Mr. Gresham introduced a bill to provide for the redemption of the bonds of the State that fall due in the years 1868,1869 and 1870. Mr. Paris—A bill to require legal galea to be advertised twelve months. Mr. Thornton—A bill to change the place of holding the sheriffs sales of Muscogee county. Mr. Strozier—A bill to provide for pay ment of fees in Worth county. Mr. Brown—A bill to incorporate the town of White Plains in Green county. On motion of Mr. J. A. W. Johnson, the Finance Committee were instructed to in quire into the expediency of raising the sal aries of the officers ot the W. & A. R. R. and report by bill or otherwise. Mr. Strozier’s bill to remove lien from judgments was lost. Seats on the floor were tendered to J. I. Whitaker and A. J. Hansell. It would seem that, aside from the other valuable information contained in the pamphlet, that feature of it which gives all the alterations in the Code would make it almost a necessity in tbe offices of all attor neys, countv officers and justices of tbe peace in tbe State. Argo*;] At a meeting of citizens held in the Court House this evening, called at the request of tbe Ciiy Council, tor the purpose of advising and instructing them as to the propriety of ihe city taking stock in the Atlantic A Gull Railroad, on motion Judge J. Law was called to the chair, and H. M. Beach requested to act as secretary. Tbe object of the meeting having been explained by Colonel W. O Fleming, the following resolution was offered by Major R. H. Wbiteley, which was unani mously adopted: Resolved, That all persons owning .prop erty within the corporate limits of : the city, or who are engaged in business within tbe same, are inviteato participate in the consid eration of the question or questions submitted to the meeting. On motion of Gol. W. O. Fleming, a com mittee of nine were appointed by tbe Chair to report business for the meeting, consisting of J. M. Potter, W. O. Fleming. W. W. Harrell, J. B. Hayes, C. Lewis, R. Suns, H. G. Crawford, John S. Adams and W. P. Stewart, who, after retiring, reported the fol lowing resolutions: Whereas, tbe citizens of Bainbridge have assembled, at tbe request of a committee ap pointed by tbe City Council, tor tbe purpose of advising and mstrnctieg the Council in re gard to snbscribing for stock in the Atlantic and Guif Railroad Company. Therefore, Resolved That we have been disappointed in not having the road completed to our city, but believe that the failure to do aohasarisen from difficulties and embarrassments that the Directory have been unable to surmount. Resolved, That the great commercial and other interests of our city, as well as ita fu ture prosperity, depend upon the speedy completion of the road to its limits. Resolved, That as an earnest of our desire for its early completion, and our confidence in the company, we hereby advise nnd in struct the City Council to apply to the Legis lature, now in session, for authority to issue $20,000 of bonds, payable in ten years, bear ing seven per cent, interest, payable semi annually, based upon the taxable property of the city; and that tbe Council invest said bonds in stock in the Atlantic and Gulf Rail road, upon the condition that the company will complete the road to this point by the 1st September, 1867. Resolved, That the City Council submit these resolutions to the vote of the tax-payers of the city on Saturday, 24th inst., for ratifi cation or no ratification. After being supported by speeches from W. O. Fleming, R. H. Whiteley, R. Sims and J. M. Potter, these resolutions were adopted with but one dissenting voice On motion of R. H. Nov. 19th. 1866. Messes. Editors :—I recollect reading in the Hews a call upon planters for information respecting the incoming crop of cotton. 1 have thought several times to address your paper, but, os the year was not suffi ciently advanced, the reports conflicting, and much depended upon lete frosts, I concluded to postpone it until something accurate could be obtained. My op- portunlty for observation has been limited, but from reliable information end my own knowledge in this section of the country, I think it an undoubted truth thst the crop will fall far short of all previous calcula tions. On tbe plantation of Captain Walthonr, ouo ot the best in Southwest Georgia, 1 have seen the crop at different periods, sad had the seasons been at all fa- vora'ole, or the recent frosts held off, longer, a greet deal mote cotton woul U hevo been harvested. But tbe plant here vnd throughout this section threw off Its early forma and put on the thickest top-erqp thst waa rarely known, and the frosts, finding it iu unma. tnred condition, shrivelled up the bolls iu such man ner that few. comparatively, will evor open, and hence has curtailed the production of a small crop (planted) at least one-third. Southwest Georgia, however, promisee to become the great cotton growing region of Georgia. The lands and climate are altogether adapted to the cot ton plant; and the labor, the past season, has beau more efficient and decidedly under better control than elsewhere. The planters are embarking with energy into preparations for another crop, end lends of a flue quality have rented at tbe high figure of eleven and twelve dollars per acre. I have remarked this county closely, and if labor la controllable and cotton cau ba raised this la the place to doit, and a railroad com munication with your city would give a great impetus to production and contribute greatly to the prosperity or Savannah. Tha cittaens are anxious for such an outlet, and I am told by a gentleman, cognizant of the wants of the people, that they would subscribe hbe rally to such an enterprise. A connection from Ward’s Station on the Southwestern road with bain- bridge, in a direct Una not over sixty mil**, would aeeampUto th# desirable mid, and would draw away aB the eotton, now shipped by the river to the Golf, to Savannah, and n radius of forty miles from tue above station would embrace the following counties and parte at countlM, viz: Stewart, Webster, Sump ter, Randolph, Fen-Ill, Olay, Calhoun, Dougherty.
