^ & I" News & Herald »r ia the proportions which the Beform qi i... assumed. The conservative members of the House of Commons sre of opinion that the movement is not of teportsnee, bat the Atonal reports of the meetings which have been received by the Government, Misstated, produced s profound impression upon the leading members of the English Cabinet. Ur. Brand, the reporter of the Whig party, was present at each of their popular demon strations, and he has represented the 'situa tion as very serious, and even intimated that If a reform bill is not proposed this year, great darters and disturbances of public or der are likely to ensue. The Ministry have, however, not yet come to any decision on the subject. In the meantime Mr. Bright has mounted the “ manhood franchise” hobby, and is ex citing the people upon the issue to an extent which may well cause the Government to feel anxious as to results. ]>*■« John Mosmssbt attended a wedding in Troy on Wednesday, and was gotten up, according to local Jenkins, regardless of ex pense. He says: The lady was certainly attired far in advance of any of her sex wbo were present, and it has been said that the value of the precious stones which adorned her person would purchase not only all the dresses worn in the church, but the edifice •M its entire furniture. Mrs. Morrissey wore a pearl-colored corded silk dress, with black thread-lace flounces, over which was thrown a black lace shawl. Her hair was arranged for fall dress, and upon her head was a silver crown, or wreath, thickly studded with diamond stars. Upon ner neck was i coral and diamond necklace of groat value Diamond bracelets also encircled her wrists Upon her feet were slippers of gold color. It addition to this gorgeous display, the lady's hair fairly glittered with diamonds The Amnesty Suffrage Paoposmon. special Washington dispatch to the Balti more Sun, dated 16th inst.,says Chief Justice Chase was again with the President to-night, and remained with him until a late hour, in- tarohanging views with Mr. Johnson relative to the proposition .mentioned in my last night's dispatch, proposing general amnesty in consideration of qualified negro suffrage. The amnesty suffrage proposition is the subject of general discussion now by the rep resentatives of the parties here engaged in that interest Governor Swann and several members of Congress were also in waiting for an inter view with the President but the whole eve ning being spent in consultation with Judge Chase, the rest of the visitors failed to see Mr. Johnson. South aax Hospital Association.—A South ern Hoepital Association for disabled sol diers has been formed in New Orleans. It is chiefly designed to render proper medical and surgical aid to such soldiers of the late Confed crate army as may require assistance. The association has been organized as a corpo rate body, under the general laws of the State of Louisiana, and its affairs are ad- ministerod by a board of directors chosen from among the prominent men of the South ern States. Gen. J. B. Hood is President, Gen. S. Bnckner vice-president, and among the ^trustees are Gens. Lee, Beauregard Johnston |and others. A ladies’ branch of the association has been formed, and a ba zaar will be opened in New Orleans for its benefit. A telegram irom Memphis says the num ber of acres of cotton grown in Washington county, Mississippi, this year was 13,700. The product was 295 bales. Before the war the crop was flow one to one a half b es to tbe acre. The cause ol the fai'ure this sea son is attributed to tbe wet spring, drouth, ravages of tbe worms, sickness, frigbttul mortality, and idleness among tbe freedmen, not one-third of whom are said to work well 8ome of the planters will try them again Many of them will sell out. A number of plantations are already offered for sale at low figures. Negro laborers, with their families, are daily passing through here from Georgia to the plantations below. Thx Cotton Cbop.—A letter from New Orleans, of the latest mail, says: “From 650,- 000 to 1,200,000 bales is the estimated extent of tbe cotton crop of the South by both planters and factors here. It cannot possibly exceed the greater amount named.” Txx best posted parties in Washington are of opinion that the present negotiations will terminate in the United States establishing a protectorate over the Mexican territory. W»lMmfr0»N«w (W-annS* to rtsw of the recent elections, end of tbe President’s policy In regard to the affair of the PoHea Commissioners at BaHimore, Governor Wells ha determined on removing Immediately the ■beriib and other officers in Louisiana who have been derelict in the discharge of their duties. Steps are also being taken, we are told, to arrest the parties concerned in the late riot at New Orleans. Judge Shannon is also preparing for a rigid enforcement of the Civil Righto bill, and the “loyal” people are petitioning Congress to past an enabling act for that State. A Chicago dispatch of Nov. 13th says: •The attempts of the Chicago Times to com mit the Democracy of the Northwest, of which it has been hitherto the organ, to negro suffrage, is meeting with strong re sistance by the rank and file, although the leaders sustain the paper in its course. Tha agitation promises to be one of the most bitter ever known in Democratic history.” Swinburne Is accused of plagiarism. The critics say that in his distich— *• i dare not always touch her, lest the hiao Leave my lips charred ”— is evidently borrowed from the old poet's monkey, which “ Harried tbe baboon's slater. Smacked hla lips and then he biased her. Kissed so hard he raised a blister; She set up a yelL" New Liohthodses.—The lighthouse board gives notice that a screw-pile lighthouse has been erected on the bar at tne mouth ot North river, Albemarle sound, North Caro lina. It stands in 3 3-4 feet water, mean tide, and distant about three hundred yards to tbe westward of tbe channel across the bar, as indicated by the three buovs in range. It will be lighted lor the first time on the evening of the 1st December, 1366. The light should be seen in clear weather for a distance of ten miles. Tbe lighthouse at Crnatan and Albemarle sounds has been re stored, sod will be lighted up for the first time oo tbe evening of December 1, 1866. This light should be seen in clear weather a distance of twelve miles. —Major Walker, commanding at Aiken, (S. C.,) has issued a rather extraordinary or der, dated November 3, reciting that “in or der to carry out the verbal instructions ef the Major-General Commanding Department, to protect the homes of families and the righto of the freedmen, Lieut Walsh will in all cases, where the property of tbe colored peo ple, such as houses, barus, stables, Ac., have been wantonly destroyed, cause the residents of the immediate vicinity to rebuild the same, and in case of their refusal to comply with such order, the buildings ao destroyed are to be erected under the direction of Lient Walsh, who will levy a tax upon the surround ing residents of a proportion sufficient to de fray the expenaee of the United States Gov ernment.” Z. r.
