HAP.Uii, Postmaster. TI»c Price of Breadstuff's. It is a remarkable fact (bat bieaUstufTs are higher now in the Northern Atlantic cities than at any time since the beginning of tbe war. A Uoston paper says that when gold Was at 28a, again when it was 22a, and in ail the fluctuations of the premium, front the b.-giaumg of the currency depreciation to ilia mgiicsl .point reached during the war, fisur, wheat and corn were lower than they are now. How is this to be accounted for? Nobody pretends that there is a scarcity. The grain crop of ihe West is ss large if not larger than ever before. The explanation is found iu the statement that the stocks on hand in the Atlantic j'orts are unprecedent edly small, which, with the near approach of the cioSc of canal navigation enables the heartless speculators to extort their own prices. It is stated that the wheat, flour and corn received in tbe Northern cities up to No vember 1st were only oue-third of the amount received in the corresponding pe riod in 1861, and one-half the amount re ceived last year. With a vast eurpius iu the West waiting for a market, and with a heavy demand in the East ern, and Southern States, as well a* abroad, this heggariy array of the move ment of. crops ncrotm the country ought to .convince the merchant* of Savanna^ of the resorting-Se^e staled a far, gays -fl&etgbf brcsdstufef'as nurcBaae' of &c. We there loro renew the suggestion, made by us las; wcvh, ;hst our grocers mukc arrangements to purchase their suaplies in tbe West and s, St. Marks, Fio- I fCWeo. . n ligrii markets winter, much sufferiog, if not slatva tion, will be tbe result. We most earnestly commend this matter to tbe prompt consido ration oi our merchants and capitalists, with the hope that, it our-suggeation as to fee medium ot transit is not a good one, they will he able to discover some other commu nication with tbe West by which the neces- saiies of life may be obtained at something like reasonable prices. It is in this connection that we would say a vr^rd to the people of this city, especially the poorer class. The change in the weather which has taken place in tbe last few hours warn3 us of the approach of winter, and aii careful housekeepers should be admonished by it to prepare for the winter cold which will soon be upon us; fires will be absolutely requisite in our homes, and therefore all pre cautions should be taken, so that when h in ter is upon us wc may be prepared for it. Ihe price of coal and wood will probably then be raised,. as well as provisions, and other expenses will have to be incurred con sequent on the change of season. Those who now neglect to take precautions in time will then bitterly regret their short-sightedness. _ Economy should be ttie order of tho day, so as M lay up a store lor fee hard time that is certainly coming. Let those whose are able to invest their money lay up a stock of coal and a supply of provisions now when they can purchase them at comparatively lair prices. Those who arc unable to spare tbe money at once should save aii they can to meet the increased rates at which these things will be sold when tbe frost comes in. As we have had such a hot summer, in all human probability we will have a winter of unusual severity.
