AasUief Movement In tile H In onr fast issne we referred in commenda tory terms to tbe fact that the subject of im migration was receiving the earnest attention of the General Assembly at Milledgeville. It gives us equal pleasure to note that the same body has now under consideration the eqnally important matter of public educa tion. We have before ns a printed hill, which lias been introduced in the House, “To be entitled an act to provide for education, and to* establish a general system of Georgia schools.’’ It provides for the appointment, by the Governor, of a Superintendent of Public Education, with a fixed salary. It provides that any >ee white inhabitant, being a citizen of the United States, and of this State, and residing within the limits of any connty or school district organized under this act, .between the ages of sixteen and twenty-one years, shall be entitled to instruc tion in tbe public school of said connty or district without charge for tuition or inci dental expenses. It provides also, for lay ing off each county at once into school dis tricts, containing each, as ‘near as may be, twenty-five inhabitants between the ages we have mentioned above, and having a proper regard to the convenience of the citi zens thereof. It is made the dnty of the Commissioner to cause the election by] the people in each district of three trustees, who are to select tbe places where the schools shall be located, and shall have power to employ and dismiss teachers, to expel pupils for immoral or dis orderly conduct, to prescribe the course of study and the books to be used, in the ab sence of instructions from the Superintend ent of Public ^Education, and to visit the schools as often as they may deem necessary, to observe its condition and progress ; that in thinly settled school districts the trustee 8 shall have power and authority to cause the school to be kept alternately in two or more places in such districts, and for such a length of time as they may deem just and equitable to the citizens, and so as to extend the bene fits of education to all the inhabitants of scholastic age. There are many other interesting details, which we are unable to recite, for the want of space. We have given enough, however, to indicate the character of the system. ' It has been painfully true that the inhabi tants of Georgia, as well as of the South generally, have ever been obnoxious to the charge of apathetic indifference to all propo sitions, in the past, to make adequate provi sion for the establishment of public schools for the education of the poor. But, thanks to the Euler of nations, the people of Geor gia at least, through their law-makers, are beginning to lay, broad and deep, the foun dation of a liberal system of pnlture for Ler sons, that they may not sink below that level of civilization and enlightenment which it occupied by other nations of the earth. It cunnot i>e denied that we have been culpably negligent in reference to this important mat ter for many years. We have placed our trust too much in cotton bales and sugar, not, as a mass, in the forces of the spirit or the trinmphs of intellect. Let us now see if it is not possible to unite material progress with mental advancement.; Let us obey that great philosophical law, as applicable to na tions us individuals, which ordained that trqe progress must primarily depend upon the cultivation of all the faculties, and not the abnormal fostering of one or two faculties only, those of a material character. Look, for example at Great Britain. She docs not owe her greatness to the Watts and Wellington alone—the inventor of steam en gines, or the leader of armed hosts, to ban kers, mechanics, engineers—bat in a large degree to her artists, poets, historians, nove lists, orators, the Immortal Cqrps, past and present of her men of letters, from Chaucer to Alfred Tennyson, from Barke to Glad stone, whose purely intellectual efforts have instructed and charmed, elevated and en lightened generations. of their countrymen. Surely itistiine that we of Georgia should acknowledge and act-Upon the recognition of this great truth. Are we, as a people, to re main undeveloped, or partially developed only? We cannot believe it. There is in tellect, imagination, mental vigor amongst us, which simply needs due encouragement and direction, to mate of,us a wise and noble people, the tockdoWl jdgfi4 i ptier of the first nations of Christendom- To accomplish thi% we must begin, so to speak, at the beginning.
