatep are actu

The report, just published, of the Secretary
of the Treasury, makes an official exhibit of
the amount of the National Debt, as it was
computed on the' first tiT tbc enfrent month
of November. It is pronounced by one of
the ablest financiers in this country to be
the most encouraging statement yet glvm 1ft
the public by Secretary McCulloch, and can
not fail to strengthen popular confidence in
the present able and eminently conservative
administration of the national finances.
We regret that we have not the space to
publish the whole of this interesting docu
ment relating to a subject so vitally interest
ing to the whole country.
The Secretary states that bneitondred mil
lions dollars ofTreesury obligations have been
discharged in the third qaaticr of the current
fiscal year, which ended with the 3lst ultimo,
or at an average rate of twenty-five milliqna
per month; that nearly one hundred mud
ninety millioiu of the public indebtedness
have been eauteUed within a year, or at the

cytf burden is now almost two hundred sad
sijt million dollars below the maximum fig-
ures. ^
The net indebtednessjof the Government
was, on the Slat of July, 1865, $2,757,253,-
276; ondhe 31st of the following October,
$2,746,664,768; on the 31st of July, 1866,
$2,633,096,272; mad on the 31st ulL, $2,55!,-
810,006. Thus it appears that the debt is
now precisely $206,943,271 Ires, than it was
fifteen mouths ago.' The interest-bearing
debt is now neaciy oae hundred and eighty-
two millions lea than it was a year and a
quarterback, bring at present $2,215,9in,-
282, against $2,397,819,187 July 31, 1865 -

It is stated that at the ruling price of gold,
the National Treasury owns a coin reserve
equivalent to about $130,561,000 in currency,
or enough, if so used, to bring the aggregate
public indebtedness under $2,510,090,000, or
two hundred and forty seven millions below
the amount of the debt fifteen months ago.
The Secretary expresses the opinion that the
commercial values, based on depreciated
paper currency, must adjust themselves to
the inevitable bard money standard, and
thus facilitate the onward march to the re.
sumption of specie payments. He declares
it to be his policy to avoid any line of con
duct which would be likely to bring about
a sudden monetary crisis, which would par
alyze the industry and commerce of the
country and prove otherwise disastrous.
Washington On Dits.—The rumor is cur
rent in political circles at Washington that
Secretary Stanton will receive an immense
pressure for ejectment from the Cabinet at
the meeting of Congress; the whole conserv
ative strength, it is said, will nnife with the
already heavy demand for his removal.
It is reported, also, that the radical Gov
ernors of the severaF States ' are eager .to.
press forward the impeachment and depos
ing of the President. There is no disguise
attempted by Butler and his immediate sup
porters upon this subject. A correspondent
says several Congressmen are alreudy in the
Federal City,;and if their ebullitions are to
be taken as a precurser of the programme of
the most violent wing of the Radical party,
and they should rule Congress, the people
may prepare for a subversion of the existing
form of government, and the substitution of
a condition of anarchy and despotism.

experience of our own* in this* matter. We
gave the Jamaica negro, in common with

of self-government, and see how it

go in tbe other direction. He is careless,
credulous and dependent; easily excited,
easily duped, easily frightened ; al ways'tbe
ready victim of tbe stronger will. He is
material for tbe bauds of anybody wbo
wishes to make use of him. Invested *

magazine ot mischief. In Jamaica it ap
pears that the negro would imbibe, at a
day's notice, any absurd delusion as to tbe
authority and wishes of tbe British queen, of
the commissioners, or anybody else; bat

ever. Such men are not citizens, call them

Legislation in Mississippi.—A bill passed
both branches of the Mississippi Legislature
restoring all lands sold for taxes of 1861
1862 and 1863, to their owners, provided
they were in 1861 citixena of the State, and
still continue to be, upon payment of costs,
and any amount of county tax ihe State
may have paid since she acquired title. This
covers the case of many citizens.

gress by over 6,000 majority. This is a sharp
